This paper is a review of selected essays on reconciliation and peacebuilding in conflict-affected and post-conflict societies delineating the fundamental key factors that promote peacebuilding, and the approaches to reconciliation which have proved to be effective over the past 20 years. Acknowledgement of wrongdoing, empathy and the promotion of open dialogue stand out as the factors common to all reconciliation initiatives. While Northern Ireland is still recovering from the violent legacy of the 30-year Troubles during a global COVID-19 pandemic, people still experience violence daily. Economic and political inequalities heighten intergroup tensions and insecurity contributing to the promotion of destructive stories. Brexit has escalated the culture wars between the Protestant Unionist Loyalist and Catholic Nationalist Republican communities as Loyalist youth and paramilitary groups protest on Belfast’s streets. Through 120 semi-structured interviews, we explore the experiences and understandings of Civil Society Organization (CSO) peacebuilding and reconciliation workers that liaison with ex-combatants and youth in Derry and the Border area of Northern Ireland. …

The presence of distressed behaviours can amplify the difficulties experienced by people with intellectual disabilities (ID), and place pressure on the provision of effective support by organisations and direct support personnel. Setting-wide positive behaviour support (PBS) is an evidence-based framework aimed at enhancing quality of life and reducing distressed behaviour for people with intellectual disabilities through systemic change. Cardinal Cahal Daly (1917-2009) was the only member of the Catholic hierarchy in Ireland to hold office from the beginning of the conflict there in 1969 to the paramilitary ceasefires in 1996. He was well known for his pronouncements on the causes of the conflict and his use of Catholic social teaching to offer solutions. Political structures have played a key role in stabilising Northern Ireland since 1998 and Daly used Catholic concepts of democracy and statecraft to explore alternative possible futures for Northern Ireland in the years prior to their implementation. Patrick Honohan, an economist, was governor of the Central Bank of Ireland and a member of the Governing Council of the European Central Bank (ECB) from September 2009 until November 2015. Early in his tenure, he led a team that investigated the causes of the Irish banking crisis that broke out in 2008 during the Global Financial Crisis. Resolving the problems of bank failure and over-indebtedness that emerged in that crisis dominated his term of office. The Global Financial Crisis exposed fragilities in the Irish banking system and led to widespread runs on Irish banks. Irish authorities attempted to address the runs on September 22, 2008, by increasing the country’s deposit guarantee limit from EUR 20,000 to EUR 100,000 (USD 28,800 to USD 140,000) and raising the coverage of deposits from 90% to 100%. When the runs continued, the Irish minister for finance announced a blanket guarantee of bank liabilities on September 30 without consulting European Union authorities. The announcement specified the blanket guarantee would be effective immediately and remain in effect for two years. The …

This paper surveys 10 blanket guarantee (BG) programs across 13 Key Design Decisions. The defining characteristics of these programs in terms of their inclusion in our BG series are (a) that they guaranteed a broader range of liabilities beyond deposit accounts and (b) that the guarantees covered existing liabilities in addition to newly issued ones. Each case represents an effort to eliminate creditors’ incentive to withdraw funding from institutions by guaranteeing that the funding will be paid back even if the institutions are unable to do so themselves. This article is the second of two that describe a psychodynamically informed understanding of the sectarian conflict in Northern Ireland and an approach to cultural transformation called “cultural work” aimed at building peace among the state’s traumatized communities. The conflict between Protestant and Catholic communities has extended well into the cultural domain and is often weaponized to attack the Other. Conversations about culture quickly become stuck in a quagmire of identity politics. This paper surveys 36 broad-based capital injection (BBCI) programs and attempts to identify some best (and worst) practices. We argue that it is crucial to distinguish between programs implemented during acute (“panic”) and chronic (“debt overhang”) phases of a crisis, where the goals of program design should be different. In an acute phase, programs should be designed to influence the behavior of bank counterparties, while in chronic phases, the focus should be on bank behavior itself. With this framing, we identify seven themes to guide program design, and provide many illustrative examples for the policymaker’s tool kit.

America’s post-George Floyd racial reckoning has brought a new focus on the country’s history of enslavement, segregation and systemic racism. However, this reckoning has often failed to recognize that the roots of systemic racism lie in the need of the wealthy planters in colonial Virginia to divide the African and English indentured servants who constituted a majority threatening to elite power. Nor do contemporary versions of U.S. history always account for the persistent reoccurrence of class-based interracial movements, such as the late 19^th century Populists, or their promise as a long-term solution to the country’s racial divides.

Over 150,000 people were intentionally killed in Mexico since 2006, after the Mexican government decided to openly combat organized crime. Against the backdrop of the security crisis, members of Mexican society have developed national and transnational strategies to contribute to the respond to the rampant violence in their homeland.

By introducing a transdisciplinary approach and peacebuilding theories, this paper argues that Mexican migrants living in Brussels and Paris have been able to orchestrate transnational art-based strategies to contribute to the violence alleviation in their country of origin. At the November 2008 height of the Global Financial Crisis, Ireland’s Department of Finance announced a willingness to inject capital into the six largest banks. This announcement followed the issuance of a blanket guarantee of those banks’ liabilities in September 2008. After broadly designing the potential investments in 2008, the Irish government came to agreements with Bank of Ireland and Allied Irish Banks in February 2009 to inject €3.5 billion ($4.5 billion) in each bank in exchange for preferred equity stakes. This work examines the role equitable economic development plays in ensuring the sustainability of peacebuilding processes. In so doing, it illuminates how economic inequality in a conflict-affected region can intensify unrest and distrust within and between communities. This paper begins by highlighting the context of the Northern Ireland conflict and its historical roots. Next, we explore how socioeconomic and political inequality contributes to the emergence and sustenance of varying levels of conflict. In this study two-step cluster analysis was used in an exploratory effort to try and determine what the primary typologies of terrorism are in the United States based on the profiles of individual terrorist who operated in the United States from 1948 – 2016. From this, it was discovered that terrorists in the United States can be classified into two overarching typologies. The first one can most appropriately be called political extremism and the second typology may be titled religious extremism.
