Understanding the needs and challenges of industry, community and government is key to providing relevant and constructive advice to government. During 2021/22, the Council continued to monitor biosecurity-related developments at national and State levels and proactively engaged with industry, community and government on biosecurity matters.

The key areas of advice that were progressed during the year were:

• The use of biological control agents to manage pests;
• Mechanisms for funding biosecurity and pest management; and
• Other matters as requested by the Minister.

Sustainability is an important, commonly discussed societal goal regarding assurance of resources for the world to be able to enjoy a prosperous future. Three primary dimensions of sustainability include environmental, economic, and social sustainability, and objectives for various projects can be aimed at any of the three dimensions to pursue societal sustainability. Solar installations, which can be used to pursue environmental and economic sustainability, convert abundant sunlight to electricity, displacing fossil fuel use that contributes harmful greenhouse gases to the atmosphere. 1. Water availability for irrigation is threatened in many regions by rapidly increasing demand for nonagricultural water uses in industry, households, and the environment. The scarcity of irrigation water will not only impact crop production, but also meat production, as much of the pasture used to feed livestock is irrigated.

2. Grassland is caught between two countervailing forces: a requirement for increasing meat demand that boosts the need for additional pasture to support livestock production, and rapidly increasing water scarcity that makes pasture irrigation uneconomical.

Crump et al. provide eight criteria for evaluating sentience in decapods, with scope for for application to other taxa. Their work has attracted the interest of policymakers. This commentary discusses the limitations of conceptual and legal acknowledgement of sentience in chainging practice and public attitudes. More work is needed. Social science may be able to help.

Rusty Blackbird populations in the United States have been declining for decades due to a multitude of stressors. Wildlife conservation in the United States was built by the dollars of consumptive users. Monies from the sale of hunting licenses, as well as excise taxes on firearms, ammunition, and archery tackle through the Pittman-Robertson Federal Aid in Wildlife Restoration Act (PR), currently fuel a complex system of wildlife conservation via multiple levels of government. However, the number of hunters in this country is rapidly declining, the sale of firearms and ammunition is increasingly unrelated to hunting, and contemporary consumers tend to express different values than traditional hunters. This study examines procurement practices and policies that hinder or facilitate public research and development. An online survey and interviews with key informants in 44 research development institutions (RDIs) in the Philippines were conducted. Participants include Project Leaders, members of the Bids and Awards Committee (BAC), the BAC secretariat, chief accountants, technical working groups, and suppliers. The results show that some procurement policies, workflows, and capacities of the procuring entities contribute to procurement delays. A lack of qualified or suitable suppliers and a limited market of highly specialized and scientific equipment are also factors affecting procurement efficiency. It is recommended …

Sugar-sweetened beverage (SSB) consumption is decreasing nationally, yet intakes remain high in certain sub-populations as new varieties of SSBs are introduced. This study aims to expand on SSB intake patterns among adults living in Appalachia to develop policy, systems, and environmental (PSE) interventions to reduce consumption. Baseline cohort surveys were conducted to examine beverage consumption patterns of adults in one rural Appalachian county in Kentucky using a validated BEVQ-15 instrument. There is an element of irony around pastoralism and research in Eastern Africa. While it is one of the most researched production and livelihood systems, pastoralism is also the least understood by policymakers and development actors, with discussions about its importance characterized by significant gaps in knowledge. Over-grazing of the grasslands in China and Mongolia is a common problem. Herders typically aim to increase their animal numbers to then hopefully, improve their status and incomes. Various studies have shown that stocking rates often need to be halved to restore grasslands to a sustainable state. Governments have been enacting policies to achieve a reduction in stocking rates, especially in China. However, in both countries, herders have freedom to set their own stocking rates. Overgrazing is widely acknowledged to be the main driver of grassland degradation. Governments seeking to address the grassland degradation problem have therefore focused on policies designed to reduce overgrazing. The Chinese government has implemented a series of policies with the aim of protecting the grasslands from more serious degradation. The efficacy of these policies has been questioned given that, since their introduction, stocking rates have remained high in many affected areas. It has been suggested that the government should enhance grassland monitoring and the punishment of overgrazing. Background

Opportunities for physical activity within out of school hours care (OSHC) are not well documented in Australia. This study explored factors associated with children (5–12 years) meeting 30 min of moderate to vigorous physical activity (MVPA) while attending OSHC in the afternoon period.

Methods

A cross-sectional study, conducted in 89 OSHC services in New South Wales, Australia, serving 4,408 children. Each service was visited twice between 2018–2019. Physical activity promotion practices were captured via short interviews and System for Observing Staff Promotion of Physical Activity and Nutrition (SOSPAN). Background

Early breastfeeding cessation is a societal concern given its importance to the health of mother and child. More effective interventions are needed to increase breastfeeding duration. Prior to developing such interventions more research is needed to examine breastfeeding supports and barriers from the perspective of breastfeeding stakeholders. One such framework that can be utilized is the Socio-Ecological Model which stems from Urie Broffenbrenner’s early theoretical frameworks (1973–1979). The purpose of this study was to examine supports and barriers to breastfeeding across environmental systems.

Nitrogen (N) is an essential but generally limiting nutrient for biological systems. Development of the Haber-Bosch industrial process for ammonia synthesis helped to relieve N limitation of agricultural production, fueling the Green Revolution and reducing hunger. However, the massive use of industrial N fertilizer has doubled the N moving through the global N cycle with dramatic environmental consequences that threaten planetary health. Thus, there is an urgent need to reduce losses of reactive N from agriculture, while ensuring sufficient N inputs for food security. 2020 was to be a landmark year for setting targets to stop biodiversity loss and prevent dangerous climate change. However, COVID-19 has caused delays to the 15th Conference of the Parties (COP) of the UN Convention on Biological Diversity and the 26th COP of the UN Framework Convention on Climate Change. Negotiations on the Global Biodiversity Framework and the second submission of Nationally Determined Contributions under the Paris Agreement were due to take place at these COPs. Introduction

Obesity disproportionately affects rural communities, and Appalachia has some of the highest obesity rates in the nation. Successful policy, systems, and environmental (PSE) interventions to reduce obesity must reflect the circumstances of the population. We used a health equity lens to identify barriers and facilitators for healthy food access in Martin County, Kentucky, to design interventions responsive to social, cultural, and historical contexts.
