ABSTRACTIt has been over 50 years since desegregation efforts began and many public-school systems in the United States are still battling with performance gaps between White and historically underrepresented students. The term historically underrepresented refers to people from diverse racial, cultural, linguistic, and economically disadvantaged backgrounds who have been denied access or suffered institutional discrimination in the United States, and according to the U.S. Census includes Blacks/African Americans, Asian Americans, Hispanics, and Native Americans (Artiles et al., 2010). Using the Trends in International Mathematics and Science Study Data (TIMSS) 2015 dataset, this study examines 30 different contextual indicators to determine significant predictors of girls’ mathematics achievement globally. The study design employs three nested levels in the hierarchical linear model (individual, classroom, and nation) to analyze cross-national scores and responses to the contextual questionnaires. Additionally, the focus is on girls as a standalone, independent population, not in comparison to boys. This research examined faculty attitudes toward online instruction (FATOI) at public high schools across New York State. The research sought to better understand the role that perceived positive and negative aspects of online learning play in shaping FATOI and whether a teacher’s gender, years of service, age, academic background, or experience with online learning played a moderating role. The study further sought to analyze the impact of economic need, location, and instructional application on FATOI. This dissertation explores the academic and social-emotional supports and constraints that impact the literacy learning of highly mobile students in an urban elementary school, utilizing interview, questionnaire, and achievement data from transient students and educational professionals who work with them. It examines a school year of highly mobile student experiences in literacy-learning across a wide range of factors and environments, considering student and educator observations, reflections, and participation, through different schools and across various settings in their current/newest school (in classrooms, at lunch, recess, rehearsals, and specials, working with social or academic service providers, etc.). In the blink of an eye schools across the country closed their doors in March 2020 and teachers were forced to transition from face-to-face instruction within a brick-and-mortar setting to ICT-based remote teaching. Many high school mathematics teachers were accustomed to their students having devices as their schools had established 1:1 computing programs. Even so, not all teachers had fully embraced ICT enhanced instruction in their classrooms. Diversity has been a major topic in education in recent years. However, often missing from the conversation is consideration of geographic diversity across urban, suburban, and rural school districts. Research shows that geographic place influences educational capacity, opportunities, and trajectories, as well as social life, cultural values, and individual identity. The policy process is influenced by dominant ideologies that tend to problematize rural places and favor the interests of metropolitan places. Teacher quality is the most important school-based factor affecting student learning and achievement. In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. Consequently, New York State was awarded almost $700 million in 2010 during the second phase of RttT for its Regents Education Reform Plan, which established a new teacher and principal evaluation plan known as the Annual Professional Performance Review (APPR). Interest in the role of non-cognitive skills on successful life outcomes (such as academic performance) has increased in recent years. Policy makers in many countries have prioritized the learning of non-cognitive skills in the school curriculum and training frameworks. This study investigated how U.S. graduate students financed their Master’s and doctoral programs in 2011-2012. In particular, it focused on students who were eligible to receive Federal financial aid and loans during that year, using a sample of graduate students included in the restricted-use version of the National Postsecondary Student Aid Study. This study addresses gaps in the theoretical and policy literature by examining the relationship between associate degree program credit requirements and four student outcomes: associate degree attainment, time to degree, final associate degree grade point average, and persistence. Using student unit record data, a longitudinal quantitative study of a cohort of community college students was conducted for the observational period of fall semester 2011 through winter semester 2016, in order to determine if community college students enrolled in academic programs with higher minimum credit requirements have different outcomes than students in programs with lower minimum credit requirements.

The purpose of this study was to explore the impact of school-level factors (physical resources, teachers’ and schools’ characteristics) and system-level factors (delegation of financial authority to public primary schools through Parent Teacher Councils (PTCs)) on two educational outcomes - retention rates to the last grade of primary school and learning outcomes - in the Khyber Pakhtunkhwa (KP) province, one of the least‐developed and conflict-affected provinces in Pakistan.

This qualitative study examines U. S. international branch campus (IBC) administrative leadership structures and the interconnections they have to their respective host countries. While several factors concerning the sustainability of IBCs have been cited, this study introduces "leadership networks" to the discourse on IBC sustainability. Open access website documents were reviewed to identify IBC leadership and their interconnections. Using Atlas ti., concept maps were constructed for 48 U.S. IBCs to conduct a social network graphical analysis. As global demands for workers in the science, technology, engineering and math (STEM) fields persist, there are increased opportunities for historically underrepresented African-American and Latino youth to fill STEM career pipelines. African-American and Latino youth have long faced disproportionately high unemployment rates. Joblessness has been complicated by lower high school graduation rates for African-American and Latino youth. Significant federal and state funding has been allocated to address this state of affairs. Research findings on STEM career development programs for historically underrepresented youth can inform public policy and resource allocation.

This dissertation undertakes an analysis of 1,044 performance evaluations from New York State School Music Association (NYSSMA) Spring Festival solo adjudication ratings of student performers from a large suburban school district. It relies on results of evaluations of observed performances, and takes these evaluations as assessments of what the student performers know and are able to do in this field. The analyses undertaken in this study seek to uncover patterns in performance ratings by identified conditions of performance (time of day of performance, level of music performed, and performance medium) and characteristics of performers (gender, race/ethnicity, and grade level). This quantitative study used the Schools and Staffing Survey of 2007-2008, a school-based stratified probability-proportionate-to-size sample of all American schools, to explore the relationships of professional development to teachers' self- and collective efficacy by school accountability status as measured by adequate yearly progress (AYP). In addition to comparing professional development hours by teacher and school demographic characteristics, linear regression models were used to determine differences among three AYP groups: those who failed to achieved AYP the previous two years and were in Improvement status, those who failed to achieve AYP the previous year, and those who achieved AYP. Gender-based bullying (GBB) includes threatening behaviors based on gender/gender-role expectations, verbal/physical harassment, unwanted sexual attention and coercion, insults, intimidation, and assaults based on sexual orientation. In this study, 342 teachers completed an online survey to identify which variables predicted their rates of witnessing and intervening in GBB. Individual variables included teacher rates of homophobia and heterosexism. Systems variables included teachers' fear of angry backlash for reporting GBB, the comprehensiveness of districts' safe school policies (SSP), the timeliness of districts' responses to reports of GBB, and the consistency of administrative responses. This study articulates and maps the changes found in the historical discourses of P-16 national policy advocacy and state-level policy formation. The relationship between the momentum to create education reform through policy and the actual creation of the policy through state level regulatory entities is also explored in this research study. The theoretical model developed for this study frames three rationales for policy development- sociological, economic, and organizational rationales. This dissertation focuses on educational reform in New York State in relation to two policies that I term "dual reform." The 1996 Regents graduation policy required all students to participate in the college-prep curriculum and attain a Regents diploma, while the 2001 Career and Technical Education (CTE) policy promoted integrative approaches to teach academic topics within CTE. The central study questions were: How has literacy reform been constituted in relation to CTE within two rural communities? How does CTE enable and constrain youth literacy learning and development?
