Certain distressed neighborhoods cannot support traditional residential-focused development. For these communities, we develop decision models for acquisition and redevelopment of chronically vacant lands and structures for primarily non-residential and greening uses. We address social benefits and costs of redevelopment strategies, parcel clustering to exploit economies of scale, and conflicting values among stakeholders. We illustrate our models using data from Baltimore, MD.

A Boston based non-profit and a team of public policy PhD students engaged in several months of collaborative problem identification and goal setting focused on the effectiveness of the organization’s unique service delivery model. The nonprofit uses volunteer advocates and a goal-oriented process with no eligibility criteria to assist clients in distress. We collected administrative data, administered a survey, and conducted interviews to explore client well-being.

Community-based organizations face significant challenges in identifying data needs, and assembling data resources for service provision, strategy design and advocacy. We develop principles by which CBOs can develop and share large datasets in order to formulate and solve decision problems that improve the well-being of localized, often marginalized or distressed communities. We illustrate these ideas using field research from Boston, MA.

The development and implementation of renewable energy power plants is important for Chile in order to increase energy security, supply remote mines with electricity, and eventually decrease energy costs. The Chilean government has promoted renewable energy and attracted Foreign Direct Investment FDI) to develop large-scale renewable energy projects. However, the policies cannot sufficiently attract FDI in unproven renewable energies such as Concentrated Solar Power, though it is proven elsewhere. This paper examines the Chilean government’s renewable energy policies and investigates potential pitfalls of early to mid-stage capital for the renewable energy industry. When traditional diplomacy was institutionalised in the seventeenth century diplomatic theory and theorists were invaluable in overcoming a period of confusion as to what diplomacy was or ought to be. Similarly, the modern diplomatic environment with its mixture of state, non-state and rogue diplomatic actors is equally puzzling. Agency Input As A Policy Making Tool: Analyzing The Influence Of Agency Input On Presidential Policy Success In Congress, José Villalobos

This study posits a theoretical framework for understanding the role and value of agency input in presidential legislative policy making. I assert that by employing agency input for policy development, presidents instill their proposals with a degree of bureaucratic objectivity, expertise, process transparency, and agency support, which aids their legislative passage while lowering the extent of changes made to policy substance in the process. To test my hypotheses, I conduct binary and ordered logistic regression analyses using pooled cross-sectional data across twelve administrations from 1949-2010. I find that agency input serves as a key component for increased presidential legislative success.

During President George W. Bush’s tenure in the White House, his administration stood clearly against state-level efforts in California and elsewhere to decriminalize soft drugs. Despite his loyalty to smaller government values and state sovereignty on other issues, the prospect of state-level drug decriminalization led Bush to pursue federal means of enforcing anti-drug laws. Years later, President Barack Obama, though known for his reputation as a federalist, shifted power over drug policy enforcement more towards the state level as a means to allow certain states to enact drug decriminalization policies at their will, particularly with respect to medicinal marijuana. Three decades after planners in North America and Europe began adopting the public–private partnership approach, such arrangements have become the norm in urban redevelopment and city-building. As a result, when teaching real estate development as a facet of urban economic development, academic practitioners of planning face an uneasy dichotomy between deliberation—which embraces the “plannerly” virtues of inclusivity and participation—and negotiation, the procedural vocabulary of public–private contracting. This dichotomy is felt acutely by instructors who are interested in incorporating principles of equity and social justice into redevelopment pedagogy.

The study conducted by the Center for Public Management (PM) found that, for two of three scenarios analyzed, it is legally, technologically, and financially feasible to consolidate public safety answering points (PSAPs) in South Euclid, Beachwood, Euclid, Shaker Heights, and University Heights, Ohio. Of the scenarios found feasible, the study estimates a decrease in costs ranging from almost $687,700 to $1.1 million, depending upon the configuration of the PSAP. When factoring in capital costs, the savings ranges from $555,000 to $898,000, but lead to an increase in costs of $189,000 in a PSAP dispatching for police only. At the local …

Recent advocacy for campaign finance reform has been based on an ideal of the democratic process which is unrealistic and unhelpful. Scholars should instead return to its egalitarian roots. This article examines how deliberative democratic theory became the main justification for campaign finance reform. It exposes the shortcomings of this deliberativist detour and instead models campaign spending as an effort to commodify issue-salience. Given this dominant function of money in politics, a more effective paradigm for reform is equalizing influence. Advocates of campaign regulation should return to the original principles of reformers; not an idealized vision of the democratic process, …

This report provides an assessment of the feasibility of consolidation of the public safety answering points (PSAPS’s) in Perry County, Ohio and the Village of New Lexington (in Perry County), Ohio. The report describes the methodology used to assess the feasibility of consolidating these PSAPs. The findings are that consolidation of PSAPs and dispatch services among the participating entities would not be feasible if the decision is made purely on costs. However, a consolidated PSAP would reduce the duplication of services and redundant capital projects. This in turn would free up funds to maintain and replace capital items as they …

This study uses a structural functional perspective in examining the form and function of questions in a presidential disaster press conference on May 27, 2010 about the Deepwater BP Oil Spill. Clayman and Heritage (2002) proposed a framework to examine the questions and responses in a press conference while Fisher (1991) offered a method to study media function. These were both applied to the disaster press conference. Findings were used to develop recommendations for public officials and PIOs in working with the media.
