Explicitly stated the hypothesis that was tested was as follows: The relationship between Presidential action and an increase in public support for the President on matters of Vietnam policy is equal to zero.
Presidential action was viewed as any major development in Policy (whether it be military or political) toward the war. Furthermore, any major speech by the President or other high governmental official reaffirming the government's course of action was posited into the category of Presidential action. In order for the speech to be considered "major" it either had to have been broadcast over nationwide television or widely disseminated …

This communication, dated June 8, 1970, from the United States (US) Assistant Secretary of the Interior provides details on the proposed Garrison Diversion Unit extension in Minot, North Dakota (ND). The proposed Minot Extension would provide municipal and industrial water supply to the city of Minot, ND which, at the time of the report, did not have adequate supply to meet its long-term needs. The extension would also provide enhancement for outdoor recreational uses. In a dynamic economy some of the most challenging policy problems tend to originate in the realm of international economic relations. In the post World War II period, these problems have been intensified and become more complex. Students of international economics often feel perplexed by numerous divergent and diametric views that well-trained and prudent men frequently offer for the solutions of what appear to be rather simple problems. Lack of understanding of the theoretical framework of international trade is largely responsible for students' puzzlement.

Henry Carter Stuart was a prominent farmer and wealthy businessman in Southwestern Virginia. He was a politician in the hard fought "Redeem the Ninth" Congressional election of 1910. And, he was elected, unopposed in both the primary and general elections, to the governorship of Virginia in 1913.
Although he reached the highest political office in the State, Virginia history gives Stuart no more than a mere mention. This report from the United States (US) Senate Committee on Interior and Insular Affairs, dated May 7, 1970, was written to accompany US Senate Bill 774 which sought to authorize the US Government to mortgage tribal lands in order to provide more economic stability for the tribes. The report indicates that the tribe had still not recovered from the economic collapse that occurred after they were forced to move from their lands due to the construction of the Garrison Dam.
