This Capstone interrogates the teleology of neoliberal community development – does investment in historically disinvested working-class urban neighborhoods inevitably lead to gentrification? Learning from the Better Neighborhoods, Same Neighbors Initiative (BNSN) in Deep East Oakland as a case study, the Capstone uses a Transformative Justice (TJ) framework to make the case for an ethical approach to community development: one in which working-class urban residents are the authors and architects of their own neighborhood’s future, community needs are centered, and long-term residents are able to continue to age-in place. Following the economic crash of 2008, the rapid expansion of platform capitalism and the recruitment of others to work for themselves using a company’s platform, has led to a ‘paradigm shift’ in which a sharing economy business model has enabled small entrepreneurial endeavors to become industry giants (Srnricek, 2017). One such platform, Airbnb, has created a new, informal tourism accommodation sector that is bringing with it questions of regulation and community impact. Since the mid-twentieth century, public and private actors across the country have been identifying sources of potential capital accumulation in the United States. Shortly after the passing of the Civil Rights Act by President Lyndon Johnson in the mid 1960s, many White families across the country fled the urban core for the suburbs leaving neighborhoods in the city center abandoned and without capital. Gentrification is the “in-migration of a relatively well-off, middle- and upper-middle-class population” into historically marginalized communities (Centers for Disease Control and Prevention (CDC); Matsuoka et al. 2017). Literature has repeatedly shown that gentrification is placing cost and rent-burdened residents at risk of displacement due to the hike in housing prices and rents. Most cost and rent burdened households are female-headed households caring for children without a spouse (FHHCCNS) (Colburn and Allen, 2018). The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. Amidst these development trends are stories of incredible resilience, resistance and activism from the affected community. Gentrification of urban neighborhoods is part of an ongoing restructuring of the city, linked to the emerging occupational structure of the service economy and the remaking of built environments that were created for a production economy. It is the name given to processes in which commodification and reinvestment accompany the in-migration of professional and managerial workers, often displacing prior residents and giving altered spatial form to inequality.

Revitalized Streets Of San Francisco: A Study Of Redevelopment And Gentrification In Soma And The Mission, Lucy K. Phillips

San Francisco's South of Market (SoMa) neighborhood and the Mission District are facing new forms of redevelopment. The deindustrialization of SoMa has posed an opportunity for a 'new model' of gentrification to create a mixed-use, mixed-income neighborhood from an area previously occupied by abandoned warehouses and vacant lots. In the Mission, awareness of the threats of gentrification and increased community participation are fighting to preserve the neighborhood and eliminate displacement. The innovative approaches to urban revitalization in these two neighborhoods demonstrate how redevelopment may occur without gentrification.
