This quasi-experimental value-added study provided evidence for the predictive validity of the Massachusetts MTEL General Curriculum Mathematics Subtest by finding an association between the licensure test results of 130 teachers and the growth of their 2640 grade 4 and 5 students. The study took advantage of a natural experiment that arose due to a policy change made by the Massachusetts Department of Elementary and Secondary Education (MADESE) in response to the initial administration of a new highly rigorous math-specific licensure subtest for elementary and special education teachers in March, 2008. Latin@ immigrants face many obstacles to affordable healthcare that push them to disproportionately rely on the primary safety-net for their healthcare needs. This system is mostly funded with public monies that will be significantly reduced when Affordable Care Act is fully implemented. There is widespread agreement that infant hearing screening programs are effective but such programs may fail to detect all hearing impairment and children can develop subsequent hearing loss after passing the initial screen. This is the core rationale for surveillance programs that are analyzed in this thesis. Infants with hearing risk factors are followed using surveillance programs that include monitoring by audiological assessment.

The study population in this thesis consists of 2,390 children with normal hearing and 248 children with hearing impairment from different referral routes. The Infant Hearing Program Surveillance group is 1.48% of the number of hearing-impaired children. …

This critical policy analysis of the texts of the Standing Committee on Aboriginal Affairs and Northern Development’s inquiry into the state of Aboriginal postsecondary education in Canada in 2006 examines the positions taken by witnesses with respect to the context of the policy discussion and the definition of the policy problem. The analysis also examines the policy positions taken by the Committee on Aboriginal Affairs and Northern Development in its summative report, No Higher Priority, and in the Harper government’s response to the Committee’s report. Today's Western European countries have the world's most extensive government Social welfare systems, beginning with Germany as the forerunner. Prior to the eventual 20th century German welfare state, Germany was not devoid of distributing aid to combat the effects of poverty. Religious and public benevolent institutions, several centuries earlier, managed local poverty, resulting in an interesting relationship between the German citizens and these charities. The willingness of these institutions to address the poverty issue opened the door for the 20th century German welfare state to emerge.

The study examines the influences of the Qianmen urban renewal project on its original residents, which is one of a few demonstration projects under the new policy orientation of urban renewal practices in Beijing, China, entering the new century. It employs "residential satisfaction" as an evaluative indicator to understand the residents' experiences before and after urban renewal. Seventy-two residents were interviewed. Among them, 25 remained in Qianmen; 20 relocated to Hongshan, a neighborhood in the central city area; 21 moved to Longyue, a neighborhood in one of the suburban areas; and 6 residents relocated to other locations.

This dissertation addresses the challenge of achieving increased empowerment and equality for Egyptian women. The dissertation tests the assumption that land access (through both joint and full titles) increases empowerment and equality for women in two desert resettlements of Sa’yda and Intilaq, part of the massive Mubarak Resettlement Scheme (MRS). In particular, the dissertation identifies: 1) how land access could empower Egyptian women and 2) women’s experiences with land access in the MRS.
