Scholarly communication no longer consists merely of papers and publications. Research data have become valuable objects to be captured, documented, and shared. Funding agencies are requiring "data management plans" for all new proposals. Libraries, universities, and research institutes are assessing how to manage those data in ways that can be leveraged for future value. But what are "data"? We are drowning in them without being able to define what they are. Theodore Dru Alison Cockerell, entomologist and systematic biologist, published nearly 4,000 papers, some of them only a few lines long. Cockerell’s special interest in bees led him to describe and name specimens from the United States, the West Indies, Honduras, the Philippines, Africa, and Asia. He published at least 5,500 names for species and varieties of bees and almost 150 names for genera and subgenera. It has been estimated that this represented over a quarter of all known species of bees during his lifetime. Above all, however, Cockerell was a general systematist. Jay Hegde (Letters, 29 Oct., p. 637) asserts that “science students enter graduate school for the wrong reasons” when they seek “wholesale tuition waivers and stipends.” The implication is that students, with their sights set only on the big bucks they’ll rake in as graduate students, disregard that they may be unemployed after receiving their doctorate because of the lack of professional-level positions. I fully support the establishment of taxonomic names in electronic-only publications and would like to make some recommendations based on my professional experience in archival sciences, as a Scholarly Communications Librarian. The proposed amendment to the Code needs only to be explicit in what is required of authors and publishers for electronic-only publication, and all contingencies can be covered. She expands her thesis through chapters such as: "Toward a Theory of the Egalitarian Technosphere: How Wide Is the Digital Divide?" and "The Revolution Will Be Digitized: Reimaging Africanity in Cyberspace." Throughout, Everett aims to explain why she is both hopeful and discouraged by the level of engagement either enjoyed by or denied to African Americans in the digital sphere. The story of the scourge of pellagra, a fatal niacin deficiency characterized by a severe skin rash, diarrhea, and dementia, has faded into obscurity in this country. With a mortality rate of upwards of 30 percent, it plagued the southern United States as late as the 1940s, claiming the lives of hundreds or thousands of impoverished Southerners every year. Joseph Goldberger's family, Hungarian Jews, emigrated to New York City in 1883 when he was nine years old. He became a scientist working in the U.S. Public Health and Marine Hospital Service. With few minerals or other natural resources, Rwanda believes that she can still achieve her ambitions by investing in human capital - her unique resource. If this ambition can be achieved, then is this the next role model for international development? We used a case study design and analysis methods to examine development models used elsewhere in recent decades, using both qualitative and quantitative data on Rwanda to establish the comparative advantages in relation to Singapore’s economic development model. Data repositories rely on the deposit of materials from the communities they serve, forming a chain of stakeholders from the data creator to the repository and data user. Top-down policies that describe the responsibilities of the depositing scientists and other stakeholders are drafted accordingly. But we see very little deposit of scientific data beyond the Big Sciences or communities for whom deposit is required by publications. As part of an ongoing data practices study, we asked scientific researchers about who would be responsible for the data collected.
