Although the Constitution did not declare English the official language of the United States, its complete linguistic dominance in such a linguistically diverse nation is unparalleled. Despite its supremacy, the last three decades have witnessed a renewed nationalistic movement that claims the role of English is threatened and that its establishment as the official language of the United States is crucial to protect the language and the unity of the nation.

So far, attempts to institutionalize English at the federal level have failed, but 28 states have adopted English as their official language and/or legislation that limits the use of …

Primary care physicians operate on the front lines of health care. Although primary care physicians play a critical role in improving health outcomes, workforce trends in the United States show a growing shortage of primary care physicians as demand for primary care rises. In conveying the importance of primary care physicians, the worsening physician shortage, the inequitable distribution of providers, and the lackluster institutional response thus far, this paper calls into question the effectiveness of current indicators used to identify underserved areas and provide appropriate government assistance. Students at the beginning levels of foreign language study have many borders to cross and many challenges to negotiate. This paper reports the results of a preliminary study involving the use of full-length films to engender intercultural sensitivity and understanding among two groups of first-year students of Spanish. Both films depict hardships of children in Spanish-speaking countries—as a result of conscription or as a result of child labor. Philippe Faucon, 2011), set in France’s urban periphery, depict the struggle of second and third-generation immigrants growing up in the housing projects and their desire to live like ‘other’ French young people. The analysis offers a comparative study of the films’ reception with a community of viewers made of American students in a Contemporary French Culture course. The article examines the use of cinema as a tool for teaching about Arab culture and assesses the process in which learners acquire a higher level of intercultural communicative competence. The essay draws primarily on multilayered class activities and students’ responses to pre- and post- screening surveys related to eight Arab films. The article reveals that the evaluation of the learners’ intercultural competence and their familiarity with Arab culture in particular is a long process that filled with misunderstandings, gaps, inconsistencies, and contradictions on the part of the learners. The Strategic Plan Development Team served as the main driver of the plan. This diverse team represented a cross-section of students, faculty, staff, alumni, and Board of Trustees, Foundation board members and members of the PSU Alumni Association board. A project manager and an outside consultant, Coraggio Group, facilitated. Decisions were based on general consensus. Separate “topic teams” provided deeper consideration of strategic themes. These teams made recommendations for the strategic goals and initiatives that form the core elements of the plan.

Premised upon the observation that MOOC and crowdsourcing phenomena share several important characteristics, including IT mediation, large-scale human participation, and varying levels of openness to participants, this work systematizes a comparison of MOOC and crowdsourcing phenomena along these salient dimensions. In doing so, we learn that both domains share further common traits, including similarities in IT structures, knowledge generating capabilities, presence of intermediary service providers, and techniques designed to attract and maintain participant activity. The implicit acceptance among educators and in institutions of learning that discussions around LGBT (lesbian, gay, bisexual, transgender) issues are off limits perpetuates the marginalization of these identities and those who inhabit them. In K-12 schools and college classrooms the prevailing silence sends disturbing messages about the treatment of adults and children when their sexual orientation fails to fit neatly into prescribed binary classifications. Broadening Students’ Perceptions Of Conflict: The Challenge Of Metaphorical Change, Justin D. Walton

This qualitative investigation examined the semester long effects of a critical transformative pedagogy on students’ metaphorical understandings of conflict interaction. The study included five university conflict management seminars taught over a four year period. Findings revealed that (a) while most students entered the course with predominantly negative and oppositional perceptions of conflict, the use of a critical transformative pedagogy did indeed (b) help support new metaphorical understandings of conflict interaction and (c) supported instances of personal empowerment and expanded self-knowledge. Implications and suggestions for future research are considered.

The effects of economic development are enormously important in understanding the causes of civil war and the requirements for successful post-conflict reconstruction. In recent decades we have seen an increase in the number of civil wars because of a phenomenon known as the conflict trap. I question why we see an increase in civil wars and what role unstable economic development plays in contributing to the conflict trap. Education: A More Powerful Weapon Than War?, Maja K. Thomas

In this paper, I analyze the impact of education on civil war onset, utilizing variables measuring length of compulsory education and number of internal armed conflicts in a given country per year. Using data from the Quality of Government Institute’s Quality of Government Standard Time Series data set, I test this hypothesis and find that an increase in compulsory education length decreases the expected number of internal armed conflicts. The results suggest further importance of education as a great equalizer among individuals as well as nations.

The state of the environment is receiving increasing attention. Environmental quality’s possible relationship to violent conflict attracts both popular and academic interest. Prior research has found support for the idea that environmental scarcity is related to higher occurrences of civil war. There have been few comprehensive quantitative studies regarding this relationship. This study tests a more general argument that higher environmental quality can lead to fewer occurrences of internal armed conflict. The study utilizes an environmental performance index found in the Quality of Government Standard Dataset to test its hypothesis. The greatest experts on the situation of the marginalized peoples of the world are the marginalized communities themselves. This paper explores how participatory monitoring & evaluation can be a powerful tool for giving voices to marginalized communities, ensuring that the voices of beneficiaries and local stakeholders are heard and inform sustainable project design. It analyzes a participatory monitoring and evaluation methodology implemented for women’s credit cooperatives in Gujarat, India by the Human Development & Research Centre, and examines lessons to be learned to design evaluations facilitating inclusive development.
