The National Estuarine Research Reserves (NERRS) Coastal Training Program (CTP) is a system-wide training program that aims to increase informed decision-making related to coastal resource management at local and regional levels. The CTP serves as the NERRS flagship program for knowledge and information transfer, and provides an effective vehicle to ensure that science-based knowledge and skills get into the hands and minds of those individuals making decisions about the coast on a regular basis in a professional or volunteer capacity. A series of focus groups were conducted throughout northwest Florida to obtain input from coastal decision-makers into the design and development of a coastal resources management training program for the Apalachicola National Estuarine Research Reserve (ANERR). The focus groups were comprised of a cross section of coastal and environmental professionals who make decisions affecting coastal and watershed areas. The focus group decision-makers were primarily employed in the public sector (federal, state, local, governmental, nonprofit, or academic), with nearly half of the participants having between six and 15 years of professional experience.

Introduction Racial/ethnic minority communities are at increasingly high risk for chronic diseases related to obesity. Access to stores that sell affordable, nutritious food is a prerequisite for adopting a healthful diet. The objective of this study was to evaluate food access, availability, and affordability in 3 nonoverlapping but similar low-income communities in urban Los Angeles, California. The market analysis for the Apalachicola National Estuarine Research Reserve revealed that there is a diverse body of coastal resources management training providers who offer training in the Florida Panhandle. These organizations are primarily either governmental agencies, or institutions of higher education. Most of them offer this training to various audiences as part of their missions, although a select few offer it as the sole purpose of their organizations.

Based on interviews with facility managers in the electroplating and chemical industries, this study examines regulated firms’ perceptions of how various instrumental, normative, and social factors motivated their firms’ environmental actions. We found that“implicit general deterrence” (the overall effect of sustained inspection and enforcement activity) was far more important than either specific or general deterrence, and that deterrence in any form was of far greater concern to small and medium-sized enterprises than it was to large ones. In August 2006, Cleveland State University was asked to conduct an initial assessment of the Cuyahoga County Commissioners' Report and Recommendations on Foreclosure that would assist the county in planning for future phases of the project. This report presents the findings of this initial assessment of the first 18 months of the initiative. It documents the process undertaken by the county, assesses the progress made toward reaching goals, identifies successes and concerns, and offers some preliminary recommendations about program operations. It also offers suggestions for a more formal evaluation process going forward

Coastal decision-makers and training providers in the Ohio Lake Erie basin participated in seven focus groups to generate information on coastal resources knowledge and training needs. Six of the focus groups were comprised of a cross-section of professionals who make decisions affecting watershed areas or Lake Erie coastal areas (non-providers); the seventh was comprised of training providers (providers). Discussions centered on two main areas: core knowledge needs and training needs.

This article critically examines neo-republican democratic theory, as articulated by Philip Pettit, with respect to its capacity to address some of the pressing challenges of our times. While the neo-republican focus on domination has great promise, it mistakenly commits to the position that democracy—the primary tool with which we fight domination—is limited to state activity. We present the results of an online survey of 1,221 Twitter users, comparing messages individuals regretted either saying during in-person conversations or posting on Twitter. Participants generally reported similar types of regrets in person and on Twitter. In particular, they often regretted messages that were critical of others. However, regretted messages that were cathartic/expressive or revealed too much information were reported at a higher rate for Twitter. Regretted messages on Twitter also reached broader audiences. In addition, we found that participants who posted on Twitter became aware of, and tried to repair, regret more slowly than those reporting in-person regrets. …

This study examines Texas municipal managers' attitudes toward the benefits of binational cooperation. It tests theories suggesting attitudes are influenced by perceived language, cultural, and resource barriers; differences in U.S. and Mexican public administration; interdependence of policy priorities; and contact with international organizations. Project data are drawn from a mail survey sent to department heads in all municipal governments in Texas border counties. Effects of independent variables are estimated using an ordered logistic regression model. State-level research affords scholars a unique opportunity to study legislative behavior because state legislators are accessible in ways that members of congress are not. State legislators' willingness to respond to interviews and questionnaires has provided scholars with a rich array of data about their behavior and perceptions. This survey research has contributed greatly to our theoretical and practical knowledge of legislative behavior and institutions. We examine 73 articles published in top academic journals from 1975 to 2000 to identify common techniques of surveying state legislators and suggest ways in which scholars can enhance the prospects for collecting high quality data. …
