Legal gambling operations in the United States are based on public policy decisions. Although research has shown that gambling intensity levels are related to a number of individual disorders and impose significant economic costs on society, the data is incomplete. For example, while research indicates that certain demographic categories and proximity to places of gambling are predictors of high gambling rates, there is little information on the impact of economic conditions on gambling intensity, as well as the prevalence of such behavior in specific locations. This dissertation addresses a continuing crisis in our nation's education system. Historically African American students have underperformed academically. This achievement gap is particularly pronounced for African American males. AVID (Advancement Via Individual Determination), an academic support program for underachieving students, most recently created the African American Male Initiative (AAMI). The AAMI was designed specifically to respond to the needs of black males. Despite its efforts, the AAMI has had a difficult time attracting and retaining black male participants. Latinos are the largest and fastest-growing ethnic group in the United States, yet they also are the group that has the least amount of formal education. The literature suggests that parental support helps Latinos succeed academically in elementary, middle, and high schools. An examination of the literature in the field of Leadership Studies exposes a void in understanding activism as leadership among Latinas/Chicanas. The contemporary theories of scholars including James MacGregor Burns (1978) and Joseph C. Rost (1993) suggest there may be shared qualities between specific concepts of leadership and the everyday working practices of Latina/Chicana activist educators. For many African American college students, the challenges to achieve academic success are overwhelming. The disproportionate number of African American male students enrolled in the community college system is of substantial concern because community colleges have not traditionally been successful in producing African American male graduates and transfers at the same rate as their counterparts from other racial and gender groups. Policymakers have acted as if the federal government was the prime mover in developing and supporting American communities with significant needs. That assumption is now being challenged not only by politicians who recommend funding faith-based initiatives, but also by scholars who make the case for giving the nation's churches a central role in tackling community problems, including problems associated with poverty (Boddie, 2003). California's community colleges and public and private universities must collaborate to address the Tidal Wave II student enrollment surge composed mostly of Hispanic/Latinos and Asian students in order to meet the educational needs of community college transfer students (CCTSs). Avoiding the issue will result in continued neglect of CCTS within public and private institutions; possible outcomes include delayed graduation and potential attrition of at-risk students. Since the first African slave ship arrived on the American shores, the nature of life for these new inhabitants has differed greatly from that of any other immigrant group. The usual patterns of assimilation were not present. While most other immigrant groups were able to assimilate within three generations by making name changes, taking on characteristics of the majority population, finding employment and acculturating via education, the same avenues were not available to Blacks. For the past two hundred and fifty years, the relationship between First Nations and Euro-Canadians, has shifted from an equal partnership to one of colonized and colonizer. Despite this history, First Nations people have shown resiliency, continuing to honor beliefs, values, and traditions. This modified case study honors the voices of 21 Cree participants, including nine students, six parents, four community leaders and two Elders. This study, written from an insider's perspective, identified more than 50 reasons why First Nations students dropped out of three provincial high schools located in northern Alberta, Canada. The results were collapsed into several categories that can best be generalized as resulting from the effects of colonization. Canada's First Nations have a long history of oppression, colonization, and the resultant soul wounds. The language of leadership is becoming increasingly spiritualized. Terms more often found in the sanctuary are now being applied to the leadership domain. Without a clear understanding of each, confusion results. This research explored the common boundaries between spirituality and leadership. Ten persons with leadership experiences were interviewed with regard to what relationships existed between their leadership and their spirituality.
