An Exploration Of The Effects Of Long-Term Intimate Partner Violence: Listening To Older Women, Suzanne Lowe
An Exploration Of The Effects Of Long-Term Intimate Partner Violence: Listening To Older Women, Suzanne Lowe
Theses and Dissertations
Abstract AN EXPLORATION OF THE EFFECTS OF LONG-TERM INTIMATE PARTNER VIOLENCE: LISTENING TO OLDER WOMEN By Suzanne Faries Lowe, Ph.D. A dissertation submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy at Virginia Commonwealth University. Virginia Commonwealth University, 2008 Chairman of Committee Laura J. Moriarty, Ph.D. Professor of Criminal Justice Wilder School of Government and Public Affairs There has been a great deal of research during the past four decades on the topic of domestic violence. Very little research has been conducted, however, on the effects of long-term intimate partner violence on older women. The …

HIV/AIDS and African-American male imprisonment contribute to the destruction of African-American communities. African-American men and HIV/AIDS are disproportionately represented throughout all sectors of the criminal justice industry, including the juvenile justice system. The criminal justice system contributes to unacceptably high African-American male imprisonment rates and HIV prevalence directly via the ‘war on drugs’ and lax enforcement of institutional policy among other things, and indirectly through perpetuation of economic hardship which further exacerbates imprisonment rates, thus closing the loop of a vicious cycle of revolving prison doors and HIV contraction. This article briefly introduces surrounding socio-political issues that contextualizes the ensuing …

Remapping A Nation Without States: Personalized Full Representation For California’S 21st Century, Mark Paul, Micah Weinberg
Mark Paul
California is a state of many distinct regions. To give citizens a voice on regional issues and to reinvigorate California’s Legislature, the state’s central institution of self-government, we propose Personalized Full Representation for the 21st Century (PFR21), a system of representation by means of regionally based legislative elections that will allow the state’s citizens to set the agenda for their regions and for the state as a whole. By reshaping the stage on which legisla- tive politics is played out, California can make state govern- ment more attentive to regional issues and give its citizens a means of holding elected …
Strategic Security As A New Academic Discipline, Sheldon Greaves, Ph.D
Strategic Security As A New Academic Discipline, Sheldon Greaves, Ph.D
Journal of Strategic Security
The creation of Henley-Putnam University was an effort to create an academic institution for the purpose of offering degree programs in intelligence management, counterterrorism, and personal protection; subjects that arguably did not exist as academic disciplines when the school was conceived. The experience of two of the co-founders of the school, Nirmalya Bhowmick and Dr. Michael Corcoran, indicated that the training of officers tasked with vital security and intelligence work was carried out by partnering young officers with a training officer to help the new officer learn on the job. The effectiveness of this training depended to a great extent …

Over the last three decades, countries all over the world, supported by the international community of nations, have been moving toward more equitable treatment of women. In 1979, the United Nations adopted the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), often referred to as the international bill of rights for women. CEDAW has been ratified by more than 90 percent of the nations in the world, with the United States the only industrialized nation in the world that has yet to ratify it.
Delegates to the United Nations Fourth World Conference on Women held in …
Challenging The New Penology: A Case-Study Analysis Of Correctional Management, Interstate Inmate Transfers, And Administrative Intent, Robert Thomas Swan
Challenging The New Penology: A Case-Study Analysis Of Correctional Management, Interstate Inmate Transfers, And Administrative Intent, Robert Thomas Swan
Dissertations and Theses
The purpose of this study is to explore the use of interstate inmate transfers (IITs) by prison wardens and the administrative intent that guide their use. This study assesses the explanatory power of the new penology in three cases and asks three broad questions of two prison wardens and the DOC: What correctional goals do you hope to accomplish with interstate inmate transfers? Why? And what contextual factors (if any) are felt to inhibit or facilitate these goals?
IITs are controversial. Supporters of IITs argue that in addition to serving the needs of correctional managers, they may also serve to …

Young People On Remand, Mairéad Seymour, Michelle Butler
Reports
The aim of this study is to examine the services and supports required by young people to promote greater compliance with the conditions of bail and reduce the use of detention on remand. The research addresses three main areas: • to establish the service and support needs of young people by investigating the circumstances of their life circumstances; • to examine the specific services and supports required by young people and their families during the remand process, in the courtroom and in the period between adjournments; • to address the issues and barriers to delivering services and supports to young …

The Untold Story Of Welfare Fraud, Richelle S. Swan, Linda L. Shaw, Sharon Cullity, Joni Halpern, Juliana Humphrey, Wendy M. Limbert, Mary Roche
The Journal of Sociology & Social Welfare
The experiences of women who have been charged with welfare fraud in the years following the passage of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act cast a shadow over the claim that welfare reform has been an unequivocal success. This article addresses this under-explored issue by considering the face of welfare fraud in San Diego, California after the change to federal welfare law. After a brief discussion of the socio-historical context of welfare fraud prosecution and a summary of the scholarly findings related to welfare fraud post-PRWORA, the aiticle details a new "poverty knowledge" about welfare fraud drawn …

The Forgotten Minority: A Cross-Sectional And Time-Series Analysis Of American Indian/Alaska Native Child Abuse And Neglect, 1993-2003, Linda Kaye Ketcher
Graduate Theses and Dissertations
Very little empirical research has been conducted on child abuse among American Indians/Alaska Natives (AI/AN). This dissertation examines the rate of reported AI/AN child abuse from 1993-2003 for the 20 U. S. states with the largest percentages of AI/AN populations. Research on child abuse and neglect from at least two bodies of literature is examined - one on child abuse in the general population and the other on child abuse among American Indians/Alaskan Natives. Based on SAS output from pooled time series analysis, two tables were created, one for the general population and one for the AI/AN population. The results …

University of Nebraska Public Policy Center: Publications
Executive Summary
Workload
The Lancaster County Public Defender's Office was short approximately 3.48 attorneys in 2007.
• The greatest deficit is in the felony division (1.93 PTE), followed by the misdemeanor division (.90). The juvenile division is short approximately one half an attorney (.53 PTE), and the civil division is short .12 PTE.
This deficit can be addressed by:
• Adequately staffing the office;
OR
• Giving the office less work by:
• Establishing Caseload Standards. Cases surpassing the recommended caseload standards should be appointed to privately assigned counsel.
• Reassessing crimes which receive jail time (rethinking the crimes for …

Parenting From Prison: Family Relationships Of Incarcerated Women In Massachusetts, Erika Kates, Sylvia Mignon, Paige Ransford
Publications from the Center for Women in Politics and Public Policy
Historically in the United States, there has been little concern about the needs of incarcerated women and their family members, especially children. This began to change with the tremendous increase in the number of incarcerated women. The rate of women’s incarceration increased dramatically during the 1980s and today the number of female inmates continues to rise faster than the number of male inmates. In 1986, 19,812 women were incarcerated in the United States and this number rose in 1991 to 38,796. Today, over 112,000 women are incarcerated in state or federal facilities (Sabol et al., 2007; Snell 1994). While in …

The Washington State Patrol, Accountability-Driven Leadership, And The Organizational Factors That Propelled Their Success: An Organizational Analysis, Timothy Carl Winchell
The Washington State Patrol, Accountability-Driven Leadership, And The Organizational Factors That Propelled Their Success: An Organizational Analysis, Timothy Carl Winchell
Dissertations and Theses
In January 2002, Washington State Patrol (WSP) Chief Ronal Serpas, Ph.D., implemented his Accountability Driven Leadership (ADL) philosophy throughout the entire statewide public safety agency. The initiative was intended to re-focus personnel on agency strategic goals, objectives, and performance. ADL stressed Computer Statistic (CompStat) management tenants, decentralized decision-making, and efficiency and effectiveness performance measures.
Most CompStat research has been anecdotal in nature, meaning little empirical analysis has scrutinized the implementation of these initiatives in policing. Additionally, the principal researcher could not locate any research that examined these changes in a statewide law enforcement agency. Therefore, this case study contributes to …
Creating A Theoretical Framework For Understanding Homeland Security Using Multiple Frame Analysis, Linda Ann Kiltz
Creating A Theoretical Framework For Understanding Homeland Security Using Multiple Frame Analysis, Linda Ann Kiltz
Dissertations and Theses
The purpose of this study was to begin the effort to build a theoretical foundation for homeland security policy by analyzing the 1993 World Trade Center terrorist attack using multiple frame analysis (MFA). MFA consisted of three conceptual lenses: (I)-Homeland Security as a Criminal Justice Problem/Terrorism as Crime, (II)-Homeland Security as a International Relations Problem/Terrorism as War, and (III)-Homeland Security as an Organization Design Problem/Terrorism as a Network. These lenses were applied to the 1993 World Trade Center bombing using a case study methodology, thus creating a framework to analyze a singular critical event from multiple perspectives.
This research was …

Human Services Data Standards: Current Progress And Future Vision In Crisis Response, Nancy C. Shank, Brian Sokol, Michelle L. Hayes, Christina Vetrano
University of Nebraska Public Policy Center: Publications
Interorganizational coordination is crucial among human services providers responsible for responding to both personal and widespread crises. Too often, however, agencies providing disaster relief, shelter, and connection to other social service systems operate in information silos. Moreover, organizations that assist the same people may be duplicating services or ineffectively providing services to those in need. In the past, there has been no easy way for human service organizations to share information about clients, resources, and services. Over the last decade, distinct initiatives have begun to standardize data collection, storage, and transmission standards within human service domains. This paper describes several …
Accessing Substance Abuse Treatment: Issues For Parents Involved With Child Welfare Services, Anna Rockhill, Beth L. Green, Linda Newton-Curtis
Accessing Substance Abuse Treatment: Issues For Parents Involved With Child Welfare Services, Anna Rockhill, Beth L. Green, Linda Newton-Curtis
School of Social Work Faculty Publications and Presentations
The complex issues associated with barriers to treatment entry for parents who are involved with child welfare has not been well explored. Accessing timely treatment is now critical for these parents since the introduction of the Adoption and Safe Families Act of 1997, limiting the time until a permanency decision is made. Using a longitudinal, qualitative approach, substance-abusing parents from 15 families, their relevant family members, and service providers were interviewed approximately every 3 months over an 18-month period. The experiences of these parents add to our knowledge of the unique barriers this population faces, and expands our understanding of …

The State Of Education In Arkansas 2008: How Much Are Arkansas Schools Spending?, Joshua H. Barnett, Gary W. Ritter, Brent E. Riffel
Arkansas Education Reports
Over the last half century, more than forty states across the nation have experienced school finance lawsuits as a consequence of funding gaps between rich and poor districts. Arkansas is one such state, with a long history of school funding battles in the courts. The legal challenges began in 1983, when the Arkansas Supreme Court initially found the state's school funding system unconstitutional under the equal protection clause of the state constitution1 . The court found “no legitimate state purpose” and “no rational relationship to educational needs” in the state's method of financing public schools. This initial finding set the …

Boulder City, Nevada Revenue Generating Analysis, Mayra A. Castro, Dolores P. Leyva, Arnetta M. Meagher, Wade Zimmerman
UNLV Theses, Dissertations, Professional Papers, and Capstones
Boulder City (City) is unique in the State of Nevada as being a non-gaming city, maintaining a controlled growth ordinance, and steadfastly holding to its “small town” values and character. The City has been facing budgetary challenges as future expenditures are anticipated to continually exceed revenues if current services levels are maintained. Indeed, fiscal reviews indicate the City has been transferring contingency monies between funds to cover overages for the past several fiscal years. This “robbing Peter to pay Paul” methodology may offer a temporary solution to the shortage but may be detrimental as a long term solution.
Predicting Attitude Toward Sex Education In Public Schools, Sarah A. Gibson
Predicting Attitude Toward Sex Education In Public Schools, Sarah A. Gibson
Sociology & Criminal Justice Theses & Dissertations
According to the National Center for Health Statistics, the teen pregnancy rate rose by 3% between 2005 and 2006, presenting the first increase since 1991. These findings are troubling in light of the consequences of teen pregnancy to teen mothers, their children, and society in general. Many commentators suggest that one method of reducing the rate of teen pregnancies is through sex education programs, particularly in the public school system. However, despite the fact that discussions of sex education in public school have been present since the 1920s, polls indicate that there is still a portion of the public that …
Organizational Complexity In American Local Governance: Deploying An Organizational Perspective In Concept And Analytic Framework Development, Charles David Crumpton
Organizational Complexity In American Local Governance: Deploying An Organizational Perspective In Concept And Analytic Framework Development, Charles David Crumpton
Dissertations and Theses
Organizational complexity is a distinguishing characteristic of local governance in America's urban areas. Organizationally complex arrangements among jurisdictions, agencies, and private for-profit and not-for-profit organizations are frequently involved in the production and delivery of local public goods and services in the United States. In this dissertation study the author seeks useful explanations regarding emergence, operation and consequences of organizational complexity found in local public economies in the United States. The study draws on the author's professional practice and researcher experience and organizational theory to develop a conceptual platform for better understanding local public sector organizational complexity. The conceptual platform is …
The Death Penalty And The Society We Want, Stephen B. Bright
The Death Penalty And The Society We Want, Stephen B. Bright
The University of New Hampshire Law Review
[Excerpt] “At the local level, we can tell a lot about a community by how it treats a homeless person suffering from schizophrenia who is begging on the street. One possibility is to look upon that person with the thought that there but for grace go I, that this person is desperately in need of help, and that we—individually and as a community—must respond by giving a helping hand and making sure that the person receives food, shelter, clothing, and care for such a debilitating mental illness. Another possibility is to simply ignore the person, to step around him or …

Accountability, Cost-Effectiveness, And Program Performance: Progress Since 1998, Dennis P. Culhane, Kennen S. Gross, Wayne D. Parker, Barbara Poppe, Ezra Sykes
Dennis P. Culhane
The authors summarize the progress made in the past decade toward making homeless assistance programs more accountable to funders, consumers, and the public. They observe that research on the costs of homelessness and cost offsets associated with intervention programs has been limited to people who are homeless with severe mental illness. But this research has raised awareness of the value of this approach, such that dozens of new studies in this area are underway, mostly focused on "chronic homelessness." Less progress has been made in using cost and performance data to systematically assess interventions for families, youth, and transitionally homeless …
Organizational Change In Corrections Organizations : The Effect Of Probation And Parole Officer Culture On Change In Community Corrections, Shea Brackin Marshman
Organizational Change In Corrections Organizations : The Effect Of Probation And Parole Officer Culture On Change In Community Corrections, Shea Brackin Marshman
Dissertations and Theses
Current trends in the field of community corrections make it necessary for administrators to consider innovative organizational change strategies to increase public safety. However, criminal justice administrators face pressure to maintain the status quo even as they are expected to produce successful outcomes through innovative practices. The broader implication is that administrators will have to develop proficiencies in the interpretation of theoretical concepts to make meaningful decisions about how best to use scarce resources to measure organizational variables. This research uses a case study of one community corrections organization to demonstrate how administrators in community corrections might make use of …
