The Edward J. Collins, Jr. Center for Public Management (the Center) was retained by the Town of Carlisle to conduct an analysis of government operations for departments located at Town Hall. This analysis included the following departments.

• Conservation Commission
• Building Commissioner
• Housing Authority
• Board of Health

This report presents the results of the study, which began in June 2012, and was designed to provide an assessment of the efficiency and effectiveness of Town operations, identifying strengths and improvement opportunities relating to organization, staffing, and management.

The dissertation develops a conceptual framework linking social knowledge and public administration. Social knowledge is understood broadly as the knowledge used by people in various roles, including experts, ordinary citizens, and public officials, to solve social problems. Social movement knowledge is examined as one particular type of social knowledge. The conceptual framework used to study the relationship between social movement knowledge and public administration is a combination of several literatures: citizen participation, civic innovations, community of practice, policy learning, and knowledge production in social movements. This is a dissertation about local, regional and federal agencies charged with the development of parks, trails and natural areas in Southern Nevada. The context for the delivery of this service is a network. Networks are an increasingly common context for service delivery in the United States; however, their value for constituents has been questioned. Some suggest that the advantages of capacity building and social capital that are expected when organizations work across their typical boundaries are not as significant as expected. Commonwealth Compact is a unique membership-driven diversity initiative. Commonwealth Compact combines a practitioner focus on best practices and systems change and an academic grounding in theory, data and analysis. We argue that evaluating the social benefits and costs of programs like Commonwealth Compact is difficult but essential, and provide a conceptual framework for doing so.

With disasters increasing in frequency and costs each year, this study seeks to explore ways greater public participation can assist emergency managers in their mission to keep communities safe. Specifically this study examines the policy process and administrative functions of emergency management to illuminated the benefits and hindrances involved in greater participation. This study conducted a qualitative analysis of governmental documents, disaster case studies, international research, as well as political science and administrative doctrines, to arrive at its conclusions. Professionally trained administrators are critical to the operation and management of governmental agencies. That is particularly true with respect to local government, where city managers are situated at the top of the organizational hierarchy. However, these senior management positions remain largely the domain of males; female represent just 12% of the positions. This disparity, for reasons still unclear, comes to the fore at a time when the field of public administration faces a new set of global challenges, and many in the field have expressed concern about a looming leadership gap.
