Legal gambling operations in the United States are based on public policy decisions. Although research has shown that gambling intensity levels are related to a number of individual disorders and impose significant economic costs on society, the data is incomplete. This dissertation addresses a continuing crisis in our nation's education system. Historically African American students have underperformed academically. This achievement gap is particularly pronounced for African American males. AVID (Advancement Via Individual Determination), an academic support program for underachieving students, most recently created the African American Male Initiative (AAMI). The AAMI was designed specifically to respond to the needs of black males. Despite its efforts, the AAMI has had a difficult time attracting and retaining black male participants. California's community colleges and public and private universities must collaborate to address the Tidal Wave II student enrollment surge composed mostly of Hispanic/Latinos and Asian students in order to meet the educational needs of community college transfer students (CCTSs). Since the first African slave ship arrived on the American shores, the nature of life for these new inhabitants has differed greatly from that of any other immigrant group. The usual patterns of assimilation were not present. While most other immigrant groups were able to assimilate within three generations by making name changes, taking on characteristics of the majority population, finding employment and acculturating via education, the same avenues were not available to Blacks. This modified case study honors the voices of 21 Cree participants, including nine students, six parents, four community leaders and two Elders. This study, written from an insider's perspective, identified more than 50 reasons why First Nations students dropped out of three provincial high schools located in northern Alberta, Canada. The results were collapsed into several categories that can best be generalized as resulting from the effects of colonization. The language of leadership is becoming increasingly spiritualized. Terms more often found in the sanctuary are now being applied to the leadership domain. Without a clear understanding of each, confusion results. This research explored the common boundaries between spirituality and leadership. Ten persons with leadership experiences were interviewed with regard to what relationships existed between their leadership and their spirituality.
