During Fiscal Year 2013, the first year of the Massachusetts Community Mediation Center (CMC) Grant Program, 15 community mediation centers across the state were awarded state operating grants. This report documents and evaluates the progress of the CMC Grant Program towards its goal of expanding the use of community mediation as an affordable public service for Massachusetts citizenry. The status of program implementation is analyzed, and the program’s success is assessed through its impact on the stabilization and effectiveness of the funded community mediation centers as measured by, among other things, their delivery of high quality mediation services, efforts to …

In just 30 years microfinance has transformed from a credit-based rural development scheme that has claimed to reduce poverty and empower poor women, to a $70 billion financial industry. In the process, the traditional NGO-led model has given way to commercialized institutions, resulting in an increased emphasis on profitmaking. This has also led to confusion in the sector around its mission: is it to alleviate poverty and empower poor women or simply to provide the "unbanked" with access to formal sources of finance? This quasi-experimental value-added study provided evidence for the predictive validity of the Massachusetts MTEL General Curriculum Mathematics Subtest by finding an association between the licensure test results of 130 teachers and the growth of their 2640 grade 4 and 5 students. The study took advantage of a natural experiment that arose due to a policy change made by the Massachusetts Department of Elementary and Secondary Education (MADESE) in response to the initial administration of a new highly rigorous math-specific licensure subtest for elementary and special education teachers in March, 2008. Latin@ immigrants face many obstacles to affordable healthcare that push them to disproportionately rely on the primary safety-net for their healthcare needs. This system is mostly funded with public monies that will be significantly reduced when Affordable Care Act is fully implemented. Since undocumented Latin@ immigrants are prohibited from accessing federally funded healthcare, they will be left out of the health care reform. The purpose of this research was to evaluate coaches’ level of education as a predictor of their coaching efficacy level. The study tested ten hypotheses. Two for each of the five types of coaching efficacy identified: (1) Coaches with a higher level of education will not exhibit a higher level of coaching efficacy and (2) male coaches will not exhibit a higher level of coaching efficacy than similarly educated female coaches. Provisions of the Affordable Care Act (ACA) will help millions of legal immigrants gain access to affordable health insurance coverage. At the same time, however, immigrants will also face new responsibilities. Like citizens, lawfully present immigrants will be responsible for having health insurance coverage or paying a tax penalty, although some are exempt. There is widespread agreement that infant hearing screening programs are effective but such programs may fail to detect all hearing impairment and children can develop subsequent hearing loss after passing the initial screen. This is the core rationale for surveillance programs that are analyzed in this thesis. Infants with hearing risk factors are followed using surveillance programs that include monitoring by audiological assessment.

The study population in this thesis consists of 2,390 children with normal hearing and 248 children with hearing impairment from different referral routes. The Infant Hearing Program Surveillance group is 1.48% of the number of hearing-impaired children. …

This critical policy analysis of the texts of the Standing Committee on Aboriginal Affairs and Northern Development’s inquiry into the state of Aboriginal postsecondary education in Canada in 2006 examines the positions taken by witnesses with respect to the context of the policy discussion and the definition of the policy problem. The analysis also examines the policy positions taken by the Committee on Aboriginal Affairs and Northern Development in its summative report, No Higher Priority, and in the Harper government’s response to the Committee’s report. Despite some evidence that gay men hold fewer government jobs in the U.S. than their population share would predict, analysis of two large surveys of Canadian university and college students shows no lack desire for public sector jobs among GLBTQs. Instead, we find that (1) GLBTQs are more likely than heterosexuals to prefer public and nonprofit sector employment; (2) GLBTQ career goals and work values predict a stronger desire for public and nonprofit sector jobs than do those of heterosexuals; and (3) GLBTQs expect to pay a smaller penalty for working in the public and nonprofit sectors. This report describes implementation of the Homelessness Prevention Project of the Family-to-Family Program in Boston over nearly three years: January 1, 2011 and October 31, 2013. The project intended to help families to avoid imminent loss of their housing units. It selected participants that had good prospects for long-term housing and income stability. Project staff thought that modest financial assistance plus case management would enable these families to regain and perhaps even improve their personal and economic circumstances. This paper addresses an area which has not been given serious consideration in social welfare and social work literature, the instrumental use of nonhuman animals, in particular as food, and argues that the welfare of humans and other animals are intertwined. The paper examines the consequences of animal exploitation for humans in terms of health, well-being, environmental damage, and exploitation of vulnerable human groups. The paper concludes that a necessary redefinition of social welfare entails attention to these issues and the recognition that other animals have inherent value and their rights must be respected.

Women's Inheritance Rights And Intergenerational Transmission Of Resources In India, Klaus Deininger, Aparajita Goyal, Hari Nagarajan

We use inheritance patterns over three generations of individuals to assess the impact of changes in the Hindu Succession Act that grant daughters equal coparcenary birth rights in joint family property that were denied to daughters in the past. We show that the amendment significantly increased daughters’ likelihood to inherit land, but that even after the amendment, substantial bias persists. Our results also indicate a robust increase in educational attainment of daughters, suggesting an alternative channel of wealth transfer.

Community health centers are a key source of comprehensive primary care in medically underserved communities across the country, and their role is expected to grow as health coverage expands under the Affordable Care Act (ACA). To sharpen understanding of the health center patient population, this brief compares it to the overall low-income population, using data from the Health Center Patient Survey and the National Health Interview Survey,respectively. The pre-ACA profile of health center patients that emerges sets the stage for measuring change following implementation of the reform law and can inform health center policy, planning, and assessment moving forward.

This capstone addresses the work-­‐life conflict facing employed caregiver parents with special needs children by 1) identifying what employed parents of children with disabilities need from their employer in order to achieve a work-­‐life balance that improves economic security and emotional well-­‐being, and 2) evaluating how well policies address those needs. Today's Western European countries have the world's most extensive government Social welfare systems, beginning with Germany as the forerunner. Prior to the eventual 20th century German welfare state, Germany was not devoid of distributing aid to combat the effects of poverty. Religious and public benevolent institutions, several centuries earlier, managed local poverty, resulting in an interesting relationship between the German citizens and these charities. The willingness of these institutions to address the poverty issue opened the door for the 20th century German welfare state to emerge.
