Information security is an issue that has increased in importance over the past decade. In this time both practitioner and academic circles have researched and developed practices and process to more effectively handle information security. Even with growth in these areas there has been little research conducted into how decision makers actually behave. This is problematic because decision makers in the Department of Defense have been observed exhibiting risk seeking behavior when making information security decisions that seemingly violate accepted norms. More Than Fun And Games: Reconsidering The Virtues Of Strategic Management Simulations, Ken E. Zantow, Dave S. Knowlton, David C. Sharp

We look at the relationship between business simulations and the educational theory of generative learning using the framework developed by Wittrock (1974, 1990, 1992). Our findings reveal opportunities for generative learning that occur at all phases of the simulation process. Awareness of these opportunities prepares faculty to get the most from the strategic decision-making simulations. and may assist them in defining the contribution associated with their use. We suggest areas for additional research.

Social utilities account for agent preferences and, thus, can characterize complex interrelationships, such as cooperation, compromise, negotiation, and altruism, that can exist between agents. Satisficing game theory, which is based on social utilities, offers a framework within which to design sophisticated multiagent systems. Students typically perceive the basic finance course to consist of a series of complex and disparate topics, each with its own conceptual framework, equations, and graphs. In the absence of a meaningful cognitive structure, they may fall back on rote memorization and find it difficult to internalize financial decision making fundamentals. Some tenets of learning theory offer useful insights into ways to organize classroom instruction for the purpose of enhancing long-term retention of critical concepts and procedures.

In a rapidly changing environment, the behavior and decision-making power of agents may have to be adaptive with respect to a fluctuating autonomy. In this paper, a centralized fuzzy approach is proposed to sense changes in environmental conditions and translate them to changes in agent autonomy. A distributed coalition formation scheme is then applied to allow agents in the new autonomy to renegotiate to establish schedule consistency. The proposed framework is applied to a real-time logistics control of a military hazardous material storage facility under peace-to-war transition.

Current knowledge management systems are largely designed to deal with a single knowledge modality. Given the diversity of knowledge modalities that encompass any given topic/problem it is reasonable to demand access and use of all available knowledge, irrespective of their representation modality, to derive a knowledge-mediated solution. Decision-related regret is a negative emotion associated with thinking about a past or future choice. The thinking component generally takes the form of a wish that things were otherwise and involves a comparison of what actually did or will take place with some better alternative--a counterfactual thought. For predecisional (anticipated) regret, the thinking involves a mental simulation of the outcomes that might result from different choice options. Prior research has focused on regret associated with decision outcomes, addressing especially (a) the comparison outcome selected and (b) whether the outcome resulted from action or inaction. A Transformational Communications Architecture (TCA) has been proposed by the US government with the goal of creating "an Internet in the sky." This thesis presents a framework which places user requirements at the heart of routing and topological decision-making within the TCA. It provides new terminology to describe data transmissions and link characteristics and an approach to formulating cost functions to better meet user needs. Shortly after the implementation of Kentucky's school-based decision-making councils, it became obvious that minorities were severely underrepresented on these councils. As a result, the Kentucky legislature enacted Section 160.352(3)(f) by which schools having 8% or more minority student population had to increase the school-based council membership to include a minority parent and/or teacher, elected by the parents or the teachers respectively, if no minority member was elected in the initial voting. Though the law required minority representation on these councils, very little research has been conducted regarding minority participation. Currently at Air Mobility Command, Plans and Programming, Requirements Division (AMC/A75R), infrastructure requirements for a proposed permanent beddown location are accomplished through corporate knowledge and manual lookup. With the loss of corporate knowledge in the foreseeable future, AMC/A75R is would like to capture this knowledge base in an information system. This research developed a spreadsheet analysis tool that takes hard requirements and compares them with existing capabilities at a given location. Through gap analysis, the tool produced infrastructure requirement shortfalls and associated costs to satisfy the shortfalls.

Rapid Engineering Deployable, Heavy Operational Repair Squadron, Engineer (RED HORSE) Squadrons are 400-person, self-contained, combat engineer units that provide deployable and flexible expert construction capability for the United States Air Force. To help meet Air Force mission requirements, RED HORSE units currently employ a variety of traditional and innovative construction methods. But their alternatives-focused decision analysis approach to method selection limits their decision to known alternatives and may not fully achieve all of their objectives. Because of potential cost and energy savings, military decision-makers may want to consider the use of energy-efficient heating, ventilating, and air-conditioning (HVAC) systems at their installations. Ground source heat pumps (GSHPs), in particular, show great promise because of their low energy requirements and low life-cycle costs. However, there currently exists no design guidance or established criteria for HVAC selection. Consequently, military decision-makers have no basis for comparing conventional HVAC systems and GSHPs. Through the entrapment defense, the law acknowledges that criminal behavior is not always the result of a culpable mind, but is sometimes the result of an interaction between the individual and his environment. By limiting the amount of pressure and temptation that undercover agents may bring to bear on a target, the defense recognizes that the ordinary, law-abiding citizen can be persuaded, cajoled, or intimidated into criminal activity that, he would never consider absent law-enforcement interference. This paper presents a model of the firm that includes the possibility of firm and employee-on-the-job decision making based on alternatives to profit and utility maximization. Such alternatives are relevant and significant when explaining firm activity in cultural environments in which self interest is not considered to be a primary force driving human behavior. Three types of firms are defined and their properties compared: the Western firm, the Japanese firm, and the clan. The third is a combination of the first two.

Profit Maximization Versus Disadvantageous Inequality: The Impact Of Self-Categorization, Stephen M. Garcia, Avishalom Tor, Max H. Bazerman, Dale T. Miller

Choice behavior researchers (e.g., Bazerman, Loewenstein, & White, 1992) have found that individuals tend to choose a more lucrative but disadvantageously unequal payoff (e.g., self—$600/other—$800) over a less profitable but equal one (e.g., self—$500/other—$500); greater profit trumps interpersonal social comparison concerns in the choice setting. We suggest, however, that self-categorization (e.g., Hogg, 2000) can shift interpersonal social comparison concerns to the intergroup level and make trading disadvantageous inequality for greater profit more difficult. Studies 1–3 show that profit maximization diminishes when recipients belong to different social categories (e.g., genders, universities). Study 2 further implicates self-categorization, as selfcategorized individuals tend to …

This paper examines how both opponents and proponents of the proposed high-level nuclear waste repository at Yucca mountain Nevada claim that uncontroversial information supports their conflicting positions. Four pieces of information in particular are claimed by both sides: the distance of the proposed site from Las Vegas, the volume of waste that has been produced, the threat of terrorism since 9/11/01, and the occurrence of an earthquake in early 2002. Possible explanations for the difference include naive positivism, social constructionism, persistent beliefs and implicit warrants. This paper develops a framework to study the effects of the durability of legal allocation decisions, such as trial outcomes, regulatory enactments and property entitlements. For a party favored by the legal allocation, a more durable decision is also more costly to secure, ex-ante. Thus, it is not the greater durability of the allocation that determines whether the “winner” is better-off, but other factors that are affected by the durability attribute, such as the cost of securing a favorable outcome and the ability of contesting parties to affect this cost.
