The year 2020 has amplified demands for more equitable policing, more efficient government, and greater transparency. As police leaders around the world attempt to maintain order and safety during a period of large-scale civil unrest, they must also address criticisms that existing law enforcement practices include biased interventions and reinforce systemic racism. Many law enforcement agencies are also responding to increasing numbers of serious crimes that disproportionately affect society’s most vulnerable communities, while simultaneously facing calls to “defund the police” fueled by accusations that challenge the legitimacy of their policing tactics. There is sufficient evidence to suggest that inmates who participate in prerelease programs are less likely to recidivate once released from prison than those who do not participate in these programs. Research shows that the impact of education, employment skills, and life skills while incarcerated helps contribute to an offender making positive choices that will prevent them from committing new crimes. Furthermore, researchers posit that these offenders have more opportunities for success then offenders who are released with no added programs. The 1990's were plagued with crime and high recidivism rates, and the State of Texas responded by embarking upon the largest expansion of a criminal justice system in its history. Having served their sentences, record numbers of offenders who were sent to prison in the 1990's are now flooding the streets. At the time of their release, some of these offenders will have unmet needs, such as a lack of food, housing, and clothing. Others may need help enrolling in school or finding a job. Institute of Urban Studies Publications

The Institute of Urban Studies has in its first five years mounted a broad array of educational, research and service responses to the problems of communities in both metropolitan and rural areas. These initial efforts would not have been possible without the imagination and diligence of those who served with our initial research and service units, the urban affairs faculty, and more recently, our criminal justice faculty. What remains is the challenge of furthering the capability of our existing efforts and building in both the outreach and academic areas to respond to new needs in Texas communities.
