Untested rape kits sit in crime labs, hospitals, evidence lockers, or storage facilities untouched. In the worst-case scenarios, rape kits have been thrown out of police storage before the statute of limitations had expired. A major public policy problem is developing as these kits stack up and create a backlog. The primary problem with the rape kit backlog is that all victims are not receiving justice. To solve the problem, the backlog of rape kits needs further exploration and analysis. During the “Arab Spring” the Arab world witnessed a wave of uprisings. As a result of these anti-government movements, four governments of Tunisia, Egypt, Libya, and Yemen were overthrown, three governments of Bahrain, Jordan, and to some points Saudi Arabia were faced with critical difficulties, and one government ,Syria, experienced domestic war. As instances of forced displacement arise and become increasingly large and prolonged around the world, large influxes of humanitarian aid have become critical in assisting host countries with crisis response. The funding required to meet the immediate, emergency needs presented by a refugee situation is filled primarily by governmental humanitarian contributions, and more specifically, by the United States. Typically, the U.S. is integral to the structure of the networks of humanitarian aid being directed towards a humanitarian response as it is the largest donor, in most cases. After the devastating attacks on American soil on September 11th, 2001, the world's perceptions of security changed forever. Immediately following the attacks, the United States government passed the USA PATRIOT Act, broadening definitions of terrorism and codifying unconstitutional acts, such as unwarranted searches of private property, indefinite holding of suspected terrorists, and ultimately torturing those suspects. The Arkansas National Guard Tuition Assistance (NGTA) program was created to recruit and retain Arkansas National Guardsmen by providing college funding regardless of Armed Services Vocational Aptitude Battery (ASVAB) test scores. The funding provided up to 100% of tuition costs at any Arkansas public college or university and was effective between Fall 2017 to Fall 2019. The approval process included collaboration between the Arkansas National Guard Education Office, the Arkansas Department of Higher Education, and the institution of higher education Guardsmen attended.

Since the 1980s, neoliberal influence has slowly taken over our education system’s vision and purpose. Presently, marketization in schooling has drawn the attention and influence of those of monetary and political power (Bartlett et al., 2002). Accountability measures set in place by the strings attached to school funding and sanctions encompass blanket demands on classroom instruction not equitably designed to support our diverse student populations (Ravitch, 2013; Reigeluth, 2014; Tsang, 2019). Politicized Prayer: How Thoughts And Prayers Hinder Gun Legislation, Hope Cody

Thoughts and prayers are a strategic rhetorical tool, rather than a religious sentiment, when it comes to gun reform in the US. I confirm my three hypotheses: that the rhetorical use of thoughts and prayers do rise sharply after a mass shooting, that the use is centered in the gun rights coalition, and the use of thoughts and prayers is intentional. This establishes a direct link between the sending of thoughts and prayers and the lack of measurable gun reform laws in the United States.

In this thesis, I argue how money influences election outcomes in the Texas Legislature from 2010 to 2018. I explore the political history of Texas, where scholars have long alluded to the role of wealthy elites in the political process. Using an investment theory approach, where money is considered a powerful determinant in elections over other factors, this thesis will analyze total disbursements and vote totals of Texas senate and house candidates in a linear model. To influence a country’s behavior, aid has been used to push for specific changes, whether it be to increase security in a country or to sponsor social programs. Using neoclassical realism, this paper will analyze if US aid influences migration patterns, specifically, if U.S. foreign policy through aid creates conditions that encourage or discourage migration of people to the United States. This paper will analyze between the years 1980- 2017 to see if the Cold War played a part or if the post- Cold War international arena pivoted the United States to focus on migration patterns in Latin America.

This thesis analyzes the U.S. mainstream media’s coverage of Venezuela’s political crisis from January to July of 2019. By deciding not only the issues presented, but their tone and stance, the media actively sets policy agendas and influences public opinion. The propaganda model (PM) provides a predictive framework for understanding media behavior and how “filters” determine published content. Using a media content analysis of 270 articles on the Venezuelan crisis in the NYT and WSJ, I found strong evidence for the PM viz a heavy reliance on U.S. government sources, strong U.S. foreign policy support, and an absence of alternate …

Abstract: Using the American National Election Study data from the 2012 and 2016 surveys I explore how social media usage shapes fear. This is likely caused by the nature of social media leading to oversharing of sensationalized articles likely to elicit an emotional and fearful response. My findings suggest first that social media usage has a statistically significant effect on whether they would say they are afraid of a candidate (2012) and how afraid they say they are of the candidates (2016). Second, social media has little effect on economic fear, and may actually make people more hopeful about the …

Using liberal theory, this dissertation examines the behavior of member states in the Inter-American Development Bank (IADB), with a focus on middle powers. In particular, I analyze whether trade between middle powers and Latin America and the Caribbean is associated with an increase in middle powers’ subscription shares in the IADB. The analysis draws on a cross-sectional time-series data set of capital subscription shares (in log form, and first-differenced) for the period of 2004 to 2018. This thesis seeks to explore natural courts and ideology among members of the Supreme Court. Most studies of the Supreme Court allocate focus to the chief justice such that the justice and his ideology determines whether the Court will be described as liberal or conservative for the chief's tenure. However, this thesis questions this model of distinction for the highest court in the land. An analysis of natural courts from Marshall through Roberts specifically targets the highest and lowest ideological shifts between natural courts to understand how vacancies and replacements manipulate the ideology of the Court. In this research, I analyze how Transnational Municipal Networks (TMNs) and cities affect the diffusion and transmission of a decarbonization norm. Urban policy and political science scholars assert that cities and their networks are influential in implementing internationally coordinated environmental policy. However, few projects have analyzed how local actors may diffuse environmental norms that have been developed in the international system. Using the norm life cycle, this research explores the transmission of a decarbonization norm by means of GHG measurement and mitigation. This dissertation examines how media attention and domestic opposition parties affect third-party intervention in foreign civil wars. Previous research defines some of the ways that political executives in democratic states are constrained in their choice of actions, while also pointing out the influences and limitations of outside actors. This dissertation builds on existing research pertaining to opposition parties and the news media by providing new theories on how these outside actors can push a leader in taking an action he otherwise might not take, such as intervening in a foreign civil war. Globally, the displacement of persons is reaching record numbers, including millions of refugees seeking safety outside of their native countries. The existing literature on factors of successful refugee settlement lacks specific quantitative analysis, and most of the available information on the role of culture is limited to psychological and social research. I expect that large perceived differences in the culture of the refugee and the culture of the country in which they settle will cause a combination of xenophobic public responses and restrictive government policies, and therefore will be negatively related to successful social integration of those refugees. This work seeks to explore the phenomenological experience of harm through an investigation of trauma and its existential features. Harm, despite its importance for many topics in both Political Science and Political Theory, is not often investigated as a subject in itself. By interrogating elements of Merleau-Ponty’s uniquely embodied philosophy, this work seeks to further our understanding of harm as a phenomenon which is both uniquely subjective and yet socially informed.

The purpose of this thesis is to analyze how law reform toward gender equity has an impact on economic growth in Arab countries in the Middle East. Personal status law reform granting women economic, social, and personal freedoms is spreading across the region and showing substantial change. Using case studies of major PSL reforms in Tunisia and Morocco, this thesis outlines qualitative and quantitative evidence to support the case that gender equity benefits the economic growth of the given country.

Conventional academic discussion vis-à-vis America’s Special Operations Forces, is largely focused at the tactical and operational level of analysis. This means the emphasis on explaining outcomes is placed on personnel (recruiting, assessing, selecting, and training), cutting edge equipment, innovative tactics, or advanced command and control procedures. Addressing this long-standing trend, I argue that factors well beyond the widely accepted explanations for success or failure are in play. Liberalization First, Democratization Later: The Linkage Between Income Inequality, Economic Development, And Democratization, Yi-Tzu Lin

This dissertation proposes a model of two-stage process of democratization. In the first stage, income inequality is associated with political liberalization, but this association is conditional on economic development. In the second stage, political liberalization is associated with democratization. By looking at 125 authoritarian regimes from 1960 to 2010, I find that in rich countries, high income inequality is associated with low political liberalization, which may stabilize autocratic regimes; while low income inequality is associated with high political liberalization. In poor countries, high income inequality is associated with political liberalization, while low inequality has no effect.

Afghanistan remains fragmented and disintegrated along ethnic and linguistic lines. This fragmentation has prevented the Afghan people from achieving its most important and immediate goal: nationhood. This failed quest for nationhood renders progress in other areas insignificant and irrelevant. Corruption is a major culprit that has contributed to disintegration and remains as a major impediment to the struggle of the Afghan people to achieve nationhood.
