This Report reviews the operations of the Central Bank of Nigeria (CBN) and macroeconomic developments during the fiscal year 2006 and appraises the major economic policy outcomes during the period. The Bank reported a stable foreign exchange market in 2006, with an average effective official exchange rate of N 128.65 per U.S dollar, an increase of 2.6% over 2005. The stock of external reserves, valued at US$12.30 billion, was 49.6% higher than in 2005, driven by high crude oil prices and lower debt-service burden. The reserves were equivalent to 28.4 months of import cover, exceeding the 6 months requirement under …

In America and across the world, the use of ecosystem-based management is
increasing. One of the primary challenges faced in using this method of management is the integration of economic data and environmental information. This report explores the use of a new tool for integrating economic data, ecosystem-based economic indicators, in a case study of Elkhorn Slough National Estuarine Research Reserve, an estuarine environment located in Monterey County, CA. This OLLAS policy brief seeks to enhance basic information regarding the role Latinos will play in shaping the future of politics in Nebraska in the short and medium term. Because issues such as immigration policy, fair housing, labor practices, and public education have risen to the top of the political agenda nationally and statewide, and because these issues most directly impact the lives of Nebraska’s growing Latino constituencies legitimately, we must consider to what extent Latino stakeholders can shape the debate and articulate acceptable policy responses to these matters.

Capitalism is often thought of as a struggle between the ‘haves’ and ‘have-nots’. What local leader or public official wants to be faced with an SOS the “same old story” of public discord and confrontation over growth and development in one’s community? That situation has become a problem for efforts to promote smart growth. Investments are needed in the walkable, compact, traditional‐streetscape and mixed use neighborhoods and developments that are more sustainable and healthy than sprawl, for both people and the landscape. Yet attempts at such change all too often end up mired in costly public controversy and stalemate.

Performance, Growth And Earnings Management, Chi Wen Jevons Lee, Laura Yue Li, Heng Yue

We study the relationship between the amount of managed earnings and firms' earnings performance and expected growth in a reporting model, where managers manipulate earnings to influence the valuation of firms' equity while bearing a cost that is increasing and convex in the amount of managed earnings. In the unique revealing equilibrium to the model, firms with higher performance and growth over-report earnings by a larger amount because price responsiveness increases with earnings performance and growth. And earnings quality, defined as the proportion of true economic earnings in total reported earnings, increases with earnings performance but decreases with earnings growth. …

The objective of the entrepreneurship Confidence Survey is to assess the entrepreneurial climate and entrepreneurs’ confidence in their ability to start and sustain a business in Northeast Ohio. The intention is to repeat the survey annually for the next several years to identify trends that might emerge. The survey has been constructed to measure respondents’ perceptions regarding several issues, including access to capital, workforce supply, information provided by educational institutions and business support organizations, networking opportunities, government responsiveness, attitudes toward entrepreneurs, adequacy of infrastructure, quality of life, and confidence in the regional economy and the ability to start or sustain …

On The Magnet Effect Of Foreign Direct Investment, Pao Li Chang, Chia-Hui Lu

We extend Antras and Helpman (2004) on firm heterogeneity and organizational choice to a dynamic setting with FDI uncertainty, in which the probability of investment failure decreases with the host country's infrastructure level and increases with the technological complexity facing each firm. Moreover, it decreases over time as the accumulated mass of firms succeeding in FDI increases. We show that a minimum level of infrastructure is required to trigger a first wave of industrial migration. We then formalize the often noted "magnet effect" of FDI - the first wave of industrial migration generates positive externality (information spillover) for subsequent investors, …

In recent years, there has been a growing focus on entrepreneurship as a principal source of economic growth. Many economic development practitioners and public policymakers are taking note of this, shifting attention and resources toward activities to support entrepreneurship. This reflects a broader shift toward strategies that spur growth from within (endogenous growth) rather than seeking economic gains from the outside (exogenous growth).

In 2005, insured losses from hurricanes and other catastrophes were greater than in any other year in U.S. history. NOAA’s National Hurricane Center estimates that $85 billion of total damages resulted from Hurricanes Katrina and Rita alone. One year later, the region affected by these two hurricanes still struggles to recover, both as a place to live and as a viable economy. Using data from the BLS Quarterly Census of Employment and Wages, the National Ocean Economics Program has developed a data series that allows the economic damage to coastal regions to be seen in a new light: what happens …

The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site. This paper establishes a simple model of long run economic and political development, which is driven by the inherent technical features of different production factors, and political conflicts among factor owners on how to divide the outputs. The main capital form in economy evolves from land to physical capital and then to human capital, which enables their respective owners (landlords, capitalists, and workers) to gain political powers in the same sequence, shaping the political development path from monarchy to elite ruling and finally to full suffrage. The Transition From Relational To Legal Contract Enforcement, Fali Huang

This paper studies the transition of contract enforcement institutions. The prevalence of relational contracts, low legal quality, strong cultural preference for personalistic relationships, low social mobility, and highly unequal endowment form a cluster of mutually reinforcing institutions that hinder economic development. The cultural element per se does not necessarily reduce social welfare though it may slow down the legal development, while the real problem lies in endowment inequality and low social mobility. Thus a more equal distribution of resources may be the ultimate key to unravel the above interlocking institutions. These results are generally consistent with the empirical evidence.

This study projects the general economic impact from exploration and development activities related to the Fayetteville Shale. The Fayetteville Shale is an unconventional gas reservoir located on the Arkansas side of the Arkoma Basin, ranging in thickness from 50 to 325 feet and ranging in depth from 1,500 to 6,500 feet. The Fayetteville Shale is aerially extensive and may be present across numerous counties in central and eastern Arkansas, including the counties of Cleburne, Conway, Faulkner, Independence, Johnson, St. Francis, Prairie, Van Buren, White, and Woodruff.

This report is the third in a series of studies examining the impact of the implementation of the smoke-free ordinance in Fayetteville, Arkansas in March of 2004. The ban on smoking in public places in Fayetteville provides an opportunity to scientifically investigate the economic impact of this change in public policy. By comparing pre-ban historical economic growth rates to post-ban growth rates both within the city of Fayetteville and in comparable communities, some measure of the impact can be developed. Variables of interest include hotel, motel, and restaurant (HMR) taxes, employment, and sales taxes. The changes in these variables need …
