The aim of this national case study, a synthetic summary of the work and evidence on women in a tribal, Muslim, Arabian, rapidly changing society, is to contribute to the intersection of the Middle Eastern and women-in-development literatures by situating women first within tribal and Islamic settings and then in the context of rapid changes in political and economic circumstances during the past thirty years. On 12 March 1996 the Honourable Justice French, as Chancellor of Edith Cowan University, led a rededication ceremony of the Edith Cowan Clock Tower. This occasion, the seventy-fifth anniversary of Edith Cowan's election to the Legislative Assembly, was immediately followed by a breakfast at the nearby Parliament of Western Australia. During the evening a touring exhibition of Edith Cowan's life was launched titled "A Tough Nut to Crack". Then five days later Professor Geoffrey Bolton spoke at St George's Cathedral to celebrate a "Life of Service" by Edith Cowan.

This year is the 75th anniversary of the election of Edith Cowan to the Western Australian parliament, the first woman to be elected to an Australian parliament. Prior scholarship on the effect of the increasing number of female judges leads to three contrasting sets of expectations. Early writings and views of affirmative-action activists suggested that female judges would be more liberal than male judges. On the other hand, a series of empirical studies suggest that we should expect no gender differences. In contrast to both of these perspectives, several feminist scholars suggest that women will be more liberal only when that position expresses support for full participation in the community. These contrasting expectations were tested by analyzing the votes of appeals court decisions in three issue areas. …

Are women making progress in the political arena, or are their frustrations at access to elective office severe enough to warrant their own political party? This article examines the statistics and argues that women should seize political power by voting as a bloc. As loyalty to traditional parties declines while their interest in and sensitivity to social issues grows, the moment is right for a real increase in women's political power.
