Increased demand for high-skilled foreign labor in recent years has led to an upsurge in applications for employment-based U.S. green cards. But the limits on the number of green cards given out each year have not changed in over two decades. This has caused a backlog in the legal immigration system leaving many immigrant workers from populous countries like India waiting many years to become permanent U.S. residents. Their legal status is entirely dependent on their jobs - they are often unable to accept promotions or switch employers easily in the interim. Any change in employment status could jeopardize their …

In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing. A major challenge to selecting ports for enhanced controls has been the lack of data on which ports are the world’s largest …

A Longitudinal Study Of Human Exposure To Potential Nuclear Power Plant Risk, Dean Kyne, Jason T. Harris

This study constructs a potential risk index (PRI) for the 65 U.S.-based commercial nuclear power plant (NPP) sites in relation to their surrounding populations. Four risk levels are defined: low risk, moderate risk, high risk, and very high risk. Discrepancies that exist in the sociodemographic characteristics of the host communities’ populations are examined as sorted by risk-level category. It is found that a greater percentage of minority groups are exposed to the highest levels of risk. In addition, percent “Hispanic” and percent “Other,” a grouping that includes multiracial, mixed, interracial, as well as Hispanic and Latino groups (for example, Mexican, …

Brazil has a unique mental health care system, characterized by universal coverage delivered by interdisciplinary teams both in the community and in specialized centros de atenção psicossocial (CAPS—psychosocial care centers). Provision of patient-centered mental health care is an important principle of Brazilian mental health care, but this topic has not been well-studied. We analyzed data from a cross-sectional survey of 151 community health workers (CHWs), nurses, and physicians in Santa Luzia, Minas Gerais State, Brazil. A considerable number of quantitative analyses have been conducted in the past several decades that demonstrate the existence of racial and socioeconomic disparities in the distribution of a wide variety of environmental hazards. The vast majority of these have been cross-sectional, snapshot studies employing data on hazardous facilities and population characteristics at only one point in time. Although some limited hypotheses can be tested with cross-sectional data, fully understanding how present-day disparities come about requires longitudinal analyses that examine the demographic characteristics of sites at the time of facility siting and track demographic changes after siting. The Census Bureau estimates the population of Nebraska as of July 1, 2015 to be 1,896,190, so the state nearly hit the 1.9 million mark (and it does so with rounding). This is an increase of 13,210 from the July 1, 2014 estimate, or an increase of 0.70 percent. Nebraska’s most current annual growth is very similar to gains seen in the past several years – for example, the increase in the prior year from 2013-14 was 13,680 persons or 0.73 percent. Nebraska has now gained population for 28 straight years, with the last annual population loss occurring in 1987, …

This story follows the lives of two white activists in New York's Black Lives Matter movement. It examines the largely ignored impact white activists have had on the BLM movement and also explores the history of white activists in the abolitionist and Civil Rights movements. The climax details a highly-publicized spat between rival Black Lives Matter organizations that happened during a Dec. 4 protest to commemorate the one-year anniversary of Officer Daniel Pantaleo's non-indictment in Garner's death. Despite calls from within the professional field and external forces, counselors have faced ongoing challenges in their efforts to be effective advocates for their clients and themselves. A review of the literature reveals that throughout the history of the profession, prominent figures have called on counselors to assume advocacy roles, and that some initiatives have been successful in fostering lasting change. However, as counselors and their clients’ needs continue to evolve, so too must strategies to address these needs be reevaluated and new initiatives put into place.

Primary care physicians operate on the front lines of health care. Although primary care physicians play a critical role in improving health outcomes, workforce trends in the United States show a growing shortage of primary care physicians as demand for primary care rises. In conveying the importance of primary care physicians, the worsening physician shortage, the inequitable distribution of providers, and the lackluster institutional response thus far, this paper calls into question the effectiveness of current indicators used to identify underserved areas and provide appropriate government assistance. From August 26 to September 8, nine political science students and four supervising faculty traveled from Kennesaw State University to the 2012 Republican National Convention and the Democratic National Convention as part of special topics course on a course titled “Party Conventions Field Study”. Nationally, there has been a large increase in the number of active shooter events within healthcare facilities such as hospitals. Due to this increase, government organizations have recently released documents to guide healthcare facilities on implementing active shooter policies and updating emergency operation plans. Currently, recommendations from government entities such as the Federal Bureau of Investigation and the Department of Homeland Security suggest the “Run, Hide, Fight” approach during an active shooter incident. Cyber operations can be very complex, and it is useful to conceptualize a deeper, fourth technical level of warfare in order to conduct effective planning. The technical details associated with cyberspace operations are not grasped as intuitively by planners and commanders as are the capabilities and limitations of tanks, ships, and aircraft. The complex and dynamic nature of cyberspace often drives technical analysis and planning to a level beyond those planning practices and procedures accommodated by traditional Joint doctrine.

Background: The Affordable Care Act created new incentives for hospitals, insurers, public health agencies, and others to contribute to disease prevention and health promotion activities, potentially changing inter-organizational relationships and expanding implementation of strategies that improve population health. This study uses data from the 1998-2014 National Longitudinal Survey of Public Health Systems to examine: (1) the extent and nature of change in inter-organizational contributions to public health activities; (2) whether network changes attenuate or exacerbate disparities in public health implementation across communities; and (3) how network changes affect preventable mortality and resource use.

An expanding body of research-tested public health interventions exist to prevent disease and injury and promote health on a population-wide basis, such as those profiled in the CDC’s Guide to Community Prevention Services, but adoption and implementation of these strategies vary widely across states and communities. Public health services are delivered through diffuse constellations of governmental agencies and their private-sector and community-based counterparts using implementation mechanisms that are poorly understood. The studies in this panel examine how organizational, economic, and inter-organizational network characteristics influence the implementation of public health services across states and communities.

In 2014, Puerto Rico’s twenty federally funded community health centers, operating in 71 sites located throughout the Commonwealth, served 330,736 patients, approximately one in ten Commonwealth residents. Compared to other Puerto Rico residents, health center patients are less likely to be insured. Despite considerable growth in Medicaid as a result of the supplemental funding provided under the Affordable Care Act, in 2014, 12.2% of health center patients remained uninsured.
Compared to health centers outside Puerto Rico, Puerto Rico’s health centers show a greater proportion of Medicaid patients served (69% compared to 46% outside Puerto Rico), a greater dependence on physician …

Cities depend on safe and efficient goods movement to support community livability and a healthy economy. However, delivery of goods in an urban environment presents a tremendous challenge. Traditional motorized vehicles used for goods movement – ranging from cargo vans to box trucks - are inherently incompatible with (1) the multimodal street environments of modern cities, with clean, quiet conditions preferred by residents, and (2) larger environmental sustainability goals. Local refugee resettlement sites are often overlooked as hotspots of conflict because of the unstated assumption that resettlement and escape from militarized conflict automatically mean peace. Nova Scotia is the only province in Canada to use the gas tax as a financial incentive to create a regulatory mandate for ‘Municipal Climate Change Action Plans’ (MCCAPs). The MCCAP adaptation policy mandate initiated and enabled climate change vulnerability assessment and the development of climate risk priorities and adaptation plans to uniformly occur at the local scale in 53 Nova Scotian municipalities.
