Untested rape kits sit in crime labs, hospitals, evidence lockers, or storage facilities untouched. In the worst-case scenarios, rape kits have been thrown out of police storage before the statute of limitations had expired. A major public policy problem is developing as these kits stack up and create a backlog. The primary problem with the rape kit backlog is that all victims are not receiving justice. To solve the problem, the backlog of rape kits needs further exploration and analysis. In many instances, nationalism appears to be, too, as evidenced by the anti-immigrant and “nation first” rhetoric and success of presidential candidates, such as Donald Trump in the United States and Sebastian Pinera in Chile. Used by states to investigate patterns of past human rights abuses, truth commissions have garnered considerable consensus for their value in addressing past harms and repression. Many still tout the South African model as a success story of truth commissions. This dissertation provides answers to two questions. First, what role, if any, did earlier investigative institutions play in shaping South Africa’s Truth and Reconciliation Commission (TRC)? The dissertation argues that the Commission of Inquiry for the Prevention of Public Violence and Intimidation, also known as the Goldstone Commission, played a central role in transforming information- gathering measures in South Africa. …

The main intellectual problem I address in this study is how everyday communication activates the relationship between creativity, conflict, and change. More specifically, I look at how the communication of creativity becomes a process of transformation, innovation, and change and how people are propelled to create through everyday communication practices in the face of conflict and opposition. With increasing infrastructural projects and land titling in the Peruvian Amazon, many changes are occurring within small roadside communities. In this case study, we investigate how these changes impact livelihoods, land use, travel patterns, and social relations within the broader concepts of development, privatization of land, and commodification of nature. Specifically we focus on the caserío La Habana situated on the Iquitos-Nauta highway in the Loreto region of Peru. In order to understand the Velvet Revolution, other cases of Color Revolutions should be explored -- the Bulldozer Revolution in Serbia, the Rose Revolution in Georgia, the Orange Revolution in Ukraine, and the Tulip Revolution in Kyrgyzstan. Women are underrepresented in mayor’s offices and on city councils across Latin America. In this paper, I examine gender-based differences in individual opinions toward running for office in Argentina and Uruguay, as well as conduct a twenty-six country analysis on factors related to female representation in municipal government. Based on these analyses, I make three main conclusions about female local representation in Latin America. The first conclusion is that women in Latin America are significantly less likely to want to run or feel qualified to run for office. In its broadest sense, presidential control encompasses all the actions, in both word and deed, whereby presidents “go it alone” to adopt policies in the absence of congressional will to do so, and sometimes directly contrary to it. This dissertation studies how President Obama used rhetorical and administrative tools of presidential control to address the “wicked problem” of climate change. This thesis presents a practitioner’s view on interest groups and interest group theory based primarily on Mancur Olson’s conclusions that small, organized minority interests have an advantage over the large, disorganized majority interests in the policymaking process; it tests the “why” behind this theory through an examination of a variety of factors, including the influence of money, the power of communications tools deployed by these interests, and the lobbyists’ role. The East German film industry (led by state film company DEFA) had, since its inception in 1946, focused heavily upon the theme of antifascism. However, the meaning and definition of antifascism changed dramatically over the course of East Germany’s early history. In DEFA’s earliest days, antifascism was a confrontation of Germany’s Nazi past and argued that capitalism was a forebearer to fascism. As the East German state formed, antifascism evolved, casting America and its unchecked capitalism as the enemy to democracy. Despite a long history of student organizations on college campuses there is relatively little research on participation and student experiences in such groups, especially on what factors motivate students to become involved. This study sought to examine factors that influence participation in political organizations on college campuses through dependent variables of attendance and holding a leadership role. The sample focused on groups understood to be “liberal” such as the College Democrats, environmental groups, and others. In this thesis, I explore differences between certain non-Spanish nationalist movements within Spain. To do this, I examine similarities and differences in economic, political, and cultural factors that may explain why some Spanish autonomous communities exhibit major nationalist movements and some do not. These factors include the presence of proclaimed nationalist political parties, strongly identified cultural identities, and historical elements that point to the existence of a non-Spanish identity or nationalist movement.

How do voters react to political scandal, especially when a like-minded partisan is involved? We look to answer that question by utilizing the concept of self-monitoring. Before collecting the data, expectations were that high self-monitors would identify as an independent when exposed to the partisan political scandal. But, when presented with a non-partisan political scandal, high self-monitors would feel more comfortable identifying as their own partisanship. This study offers mixed results. We found that high self-monitors had the only meaningful differences, and low self-monitors did not display significant differences across the versions. This dissertation examines the mechanisms that set Spanish-language (SL) news media apart from mainstream media, and how they influence political behavior and identity among US Latinos. This paper examines the effectiveness of Costa Rica’s Payments for Environmental Services, or PSA program, which provides government subsidies to participants who protect forested lands or reforest their land. Effectiveness is determined in terms of the program’s progress in reversing deforestation and generating reforestation efforts, with particular attention paid to the success and failings of the program in reaching small landowners.
