The purpose of this study was to identify issues that are considered important to the legislators and higher education leaders of Tennessee in making decisions that affect the funding of higher education. A further purpose was to identify actions that such individuals believe should be taken by higher education leaders to ensure that higher education is accountable and worthy of continued or increased financial support. Using a qualitative research design, interviews were held with 10 legislators and 6 higher education leaders selected in accordance with the concept of purposeful sampling. The purpose of the study was to determine the applicability of the Political Resources Model of Representation to the Rio Grande Valley and to ascertain if political resources (poverty levels, educational attainment, and Hispanic representation) provide an adequate explanation of educational outcomes (ACT, TEAMS, and dropout rates).
The political Resources Model of Representation, used by Meier and Stewart, served as a theoretical framework for the study. Formerly, the model had been used at a national level and a state level. Representation variables were used to predict the applicability of the model to a region.

Application of public administration theory to defense policy and procruemt. Students of public administration, regulatory processes, public bureaucracy, and policy studies rarely focus on defense as their substantive area. leaving the field to those trained in defense studies and international relations. THe result is negligible attention to the domestic political aspects of defense policy and minimal understanding of the administrative aspects of defense policy. This paper attempts to delineate the historical evolution of public policy on local administration (district administration) in Hong Kong. Development since the 1980s will be dealt with, and finally local administration under the Special Administrative Region (SAR) after 1997 will be envisaged. However, in contradistinction to the current usage of the term, I shall use “local administration” in a broader sense, including not only administration at the distinct level but also at the central level. As Hong Kong is a small city, the representative structures of the local administration is closely linked with the system in the central level.
