Partial Adjustable Autonomy In Multi-Agent Environment And Its Application To Military Logistics, Hoong Chuin Lau, Lucas Agussurja, Ramesh Thangarajoo

In a rapidly changing environment, the behavior and decision-making power of agents may have to be adaptive with respect to a fluctuating autonomy. In this paper, a centralized fuzzy approach is proposed to sense changes in environmental conditions and translate them to changes in agent autonomy. A distributed coalition formation scheme is then applied to allow agents in the new autonomy to renegotiate to establish schedule consistency. The proposed framework is applied to a real-time logistics control of a military hazardous material storage facility under peace-to-war transition.

Community-owned forests may be the answer for some U.S. communities now confronting unanticipated and unwanted large scale land use changes – changes that could irrevocably change their local landscapes and quality of life. Across the country, millions of acres of private forest lands are being put up for sale as the forest products companies who own them find other, cheaper sources of supply. Stabilization and reconstruction operations are necessary to secure and maintain the peace in the aftermath of conflict. The complexities of nation-building involve many different but interrelated systems and institutions. The basic structure of a country may or may not remain; its political, economic, and judicial systems, cultural, educational, medical, and military institutions, and critical infrastructure all vitally contribute to the overall progression of stability and prosperity. This paper examines how both opponents and proponents of the proposed high-level nuclear waste repository at Yucca mountain Nevada claim that uncontroversial information supports their conflicting positions. Four pieces of information in particular are claimed by both sides: the distance of the proposed site from Las Vegas, the volume of waste that has been produced, the threat of terrorism since 9/11/01, and the occurrence of an earthquake in early 2002. Possible explanations for the difference include naive positivism, social constructionism, persistent beliefs and implicit warrants.
