This honors thesis will examine current and theoretical "cap and trade" emissions trading schemes in an attempt to make recommendations on how to improve this regulated commodity market. The various control mechanisms available to regulators will be discussed: including allocation methodology, benchmarking, banking, variation in design frameworks, etc. To aid and support the proposed policy recommendations, this paper will investigate the design framework of the SOx emission trading scheme in the US, the Kyoto Protocol, and the European Union Emissions Trading Scheme (ETS). Until recently, wetlands had value in the marketplace only as targets for destruction. Today, wetlands often have market value for uses that do not require that they be dredged and filled. Such opportunities include: 1. Carbon storage offsets for greenhouse gas emissions; 2. Mitigation banks for destruction of other wetlands; 3. Conservation banks for wildlife protection; 4. Tradable water quality protection rights; 5. Sites for growing algae or other biofuel crops. These new uses have valid public benefits, but most laws and ordinances were not written with these possibilities in mind. Planners and lawyers need to think about ways to …

This report describes the 2009 greenhouse gas emissions inventory of the University of North Florida. Such inventories are becoming more important as society approaches restrictions on carbon dioxide emissions due to their effects on global warming. Greenhouse gas emissions inventories have been conducted on hundreds of campuses in the United States, as well as thousands of other organizations worldwide, including U.S. private corporations. An inventory like this generally forms the initial baseline for a campus climate action plan. Climate action plans have also been created by hundreds of universities and other entities. Twisters, (poly)‐dimethylsiloxane‐coated magnetic stir bars, were used to measure compounds typical of swine manure malodor in air. In initial experiments, a time to achieve equilibrium was determined by preloading the stir bars with ten compounds with a range of volatilities and polarities and then monitoring their loss. The rate of loss was dependent on compound volatility, and the time for equilibrium to be attained varied widely, from 22 min for phenol to 210 min for skatole. To test whether the Twisters would respond linearly over a range of concentrations, the stir bars were placed in vented jars with solutions of …

In an effort to decrease greenhouse gas emissions, expand domestic energy production, and maintain economic growth, public and private investments are being used to pursue dedicated feedstock crops for biofuel production. Unlike food crops grown for grain-based ethanol (e.g., corn), which require high inputs of fertilizers and pesticides and typically are grown on prime agricultural land, proposed lignocellulose-based energy crops (e.g., switchgrass) typically have a neutral or negative carbon budget, require relatively few economic or environmental inputs, and can be cultivated on marginal, lower-productivity land. Energy and environmental policies have always been intertwined, but the exact nature of those interrelationships is often difficult for the non-technical reader to understand. In an analysis that was originally included in an appendix of the Report of the Maine Commission on Comprehensive Energy Planning, the former director of Maine's Office of Energy, John Flumerfelt, provides a clear and concise graphical summary of the relation between energy use and air pollution in Maine. His presentation frames the issues in ways that identify important energy and environmental questions for the state.

After examining and analyzing the experience with coke ovens, the authors conclude that attempts to force technology beyond its demonstrated competence can be both expensive and ineffective in controlling hazards. Getting a Handle on Hazardous Waste Control (Summer Conference, June 9-10)

The conference chairman was University of Colorado School of Law professor Lawrence J. MacDonnell.

During the past ten years Congress has made the regulation of hazardous waste a priority. This conference focuses on the Resource Conservation and Recovery Act, as amended in 1984, and the Comprehensive Environmental Response, Compensation and Liability Act.

This conference attracted about 100 registrants from 16 states plus the District of Columbia. John G. Welles, Regional Director for EPA Region 8, presented a luncheon address.
