FISCAL TRANSPARENCY AND FISCAL OUTCOMES: IS THERE A CONNECTION?

This dissertation answers whether a connection exists between an American State Government’s (ASG’s) level of fiscal transparency and attainment of improved fiscal outcomes. Improved fiscal transparency is normatively positive and expected to be rewarded by bond rating agencies with better ratings resulting in lower borrowing costs. Likewise, improved fiscal transparency is expected to lead to lower levels of debt. Yet, no empirical evidence exists to bolster such assertions.

While communities in the United States are already experiencing the effects of climate change, scientists project that sea level rise, increased precipitation, and record-breaking extreme weather events will devastate vulnerable regions in the following decades. The absence of federal strategies for climate change adaptation leaves state and city governments with broad discretion to undertake climate change adaptation measures. Yet cities may be unable to adapt to climate change without external assistance, particularly in states where the state leadership has not recognized the need to provide political and financial support to local governments. County jurisdictions in America are increasingly exercising self-government in the provision of public community services through the context of second order federalism. In states exercising this form of contemporary governance, county governments with “reformed” policy-making structures and professional management practices, have begun to rival or surpass municipalities in the delivery of local services with regional implications such as environmental protection (Benton 2002, 2003; Marando and Reeves, 1993).

Managing Small-Medium Cities In A Time Of Globalization: Experiences And Evidence From Florida’S Public Managers, Nadine V. Wedderburn

This study examines how public management practitioners in small and medium-sized Florida cities perceive globalization and its impact on public management practice. Using qualitative analysis, descriptive statistics and factor analysis methods, data obtained from a survey and semi-structured interviews were studied to comprehend how public managers view the management and control of their municipalities in a time of globalization. The study shows that the public managers’ perceptions of globalization and its impact on public management in Florida’s small-medium cities are nuanced. Since 2000, the number of living wage ordinances has steadily increased throughout the country. While most of the current research has focused on the beneficial outcomes of living wages, little has been published on their administrative practices. To address this shortcoming, this study focused on the identification of key administrative and political factors involved impacting the implementation of living wage ordinances in Miami-Dade and Broward Counties. The study utilized a triangulation of interviews, surveys, and direct observation.
