The victim prodded onto a mine at 07:55. There was a 45cm gap between the accident site and the "recognised face of clearance", indicating that the victim was prodding ahead of his end of lane marker. It was difficult to determine whether the victim had prodded the ground up to the site of the explosion

The Notion Of Place In The Construction Of History, Nostalgia And Heritage In Singapore, Brenda S. A. Yeoh, Lily Kong Jun 1996

The Notion Of Place In The Construction Of History, Nostalgia And Heritage In Singapore, Brenda S. A. Yeoh, Lily Kong

Research Collection School of Social Sciences

In this paper, we investigate the links between place and time, and the intersections between the geographical imagination and the historical mind. These issues are explored in the context of Singapore by looking at the links between place and three concepts usually associated with the temporal sense - history, nostalgia and heritage. We argue that the two imaginations can be simultaneously engaged by means of a focus on the concept of place. The making of a place is closely intertwined with individual biographies and collective histories; at the same time, place does not record history in an unproblematic way. We …

Piece Rate Payment Schemes And The Employment Of Women : The Case Of Hong Kong, John S. Heywood, Xiangdong Wei Jun 1996

Piece Rate Payment Schemes And The Employment Of Women : The Case Of Hong Kong, John S. Heywood, Xiangdong Wei

Centre for Public Policy Studies : CPPS Working Paper Series

Past studies unanimously confirm that establishments with high shares of women workers are much more likely to adopt piece rate schemes. This result follows the presumption that women are poorly motivated by deferred compensation because of their shorter expected tenure. An original survey of establishments provides the first test of the determinants of piece rates in Hong Kong. Unique survey questions identify the presence of deferred compensation for which the share of women was presumably a proxy. Despite these controls and their significance, the share of women fully retains its role. We suggest an alternatives to the received theory behind …

Financial Capital, Human Capital, And The Transition To Self-Employment; Evidence From Intergenerational Links, Thomas Dunn, Douglas Holtz-Eakin Jun 1996

Financial Capital, Human Capital, And The Transition To Self-Employment; Evidence From Intergenerational Links, Thomas Dunn, Douglas Holtz-Eakin

Center for Policy Research

The environment for business creation is central to economic policy, as entrepreneurs are believed to be forces of innovation, employment and economic dynamism. We use data from the National Longitudinal Surveys (NLS) to investigate the relative importance of financial and human capital exploiting the variation provided by intergenerational links. Specifically, we estimate the impacts of parental wealth and human capital on the probability that an individual will make the transition from a wage and salary job to self-employment. We find that young men’s own financial assets exert a statistically significant, but quantitatively modest effect on the transition to self-employment. In …

Sources Of Recreational And Community Conflict From Tourism In Moab, Utah, Susan R. Van Patten May 1996

Sources Of Recreational And Community Conflict From Tourism In Moab, Utah, Susan R. Van Patten

All Graduate Theses and Dissertations, Spring 1920 to Summer 2023

A written survey of 200 Moab residents was used to measure residents' attitudes 11 toward tourism. Three regression models were developed using variables identified in the tourism literature to measure the relative importance of interpersonal contacts with tourists, negative impacts to outdoor-recreation experiences, and community experience in predicting attitudes toward tourism. Interpersonal contacts and recreation impacts both had fairly high predictive capabilities. It was concluded that interactions between recreation visitors/tourists and local residents should be a focus of further research.

Data from the Moab resident survey were also used in conjunction with a survey of mountain bikers visiting or living …

At 10:05 the victim located a PPM-2 at the head of his lane. He called the Team Leader who marked the mine to be destroyed it at the end of the day. The victim and his partner then moved to another lane. When they changed roles (resting/demining) just before 10:30, the victim went back to the lane where he had found the mine. His partner saw that he had taken off his visor and shouted a warning to him. The victim ignored him and started probing a metre from the uncovered mine in the belief that a second mine had …

In an "Accident report" supplied by the commercial demining company on 13th January 1999 the accident was described as having occurred on a narrow section of bridge that was left spanning the River "Lui" (the main part of the bridge was destroyed). The demining company had been contracted to clear the road and did not have responsibility for clearing the bridge. The narrow section was used to gain access to the far side of the bridge and continue working along the road. The demining team crossed it in order to work. When they returned the victim (who was a medic) …

The Medical report recorded the time of the accident as 18:00, which is long after work stops for the day. From this it is inferred that the victim stepped on a mine in an area believed safe. That area may or may not have been previously cleared.

Do Housing Programs For Low-Income Households Improve Their Housing?, Amy D. Crews Apr 1996

Do Housing Programs For Low-Income Households Improve Their Housing?, Amy D. Crews

Center for Policy Research

The primary goals of the 1937 Housing Act were to provide safe and sanitary housing and to reduce crowding for low-income households. During the nearly 60 years since, the effective goals have expanded to include lowering housing costs, and by extension, to increasing nonhousing consumption. This paper examines the effect these programs have had on the overall consumption behavior of participants. Using data from the 1987 American Housing Survey (AHS), the results indicate that federal housing programs have little effect on the housing consumption of participants (4.4 percent increase), but an enormous effect on their nonhousing consumption (141 percent increase). …

Individuals' Lifetime Use Of Nursing Home Services: A Dynamic Microsimulation Approach, Sarah B. Laditka Apr 1996

Individuals' Lifetime Use Of Nursing Home Services: A Dynamic Microsimulation Approach, Sarah B. Laditka

Center for Policy Research

Despite the projected growth in the number of older Americans who will use nursing home services as the baby boom generation ages, there is little information about the total amount of time we can expect people to reside in nursing homes. I estimate individuals’ lifetime use of nursing home services using data from the 1984-1990 Longitudinal Study of Aging and the 1982, 1984, and 1989 National Long-Term Care Survey. A Markov model of functional status was used to estimate monthly functional status transition probabilities. Discrete-time hazard models were estimated to determine characteristics that were associated with nursing home use. Microsimulation …

Understanding Latino Ethnic Identity Development: A Review Of Relevant Issues, Azara Rivera-Santiago Mar 1996

Understanding Latino Ethnic Identity Development: A Review Of Relevant Issues, Azara Rivera-Santiago

New England Journal of Public Policy

One of the most promising areas in cross-cultural psychology is the development of identity among various ethnic groups in the United States. This article has a twofold purpose. First, it offers the concept of ethnic identity as defined and studied within the social sciences — sociology, anthropology, and psychology — including a review of some of the recent work on ethnic identity development proposed by leading investigators in the field of psychology. The author discusses their generalizability across ethnic groups. Second, it presents a number of dimensions considered important in conceptualizing and studying Hispanic ethnic identity development. These include acculturation, …

The Health Status And Lost Earnings Of Hispanic And Non-Hispanic Women, Janis Barry Figueroa Mar 1996

The Health Status And Lost Earnings Of Hispanic And Non-Hispanic Women, Janis Barry Figueroa

New England Journal of Public Policy

Based on data from the 1990 early release file of the Latino sample of the Panel Study of Income Dynamics (PSID), this article examines the loss of earnings suffered by disabled or health-limited Hispanic women workers. For comparative purposes, the author created an identical analysis based on a sample of black and white non-Hispanic women from the 1989 original-sample PSID. The research also considers the prevalence of poor health among Latinas to ascertain whether their lower labor-force participation, earnings, and number of hours worked can be associated with episodes of poor health. The empirical results show that Hispanic women are …

Foreword, Martha Montero-Sieburth, Ralph Rivera

New England Journal of Public Policy

These articles echo the issues of today that will have an impact on the future and help us understand how current thinking about ethnicity, education, and health within Latino populations presents opportunities for the coming century. The Latino presence in the United States will certainly make itself known. As Richard Rodriguez poignantly reminds us, "We will change America, even as we will be changed."

Puerto Ricans' Access To Health Care, Ralph Rivera Mar 1996

Puerto Ricans' Access To Health Care, Ralph Rivera

New England Journal of Public Policy

The shift toward cost containment in health policy over the past decade has had negative consequences for the most vulnerable populations in the country, namely, ethnic minorities, the poor, and the uninsured. The Puerto Rican population is significantly affected by this shift, yet little is known of their health care usage. This study investigates the extent to which Puerto Ricans' health care use is determined by the relationship between predisposing variables, enabling variables, need, and other contextual variables and probes the implications of the findings for health policy. The adult Puerto Rican subsample (n = 1598) of the Hispanic Health …

At approximately 09:00 the victim detonated a PMN while investigating a detector signal with his prodder. He sustained a traumatic amputation of his left thumb and forefinger, grazing to his left upper arm and to the lower half of his face, and "a slight laceration to the cornea of his left eye" that caused 50% blindness in this eye. He was also bleeding from both ears. The victim was wearing body armour and a visor.

It goes on "both men are in a serious but fortunately stable condition. One man has regrettably lost the use of his eyes whilst the prognosis for the other man is slightly better".

Introduction To "Persons With Disabilities": Special Issue Of Behavioral Sciences And The Law, Alan Tomkins Jan 1996

Introduction To "Persons With Disabilities": Special Issue Of Behavioral Sciences And The Law, Alan Tomkins

Alan Tomkins Publications

In 1990, the United States Congress enacted legislation protecting the civil rights of persons with disabilities. The Americans with Disabilities Act (ADA) (1990) has been termed the most significant civil rights legislation since the 1960s (Rothstein, 1992/1994; see also Drimmer, 1993; Gostin & Beyer, 1993). The intent of the ADA is to provide “not only equal treatment [for persons with disabilities], but also equal opportunity” (Rothstein, 1992, p. 19, emphasis in original). The purpose of the ADA is not only to eliminate intentional discrimination, but also to change “policies and practices that have a discriminatory impact” on persons with disabilities …

Gender Integration Of Occupations In The Federal Civil Service: Extent And Effects On Male-Female Earnings, Gregory B. Lewis Jan 1996

Gender Integration Of Occupations In The Federal Civil Service: Extent And Effects On Male-Female Earnings, Gregory B. Lewis

PMAP Publications

Using the U.S. Office of Personnel Management's Central Personnel Data File, the author shows that from 1976 through 1992 gender integration of occupations proceeded more rapidly and steadily in the federal civil service than in the general economy. During that period, increasing numbers of women moved into traditionally male occupations, especially in professional and administrative work. Little of that progress, the author finds, was attributable to changes in women's education or seniority. Although average grades (indicating levels of responsibility) in male-dominated occupations declined as women entered them, gender integration of occupations helped to narrow male-female pay disparities in the federal …
