Japan's view of the nationality of its Asian neightbours took many forms during the imperial era. In some respects Japan asserted its superiority to those neighbours, in other respects saw them as nations with a standing equal to that of Japan. The working out of these two views reflected Japanese strategic interests.

Analysts have long sought to understand whether women and men have different ethical orientations. Some researchers have argued that women and men consistently make fundamentally different ethical judgments, especially of corruption; others have found no such disparities. This study considered whether an individual’s age may also play a role in determining his or her moral judgment. A statistical investigation of interactive effects between gender and age in a nationally representative data set from Japan shows that this interaction functions better as a predictor of moralism than does education or gender alone. This paper describes and evaluates the competition policies in Japan, China, and Hong Kong. A simple framework based on the economic incentive of violations of law is used to evaluate the effectiveness of competition policy. After half a century of effort, Japan has finally established of a modern antitrust system, although its surcharge system could be further improved so as to enhance the deterrence effect of the law. China and Hong Kong (as most other East Asia countries) are at the early stage of developing an adequate and effective competition policy. Controversy surrounds the adjudication of the United States Navy (USN) commander whose submarine collided with and then sank a Japanese fishing boat in February 200l. The USN has Issued a letter of reprimand to the commander and is allowing him to leave the Navy with full pension based on his current rank, as opposed to authorizing a court-martial that would have rendered the commander liable to very serious criminal charges and sentences. At Issue have been the effects of the adjudication on military personnel aware of the adjudication.

Relative gains problem basically means unequal cooperative payoffs disproportionately favoring partners. With the relative gains problem widely accepted as a serious impediment to international cooperation, some scholars have theoretically argued or modeled several conditions that are most likely to foster a state's sensitivity to relative gains and thus substantially affect the prospects for cooperation. But little empirical work has been done to date. The central objective of this dissertation is to test whether those theoretical propositions can be supported by empirical evidence. For 38 years, the Liberal Democratic Party (LDP) maintained single-party control over the Japanese government. This lack of partisan turnover in government has frustrated attempts to explain Japanese government policy changes using political variables. In this paper, we look for intraparty changes that may have led to changes in Japanese budgetary policy. Using a simple model of agenda-setting, we hypothesize that changes in which intraparty factions “control” the LDP affect the party’s decisions over spending priorities systematically. This runs contrary to the received wisdom in the voluminous literature on LDP factions, which asserts that factions, whatever their raison d’être, do …

This thesis discusses the role the Japanese aid has played in accommodating the structural change of Sino-Japanese economic relations and in dealing with the economic and political crisis that has jeopardized their bilateral relations and Japan's own national interest. Japan's early resumption of economic aid to China after Tiananmen reflects how aid philosophy differs from that of most of the other Western aid donors. The conclusions are that Japan's large loan to China has played a vital role in maintaining and strengthening Sino-Japanese economic relations, that the aid has made the interdependent relations between the two countries an asymmetric one, …

Explaining Policy Failure: Japan And The International Economy, 1969-1971, Robert C. Angel

This paper examines the determinants of Japan's most serious postwar blunder: failure to define and implement effective and timely countermeasures to deal with its change from deficit to surplus international monetary status during the 1969-1971 period. It concludes that intense bureaucratic compartmentalization and a lack of supra-ministerial leadership of national policy were key determinants of this failure, leaving Japan's political system dependent upon irresistible external pressure (gai-atsu), in this case from the United States, to define and force implementation of necessary policy changes. The Soviet Union attacked- and defeated Japanese forces in Northeast Asia in the final days of the Second World War, and 2,100,000 Japanese soldiers and civilians suddenly fell into the hands of the Red Army. This thesis examines the experiences of Japanese in Soviet custody, efforts to obtain their release, and their eventual return to Japan. Repatriation of civilians from Soviet-controlled areas was slow, and military personnel were taken to the USSR for use as forced labor for several years. The Soviets conducted an intensive Marxist-Leninist indoctrination program for prisoners of war, and a professed acceptance of communism was a …

The Korean War was a benchmark in the modern history of Japan. It became a catalyst for political action, and the fountainhead of the "economic miracle" that raised Japan once again to a prominent position among nations. The Korean War helped solve many political problems, including the tricky question of a peace treaty. It confirmed Japan's commitment to a no-war constitution. It also permitted the Japanese government to relax the restrictions imposed by occupation authorities.
