Reports On The Cost Of Administration Of Criminal Justice In Omaha And Lincoln, Nebraska, 1933: A Facsimile Edition & Contextual Casebook., Hattie Plum Williams, Michael R. Hill, Mary Jo Deegan
Zea E-Books Collection
The professional life of Hattie Plum Williams (1878–1963) epitomized the first generation of professional women sociologists on the Great Plains. At the University of Nebraska, she became the first woman in the world known to hold a regular appointment as chair of a coeducational, doctoral department of sociology (1923–1928). Often characterized as a social worker, her professional allegiance remained to sociology. Williams’ unsung labors in the early 1930s on behalf of the National Commission on Law Observance and Enforcement (NCLOE) resulted in two detailed, typewritten accounts of crime and criminal justice in Omaha and Lincoln, Nebraska. Her data collection, along …

Kroc IPJ Research and Resources
Violence has traditionally been viewed through the lens of armed conflict or specific, concrete violent incidents. However, it is necessary to understand that violence may be a chronic phenomenon— a persistent, deeply ingrained aggression affecting daily lives.
The report makes the case for reconceptualizing violence in the Women, Peace and Security (WPS) and gender equality fields, building upon feminist conceptions of the continuum of violence to recognize that societal structures, systemic discrimination and even pervasive cultural norms can be sources of violence. This comprehensive view has significant implications for policy, demanding multisectoral strategies that address not just symptoms but the …

Book Review: Corruption In The Americas, José De Arimatéia Da Cruz
Parameters Bookshelf – Online Book Reviews
Editors: Jonathan D. Rosen and Hanna S. Kassab
Reviewed by Dr. José de Arimatéia da Cruz, professor of international relations and comparative politics, Georgia Southern University, and visiting professor, Center for Strategic Leadership, US Army War College
Jonathan D. Rosen and Hanna S. Kassab argue in Corruption in the Americas that corruption is not only an industry but has also become an integral part of Latin American societies. The book also notes that support for democracy in many Latin American countries (despite years of authoritarianism) is at an all-time low. The reviewer recommends this book saying, “The book highlights the …

Addressing The Recidivism Challenge In San Diego County: Learning From Lived Experience Approaches, Andrew Blum, Alfredo Malaret Baldo
Addressing The Recidivism Challenge In San Diego County: Learning From Lived Experience Approaches, Andrew Blum, Alfredo Malaret Baldo
Kroc IPJ Research and Resources
The problem is as old as the justice system itself—how to reduce the chance that an individual reoffends after they commit an offense and become involved with the justice system. This challenge of reducing recidivism remains critical. According to the Prison Policy Initiative, there are over 120,000 individuals in state prisons in California. Another 380,000 cycle through jails in California every year. In 2021, roughly 25,000 individuals were released from prison in California each year. This is the scope of the challenge.
In San Diego County, a wide variety of agencies and organizations are working to address the recidivism challenge. …

Rise Up Industries And The Challenge Of Reentry For Formerly Incarcerated Individuals, Andrew Blum
Kroc IPJ Research and Resources
Rise Up Industries provides reentry services and support to formerly incarcerated individuals who were previously in gangs through an intensive job training program, offered alongside a holistic set of support services. Kroc Institute for Peace and Justice Executive Director, Andrew Blum, provides a deeper understanding of this approach and the results it has produced to date, while situating it in the context of other initiatives focused on reentry and reducing recidivism.
This case study concludes that RUI’s reentry program is a promising approach and likely makes a small-scale contribution to solving a very hard problem – successfully fostering the reentry …

Youth Empowerment: Case Study And Learning Strategy, Andrew Blum, Nohelia Ramos
Kroc IPJ Research and Resources
The U.S. Department of Justice’s Project Safe Neighborhoods (PSN) is invested in preventing violence and reducing recidivism. To achieve these objectives, PSN has committed to supporting lived experience mentoring, often called credible messenger mentoring, through grants made to community organizations in San Diego and Imperial Counties.
This document consists of two separate research products that align with these two objectives. The first is a case study of Youth Empowerment. The case study has several goals: first, to document the work of Youth Empowerment and allow others to learn in a detailed way about lived experience programming; second, to place the …

Kroc IPJ Research and Resources
Although women are vital to the success and sustainability of peace efforts, and despite progress made by the Women, Peace and Security (WPS) agenda over the past two decades, women peacebuilders remain severely underfunded — and the funding that is available to them is often unresponsive to their needs and characterized by a power disparity between funder and funded. In order to advance women’s inclusion in peace and justice processes, this report examines what equitable funding partnerships are, why they are essential to peacebuilding, and how they can best be cultivated, providing evidence from the field to support its findings, …
Adverse Childhood Experiences And The Risk Of Drug Overdose In Adulthood, Samantha E. Wright
Adverse Childhood Experiences And The Risk Of Drug Overdose In Adulthood, Samantha E. Wright
Graduate Research Posters
Background
Adverse childhood experiences (ACEs) encompass a variety of traumatic events that occur during one’s youth. ACEs may be physical, mental, emotional, or sexual in nature, and they are often associated with long-term negative consequences such as alcoholism, substance abuse, and criminal justice involvement. The global rise of the opioid epidemic has intensified the need to better understand and address factors associated with illicit substance use. The current study will investigate the relationship between exposure to ACEs, onset of drug use, and history of drug overdose.
Methods
This study will utilize an observational design in which participants will be asked …

Racial Disparities In Traffic Enforcement, Mike Dolan Fliss
Racial Disparities In Traffic Enforcement, Mike Dolan Fliss
PSU Transportation Seminars
Law enforcement traffic stops are one of the most common entryways to the US justice system, with significant downstream impacts for both individuals and communities. Group-specific rates are typically based on jurisdiction resident populations; these rates, like many justice-system indicators, demonstrate race-ethnicity disparities. Residential-based rates implicitly assume race-ethnicity groups have equal vehicle access, equal driving volume, and that all driving occurs in resident’s jurisdictions. In contrast, surveys suggest Black non-Hispanic and Hispanic households have less access and drive less than white non-Hispanic households. Models incorporating US Census data and race-ethnicity driving factors from the 2017 National Household Travel Survey showed …

Treating The Opioid Crisis: Assessing Programs To Address Overdose Deaths In West Virginia, Ruby Debellis
Treating The Opioid Crisis: Assessing Programs To Address Overdose Deaths In West Virginia, Ruby Debellis
Undergraduate Research Symposium 2018
Problem Statement: Too many people in West Virginia are dying from opioid overdose.
West Virginia’s current policies and regulations are insufficient in addressing the opioid epidemic. West Virginia had the highest rate of overdose deaths in the country in 2016, that being 881 or 52 deaths per 100,000 people (“Drug Overdose Death Data”, 2017), and it is costing the state an estimated $8.8 billion per year (Eyre, 2018a). To address this issue, four different policy alternatives have been formulated in an attempt to decrease the number of opioid overdose deaths in West Virginia. These alternatives are allowing current trends to …

Conflict Resolution Studies Faculty Book and Book Chapters
Colleges and universities in the United States have long recognized the necessity of dispute resolution for the many different stakeholders who come together to live and work in the relatively confined campus community. Traditionally, student, faculty, and staff disputes were handled by offices of student affairs, human resource departments and legal affairs, or other administrative units. On the student side, administrators or student judges presided over disputes among students, infractions over code of conduct, or other policies, and resolved with either a dismissal of the issue or with imposed sanctions. On the employee side, formal investigation resulted in dismissal of …

The leading barometers of online learning such as the Online Report Card (available at https://onlinelearningconsortium.org/read/online-report-card-tracking-online-education-united-states-2015/) indicate that over one in four higher education students now take distance courses and the increase in online enrollments is outpacing overall higher education enrollments. Busy life schedules, tight budgets, established career paths, advances in technology and the desire to reach ever wider, more diverse student bodies are some of the factors driving the growth. Students have differing needs and preferences and some disciplines’ training requirements cannot be met through online learning. In our Conflict Resolution Studies Department at Nova Southeastern University, we have …

Research demonstrates that the prevalence of mental health conditions among justice system involved youth is alarmingly high, coupled with a strong likelihood of multiple traumatic exposures. Unfortunately, while the need for appropriate and timely treatment is acute, the juvenile justice system seems challenged in meeting it. The authors of this issue of Focal Point identify and propose solutions to these challenges with new research findings.
