China's Unbalanced Development, And What We Can Learn From It, Manfredo F. Camperio Ciani

This paper argues that China’s development is unbalanced, and to see the unbalance we must divide the concept of development into different categories representing its different aspects, such as economic, urban, social, and sustainable. By looking at the different characteristics of development through time, it is possible to see where the unbalance lies. Furthermore, we learn that by categorizing the nature of development, we can gain a more comprehensive insight into the development of individual countries. In conclusion, this paper proposes the creation of a possible Development Index, as it can provide greater understanding of each country’s development.

The Central America depicted in the article under review resembles a region visited by the Four Horsemen of the Apocalypse—colonial Conquest, civil War, Famine and other natural disasters, and poverty, disease and Death. Added to this list of woes are the recent drug-fueled conflict, democratic instability, weak state capacity, and the socio-economic fallout of the economic recession in the United States. This paper outlines three international policy options for Somalia in an effort to begin working towards solving the issues that have plagued the Horn of Africa for over 40 years. A short introduction summarizing Somalia’s tumultuous history precedes an examination of the three policy options. The first proposal, as supported and practiced by the U.S. State Department, is an interventionist policy involving political, economic, and in the past, military intervention. Presently alcohol policy in India takes a moral stand rather than a scientific approach towards understanding and dealing with the problem of alcoholism. To effectively address this social problem in India, public policy must take into account the nature, extent of the problem and the context in which it occurs. This literature review examines the nature, prevalence and impact of alcohol use and misuse in India, within its historical and cultural contexts, as a beginning step to inform policy. Recommendations for practice and future research directions are suggested.

China’s human rights record has been the subject of intense scrutiny. Therefore, when China was chosen to host the 2008 Summer Olympics, the decision was predictably controversial. There were calls for boycotts of the opening ceremony by many international actors, such as Human Rights Watch, Amnesty International, and an assortment of political figures. Institutions such as the United States Commission on International Religious Freedom argued that boycotting the games would bring critical attention to China’s troubled human rights record, which would ultimately provoke Beijing to alter its controversial policies. This thesis explores the history of the transatlantic alliance since World War II in conjunction with the unification and development of the European Union, particularly examining the stability of the alliance, as the EU has become a major global actor economically and politically. The foreign policies of EU/US international interventions are examined in a pre and post- September 11th context, focusing on the Balkan crisis and the Bush administration’s Global War on Terrorism. Farmers’ Preferences For Development Intervention Programs: A Case Study Of Subsistence Farmers From East Ethiopian Highlands, Wagayehu Bekele

The aim of this paper is to better understand farmers' perception of the relevance of different development intervention programs. Farmers’ subjective ranking of agricultural problems and their preference for development intervention are elicited using a stated preference method. The factors influencing these preferences are determined using a random utility model. The study is based on a survey conducted in the Hunde-Lafto area of the East Ethiopian Highlands. Individual interviews were conducted with 145 randomly selected farm households using semi-structured questionnaires. The study suggests that drought, soil erosion and shortage of cultivable land are high priority agricultural production problems for farmers. …

This paper evaluates the contribution of housing policy in Singapore to financial sector development, housing wealth formation and macro-economic performance, both retrospectively and prospectively. It provides an overview of past housing policies and traces the linkages to the financial sector. Housing policy as effected through the Housing and Development Board and the Central Provident Fund (CPF) hampered the development of the commercial housing loans sector and domestic financial markets, but contributed to the overall growth and stability of the housing loans market and associated financial institutions. The Challenge Of Administration By Regulation: Preliminary Findings Regarding The U.S. Government's Venture Capital Funds, Jonathan G.S. Koppell

This article assesses the ability of elected officials to control public policy as implemented by public/private hybrid organizations, specifically, government venture capital funds. The study reveals greater control over OPIC investment funds than Enterprise Funds despite the existence of more traditional administrative tools of control for Enterprise Funds. This finding suggests that the regulatory infrastructure for hybrid organizations is more determinative of control than the existence (or lack) of traditional administrative control tools. Thus the challenge of hybrid government centers on the development of regulation as a substitute for administration.
