The Spanish-language anthology Caminos para la paz: Literatura israelí y árabe en castellano (Buenos Aires: Corregidor, 2007) [Paths towards/for Peace: Israeli and Arab literature in Castilian], compiled by Ignacio López-Calvo and Cristián Ricci, offers us a collection of over thirty reflections—some Jewish, others Muslim—about the millennial but also contemporary situation of two literally related and historic peoples in a language—Spanish—that seemingly allows them to inhabit the same, this time uncontested, space. The essay grew out of Hannah Arendt’s reflection on the roles and uses of the mask, a meditation on the ontology of the transient public figure or persona vs. one that restitutes the person to the unadulterated Selbstdenken dimension of the Epicurean philosopher-in-hiding. The author individuates in the resulting caesura between the donning and the taking off of the mask the primal source of that paradox in Hanna Arendt’s political behavior that alternately compelled her to confront the ontological presence of the Palestinian people, and made her withdraw into philosophical hiding without ever really coming to terms with it. Many preservice teachers come to understand that they must cross the boundaries of their own familiar cultural and historical contexts in order to meet the needs of diverse students. This qualitative and descriptive study examines the evolution of secondary preservice teachers’ views on teaching and learning mathematics and science in historical and cultural contexts. Data were collected throughout participants’ enrollment in a semester-long course entitled Perspectives on Science and Mathematics, which is taken in conjunction with student teaching. Data sources included university classroom observations, preservice teachers’ verbal and written responses to class discussions, reading assignments, and course activities. Common themes …

This paper integrates a customer segmentation method with a discrete event simulation model to bridge the gap between identifying customer behaviors and using this knowledge to respond to customers and make the best use of resources. Three strategies are proposed and examined to improve the operation efficiency of a ticket-booking system. Their objective is to assist high-value customers in obtaining the tickets they want and/or reduce cancellations and failure-to-pays from low-value customers. Our simulation results demonstrate that the high-value, customer-friendly strategy beats all in assisting high-value customers and simultaneously improves railway operation performance. Illicit trade in tobacco is a substantial and growing problem in the U.S., causing loss of tax revenue, damage to public health, and threats to public safety. Decisions about enforcement against ITTP involve tradeoffs among competing objectives. Good policy design can improve the terms of those tradeoffs but cannot eliminate them. We examine questions about the allocation of enforcement resources against ITTP, and its distribution across activities, individuals, and organizations: in particular, whether and how to differentially target ITTP that involves violence or support for terrorism. As foundations continue to provide grantees with technical assistance in addition to financial support, it is important to understand what works well, for whom, and in what circumstances. This reflective practice article aims to help funders who have identified a problem amenable to technical assistance to develop a strong program by providing support to a group of organizations addressing similar problems or by providing customized individual support.

In the United States, the emergence of an outpatient-centered, drug-based model of mental health care was physically feasible from the 1950s onward, with the introduction of thorazine and other first-generation antipsychotics. However, it was not until 1981, with President Reagan’s veto of the Mental Health Systems Act, that American mental health policy tipped over definitively into the outpatient-centered, drug-based model. In this quantitative study of the formation of policy preference, the delay between the feasibility of the outpatient-centered, drug-based model and its adoption was explored through five research questions answered through corpus analysis and time series statistics: How do shifts …

Fixed Base Operators (FBOs) are major service providers for the general aviation (GA) sector, which closely connect the public with the aviation industry. However, over the past decade, the U.S. GA industry has experienced a decline in the numbers of registered aircraft, pilots, and airports. Due to the fact that FBOs significantly contribute to the aviation industry, further research studies regarding the FBO-sector at a national level are needed. This article draws on a dozen years’ experience in evaluating major consumerhealth advocacy initiatives to build the knowledge base about advocacy evaluation. The authors explain how their evaluations were strengthened by articulating a detailed theory of change and emphasizing assessment of interim outcomes from many perspectives and methods.

Even with comprehensive data and integrated analysis, however, some ambiguity in the results is inevitable; there is no completely objective way to determine the effectiveness of an advocacy initiative. Moreover, sometimes solid or even exceptional advocacy efforts do not lead to desired policy outcomes. Advocacy initiatives that fail initially may be groundwork …

Older adults are important users to consider in the evaluation of transportation services. Many older non-drivers take fewer trips than their driving peers. It is important that transportation services meet the needs of older adults to provide greater access to this subset of the population. This thesis applies the Analytical Hierarchy Process (AHP) to evaluate the thirty-one non-private transportation services that exist in southeastern Wisconsin. The AHP structure uses multiple criteria to evaluate and rank several alternatives based on a stated goal. Drawing on the Spatial Network Analysis of Multimodal Urban Transport Systems (SNAMUTS) accessibility tool, this paper introduces comparative results of public transport network performance measures in 19 metropolitan regions in developed countries. These results are assessed typologically and functionally to highlight the contribution of each common public transport mode to maximize (or not) the integration of transport networks with the urban structure to optimize accessibility outcomes. Recent studies on transit service through an equity lens have captured broad trends from the literature and national-level data or analyzed disaggregate data at the local level. This study integrates these methods by employing a geostatistical analysis of new transit access and income data compilations from the Environmental Protection Agency. By using a national data set, this study demonstrates a method for income-based transit equity analysis and provides results spanning nine large auto-oriented cities in the US. Results demonstrate variability among cities’ transit services to low-income populations, with differing results when viewed at the regional and local levels. Regional-level analysis …

Climate change is expected to have significant impacts on the Pacific Northwest’s communities, economy, and natural systems. Eco-driving consists of using energy-efficient approaches to driving aimed at reducing fuel consumption and, ultimately, CO2 emissions. A previous study found that an EcoDrive informational campaign was effective at increasing the use of eco-driving behaviors, but only when employees perceived that their supervisor supported the program and when they were personally motivated to perform the eco-driving behaviors. In order to build upon the findings of our previous study, the present study focused on increasing the use of eco-driving behaviors through an informational eco-driving campaign combined with supervisor training to support the use of eco-driving practices.
