The African Union (AU) was established on July 8, 2001. Its predecessor was the Organization for African Unity (OAU)—established in 1963. The charter that created the OAU was the result of several multinational African conferences held in the 1950s and 1960s aimed at supporting Africans who were still under colonial rule to incite change through non-violent means. The OAU had just four organs: the Assembly of Heads of State and Government, the Council of Ministers, the General Secretariat and the Commission of Mediation, and Conciliation and Arbitration. Exchanging Development For Market Access? Deep Integration And Industrial Policy Under Multilateral And Regional-Bilateral Trade Agreements, Kenneth C. Shadlen

This paper analyzes the developmental trade-offs involved in multilateral versus regional-bilateral strategies of integration into the international economy. I contrast the regulations that guide policy in the areas of trade, investment, and intellectual property in the World Trade Organization (WTO) and in regional-bilateral agreements between the US and developing countries. Both strategies of integration feature similar trade-offs, in that developing countries gain increased market access and opportunities for specialization in exchange for diminished space for use of industrial policy instruments to create new productive capacities. The difficulties of developing and executing a sustainable development program in Small Island Economies (SIEs) are well documented. Comparatively small domestic markets, remote export markets, a dearth of natural and human resources, susceptibility to environmental change and natural disasters, plus limitations on the state’s capacity to govern economic activity have narrowed the range of feasible development strategies resulting in a reliance on sectors vulnerable to the vicissitudes of the global economy.

Human rights’ and other international law activists have long worked to add teeth to their tasks. One of the most interesting avenues for such enforcement has been the Alien Tort Statute (“ATS”). This article offers an analysis of a struggle for control of a women’s development project in Nepal. The story of this struggle is worth telling, for it is rife with the gender politics and neo-colonial context that underscore much of what goes on in contemporary Nepal. In particular, my analysis helps to unravel some of the powerful discourses, threads of interest, and yet unintended effects inevitable under a regime of development aid. Th e purpose of the present paper is to investigate Timbuktu’s economic decline in the three centuries elapsed between 1526, when Leo Africanus reached the Mysterious City, and 1830, when the fi rst European explorers arrived in Timbuktu. It is argued that Timbuktu’s decline was neither an accident nor the result of inevitable natural conditions. Timbuktu’s decay was the product of historical and social forces. Specifi cally, it is argued that Timbuktu lost power and prestige because its market decayed. However, it is also suggested that no single factor can account individually for this event. Virtually every aspect of life in North Yemen has changed dramatically since 1977, including those aspects of Yemeni society which represent continuity with the past: tribalism, rural life, and use of qat.1 The driving force for change has been economic. By 1975, Yemen was caught up in the dramatic developments that affected all Arab countries. Rising international oil prices generated enormous surpluses in the producing countries, enabling them to initiate ambitious development plans and forcing them to import workers.
