This thesis proposes US maritime forces adopt a new strategy of pre-tipping point operations that involve proactive measures to enhance maritime security. At its core is the premise that since the attacks of September 11, 2001, the propensity of efforts in GWOT have focused on defeating terrorist organizations and denying sanctuaries on land, leaving the maritime operating environment open to the next wave of terror attacks.1 With the preponderance of commercial goods shipped through the maritime commons, this critical nexus remains valuable and vulnerable. This paper offers a few preliminary reflections on some ethical implications stemming from the disconnect between the moral rhetoric and the reality of the War on Terrorism. I suggest that the Bush Administration certainly shares a large part of the responsibility for constantly attempting to justify a war that, by the standards of traditional just war theory, is almost impossible to see as just. However, I also suggest that part of the responsibility lies with a public that demands high ethical standards of its public officials, but appears to be ultimately unprepared to face the full consequences of acting ethically …

Homeland politics shaped Arab and Palestinian nationalism over the course of three political administrations in historic Palestine. Policy administered under the Ottoman Empire and the British Mandate directly affected the national identity of the indigenous population. Just before the creation of the State of Israel in 1948, 'Palestinian' came to refer to the Muslim and Christian majority, and excluded the Jewish minority, as a consequence of homeland politics. This study focuses on the impact of these policies on emigrants from Palestine under the Ottoman Authority, the British Mandate, and after the creation of the State ofIsrael in 1948. The political …

This article investigates how recent attempts by the European Union (EU) and the Organisation for Economic Co-operation and Development (OECD) to clamp down on harmful tax competition will affect small island economies with offshore financial centres (OFCs). It argues that although there are legitimate concerns about the initiatives, the likelihood that small island OFCs will disappear is remote. A confluence of factors have forced the EU and OECD to dilute their original proposals to the extent that while some marginal OFCs may be driven out of existence, more sophisticated OFCs will be unharmed and may even benefit from this supposed …

This article is the result of reflection that emerged while conducting qualitative field research on nationalism and exclusion in Portugal. The problem I confronted was when to stop interviewing. Stated more precisely, I was seeking an answer to the question of when one has collected enough empirical data to support or reject one’s hypotheses. South Korea’s diplomatic and security focus has inevitably been on North-east Asia and its difficult relationship with its northern neighbour, but South Korea also has a role to play in the broader Asian Pacific region. This paper analyses South Korea’s increasing economic, political and cultural links with the region and its role in the development of Asian Pacific regionalism. This essay analyzes the economic implications that a North Korean nuclear test would have on Northeast Asia. Main Argument: A North Korean nuclear test would likely have a negative, though noncatastrophic, economic impact on the region: -South Korea would likely suffer from capital flight, consequent declines in asset prices and investment, and possibly a minor budgetary loss associated with existing investment guarantees to companies operating in North Korea. - Japan’s economy would also suffer from capital flight, asset price declines, and a reduction in investment. The most radical consequence, however, would be political: a nuclear test might strengthen Japanese attitudes …

Emboldened by the ascendance of economic issues on the global agenda and the erosion of security-driven bipolar structures, Taiwan in the late 1980s decided to use its economic advantages for diplomatic gain. Examination of changes in three phases of Taiwan's initiatives indicates that its inter-governmental organization strategies and targets correlate well with domestic politics and external factors.

The North Atlantic Treaty Organization (NATO) is a product of the Cold War through which its members organized their military forces for the purpose of collective defense against the common threat of Soviet-backed aggression. Employing the terminology of regime theory, the creation of NATO can be viewed as the introduction of an international security regime. Throughout the Cold War, NATO member states preserved their commitment to mutual defense while increasingly engaging in activities aimed at overcoming the division of Europe and promoting regional stability. It symbolized one of the world’s most famous water – sharing agreements – in addition to making Jordan the only Arab country after Egypt to normalize relations with Israel. As the international response to recent events in Darfur demonstrates, the restriction of authority to intervene to the United Nations poses the greater legal barrier to intervention. From a practical perspective, then, the more pressing question may be whether international law ought to be modified to permit states, or multi-state organizations, to carry out unilateral humanitarian interventions; that is, interventions that are not authorized by the United Nations. The issue here is essentially a moral one: would the incorporation of a right to unilateral humanitarian intervention entail a moral improvement to international law – for example, a decrease in the …

This dissertation looks at the topic of brain drain from a new lens. It departs from the traditional literature to include discussion on brain gain and brain circulation using Indian migration to the United States as case study. While it cannot be denied that host countries have policies that encourage or provide the necessary conditions for brain drain to take place, it must be taken into account that many source countries now benefit from out-migration of their workers and students.
