This study explores the private sector’s perceptions and adoption of the mandated e-invoicing system, a key component of Egypt’s digital tax system. Twenty-three qualitative semi-structured interviews with the private sector to answer the research question: How does the private sector perceive the mandatory e-invoicing system adopted by the Egyptian government? Furthermore, the study explored the perceived impact of the Unified Theory of Acceptance and Use of Technology (UTAUT)’s four aspects on the private sector’s perceptions and adoption of the system, including performance expectancy, effort expectancy, social influence, and facilitating conditions. Ethics is an essential aspect of society and public administration (PA). Despite being an essential aspect of PA, ethics courses are not universally integrated into higher education programs. Few higher education institutions have adopted a comprehensive approach to ethics, and ethics courses are not required for most doctor of philosophy (Ph.D.) graduates in PA. This exploratory study elicits NGO perceptions regarding Egypt’s Ministry of Education and Technical Education’s (MOETE) reform efforts, their interest in participating in education reform and policy advocacy, and their existing relationship with the ministry. Drawing on the findings from semi-structured, in-depth interviews with 13 representatives of education NGOs based in Cairo and Giza, this thesis takes a qualitative approach toward answering the following research question: How do NGOs targeting K-12 youth perceive their role in shaping education reform in Egypt? Nearly one in four adults and one in six children in the United States (U.S.) have a disability. Despite the evidence documenting health differences, public health professionals receive inconsistent or little-to-no disability education in graduate public health curricula. Undergraduate public health (UGPH) programs have an expanding role in building the future public health workforce, including the U.S. governmental public health workforce. Education is a key component contributing to a country’s socioeconomic status. Accordingly, countries that seek better economic development focus on the quality of education. Egypt realized that and started a series of educational reforms, none of which delivered the desired objectives. Regrettably, this was clear in Egyptian students' poor performance on international tests in the years 2013/2014 and 2014/2015 (World Economic Forum 2013; 2014). According to the 2020 U.S. Office of Personnel Management’s Federal Employee Viewpoint Survey, the National Park Service (NPS) was ranked the 353rd best place to work out of the 411 government agencies surveyed, with an engagement score of 61.3%, which was lower than the 69.0% average amongst government agencies. This survey is performed annually and asks employees to score their employer in the following categories: leadership, empowerment, pay, teamwork, innovation, recognition, response to COVID-19, and work-life balance. The scores are divided by a quartile key. In every category except “innovation,” the NPS landed in the lower quartile, causing the need …

This study questioned what kind of gap in perceptions of work perspectives exists between current and aspiring civil servants in the first place, and whether there are differences in perceptions of work perspectives between students who aspire to become civil servants and those who aspire to work in the private sector. Machine learning, or artificial intelligence, refers to a vast array of different algorithms that are being put to highly varied uses, including in transportation, medicine, social media, marketing, and many other settings. Not only do machine-learning algorithms vary widely across their types and uses, but they are evolving constantly. Even the same algorithm can perform quite differently over time as it is fed new data. The most recent International Union for Conservation of Nature (IUCN) Red List classifies 40,084 out of the 142,577 evaluated species as threatened with extinction, with 1,962 of those species identified in the United States. The U.S. Endangered Species Act (ESA) was enacted in 1973 to protect and recover threatened and endangered species from extinction. The ESA federal listing process can be lengthy and arduous, taking years for a species to be proposed for listing. This dissertation examines whether public administrators are averse to randomized controlled trials, and why. More specifically, it explores whether public administrators are reluctant or opposed to conducting RCTs for the evaluation of social welfare programs in situations where they would help to answer an important and useful policy question and are feasible to conduct. While RCTs are widely used to evaluate clinical interventions and practices, they are used far less often in social policy. Fifty-eight years have passed since the Title VII of the Civil Rights Bill of 1964 was signed into law, yet discrimination in employment still occurs; the Kentucky Executive Branch is no exception. This paper will use Theodore Lowi’s agency typology and EEOC categorical data from the 2012 and 2020 Kentucky Office of Diversity and Employment Training Semi-Annual Report on Female and Minority Employment (SAR) to identify gendered occupational segregation in three distinct Executive Branch agencies, address potential contributing factors and areas of change (Alkadry & Tower, 2006; Lowi, 1985; Newman, 1994; Escriche, 2007). FISCAL TRANSPARENCY AND FISCAL OUTCOMES: IS THERE A CONNECTION?
This dissertation answers whether a connection exists between an American State Government’s (ASG’s) level of fiscal transparency and attainment of improved fiscal outcomes. Improved fiscal transparency is normatively positive and expected to be rewarded by bond rating agencies with better ratings resulting in lower borrowing costs. Likewise, improved fiscal transparency is expected to lead to lower levels of debt. Yet, no empirical evidence exists to bolster such assertions.

Rules operate as a tool of governance by making generalizations, thereby cutting down on government officials’ need to make individual determinations. But because they are generalizations, rules can result in inefficient or perverse outcomes due to their over- and under-inclusiveness. With the aid of advances in machine-learning algorithms, however, it is becoming increasingly possible to imagine governments shifting away from a predominant reliance on general rules and instead moving toward increased reliance on precise individual determinations—or on “personalized law,” to use the term Omri Ben-Shahar and Ariel Porat use in the title of their 2021 book. This article presents the pedagogical, observational, and empirical findings from a social equity centered team-taught course that served as an effective learning approach for both students and faculty during a time of great uncertainty and unrest in 2020. The article begins by describing the context for why this course was offered, outlining the need to use a collaborative teaching approach that centers social equity and interdisciplinary expertise when issues such as a global pandemic and racial injustice arise. Critics raise alarm bells about governmental use of digital algorithms, charging that they are too complex, inscrutable, and prone to bias. A realistic assessment of digital algorithms, though, must acknowledge that government is already driven by algorithms of arguably greater complexity and potential for abuse: the algorithms implicit in human decision-making. The human brain operates algorithmically through complex neural networks. And when humans make collective decisions, they operate via algorithms too—those reflected in legislative, judicial, and administrative processes. Housing discrimination against Gypsies is a problem that has received little attention in the research literature. The purpose of this ethnographic case study was to explore and document the extent to which Gypsies in one location in Romania experience housing discrimination because of local policies and if any cultural factors are influencing the way Gypsies are perceived or treated by the local government and police. Public administration scholars have long believed that bureaucratic whistleblowers help make bureaucracies more democratic, effective, and accountable. With these firm convictions, the U.S. federal government has introduced a series of whistleblower protection systems to balance administrative power and external political accountability of public organizations. Building on this intellectual history of public administration scholarship on whistleblowing, this dissertation aims to: 1) understand bureaucratic whistleblowing at the theory-level, 2) examine the effects of whistleblower protection laws on bureaucrats at the individual-level, and 3) investigate how whistleblowing outcomes can reshape bureaucracies at the organizational-level.

Artificial intelligence, or “AI,” is raising alarm bells. Advocates and scholars propose policies to constrain or even prohibit certain AI uses by governmental entities. These efforts to establish a negative right to be free from AI stem from an understandable motivation to protect the public from arbitrary, biased, or unjust applications of algorithms. This movement to enshrine protective rights follows a familiar pattern of suspicion that has accompanied the introduction of other technologies into governmental processes. The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. This was accomplished by studying the lived experiences of governmental leaders charged with the responsibility of establishing regulatory frameworks for legalized cannabis where none previously existed. Using the learning history methodology, the study deeply explores the ways that complex systems coexist by capturing the lived experiences of research participants and enhance theoretical understanding of complex regulatory systems.
