A smart learning environment (SLE) encompasses the use of advanced technology and smart pedagogical teaching skills tailored to suit students with diverse learning needs. In recent years, some countries, such as the United Arab Emirates (UAE), have formulated policies to implement SLE in their education systems. Since students are the intended beneficiaries of SLE policy, it is crucial to explore their perceptions of its implementation in a novel context. Therefore, this study explored the attitudes of students towards the implementation of SLE in the UAE. The purpose of this phenomenological study is to understand accessing early childhood education and care (ECEC) opportunities by military families using government and private programs. The study focused on 12 families who have children ages three to five years old enrolled in an ECEC program. The philosophical foundation used in this study is Heidegger’s hermeneutic phenomenology. The theory provided an underlying construct and structure to understand the interconnectedness of ECEC stakeholders and the impact of government policies on ECEC access. Families are the ultimate recipients of the effects of policy, but seldom get a seat at the policymaking table. This study investigated how parents perceive the impacts of unequal teacher compensation policies on New York City’s (NYC) Universal Pre-K (UPK) expansion. Utilizing Bronfenbrenner's (1979) ecological systems theory and Schneider and Ingram’s (1993) theory of social construction and policy design to create a rich conceptual framework, this qualitative study analyzed parents' voices through document and social media discourse analysis expanding from 2014 to 2021, and semi-structured interviews (n=15). The chapter begins with a short but critical literature review that includes case law on the topic of censorship in schools. This research and policy brief from the Metropolitan Educational Research Consortium (MERC) offers an overview of the Virginia Literacy Act. It is structured to explore the following questions: 1) What are the recent trends in reading achievement in Virginia? 2) What are the policy implications of the VLA for Virginia school divisions? 3) What does the research say about Science of Reading (SoR)? 4) What core instructional programs are approved to meet the VLA? As education and training providers grapple with increasing demand for micro-credentials, guidance on how to improve providers’ capacity and capability to deliver a high standard of learning along with profitable outcomes is needed. This study sought to develop a maturity model that could assist higher education providers in distinguishing their stage of development for delivering micro-credentials and provide guidance on activities to advance micro-credential maturity. A survey of Australasian higher education providers validated the developed model and provided an indicator of the sector’s maturity and ability to meet the increasing demand for micro-credentials. In the U.S., state guidance to schools in response to the COVID-19 pandemic was politicized. We used state-level political affiliation to explore whether access to curricular resources differed pre-pandemic or during pandemic remote teaching and teachers' reported control over curricular resources during pandemic teaching. We found that pre-pandemic the percentage of teachers in Republican states reported higher levels of resources overall, and use of core and teacher-created curricular resources in particular. They also reported having greater control over their curricular decision-making during the pandemic. There were no state-level differences in teachers’ level of preparation for pandemic teaching, but teachers in …

Objective: In this qualitative study, we explored why students in a free community college environment in Tennessee chose not to enroll in college or dropped out of college shortly after enrolling. Methods: We conducted 27 in-depth interviews with individuals who were eligible for the Tennessee Promise. Perna’s (2006) conceptual model for college access and choice guided our analysis. We analyzed data using a three-tier approach, which included open/emergent coding, followed by a priori/theoretical analysis. Results: We identified 15 emergent themes common among interview participants, which we then categorized into the four constructs of Perna’s model. Conclusions: …

Affiliated college academic staff members in India represent an abundance of frontline knowledges which hold great promise for impacting bottom-up policy. However, their knowledges are typically missing from the literature or not shared cross-institutionally. While it is common for them to express a lack of discretion, many find avenues for invoking high impact practices common to street-level bureaucrats. Adolescent tobacco use (particularly vaping) and co-use of cannabis and tobacco have increased, leading some jurisdictions to implement policies intended to reduce youth access to these products; however, their impacts remain unclear. We examine associations between local policy, density of tobacco, vape, and cannabis retailers around schools, and adolescent use and co-use of tobacco/vape and cannabis.
We combined 2018 statewide California (US) data on: (a) jurisdiction-level policies related to tobacco and cannabis retail environments, (b) jurisdiction-level sociodemographic composition, (c) retailer locations (tobacco, vape, and cannabis shops), and (d) survey data on 534,176 middle and high school students (California Healthy Kids …

The goals of the intergroup dialogue program are exploration and collective action. The goal of exploration is to spread awareness by presenting the situation. Several students are not aware that disparities between students exist, so this dialogue provided awareness of the issue. With increased understanding of each other, collective action can be taken. Actions by a small number of students are still steps taken to reduce the gap between the financially supported and not financially supported students. Action can look like spreading awareness of the issue, advocating for policy changes, and more.

The reintegration process has been a challenging topic in schools, and most schools do not have policies to accommodate students' needs. Therefore, educators should develop policies to achieve a better outcome for reintegration. The aim of this paper is to investigate how the process of reintegration affects school-aged youths with chronic illness and mental health challenges who are experiencing academic difficulties. Why does policy matter, and how can libraries reform their policies to create a more equitable library for library workers and library users? The authors discuss their experience in reviewing the policies of their library with an EDI (Equity, Diversity, and Inclusion) lens. The authors describe how they initiated and developed this project, the factors that they considered in forming their evaluation rubric, and what they learned from the process.

Secondary visual arts education provides learners with opportunities to develop critical thinking, and their creative potential, as part of their personal growth. This development happens when visual arts teachers actively integrate creative pedagogies to target creative thinking in learners. Ghana's 2019 National Pre-tertiary Curriculum Framework has added creativity as one goal for all learners. This research study explores teachers' perceptions and use of creative pedagogies as part of implementing this creativity into their teaching. The purpose of this transcendental phenomenological study was to understand the lived experiences and perceptions of kindergarten teachers who taught through an era of federally mandated, standards-based educational reforms. This study was guided by two theories as each contributes to an explanation as to how educational reform has strayed far from the central purpose for kindergartens. Piaget’s theory of cognitive development sought to explain how a child constructs a mental model of the world and postulated that there are four distinct stages of human development from birth to adulthood. BACKGROUND
It is estimated that approximately 90% of children in foster care have experienced a traumatic event, with nearly half reporting exposure to 4 or more types of traumatic events. Educators must remain alert to indicators suggesting a history of trauma and understand the difficulties foster youth may face regulating their emotions and behavior while in school.
METHODS
A framework for foster youth trauma in the public education system identifies the interplay between macro-level forces, such as federal and state policy, and school and teacher micro-level forces.

Former Mayor De Blasio made the expansion of 3-K for All and Pre-K for All a top priority of his administration. In its re-procurement of contracts for community-based early childhood education providers, the De Blasio administration’s Department of Education made it a priority for programs to “foster socio-economic integration at the classroom level.” Mayor Eric L. Within this paper I look at the existing philosophical work on pornography, from scholars like Catherine MacKinnon, Ronald Dworkin, and Rae Langton to show the current state of the pornography debate that I intend to enter by presenting my own argument about the morality of pornography. I argue that while pornography is harmful, these harms are best resolved through increased sexual education and the popularization and production of more inclusive pornography. The main objective of this paper is to explore the progress and constraints of primary education in Bangladesh for the period of 1971 to 2020. This special topic takes stock of the current state of rural education finance and policy research. Taken together the articles in this special topic highlight a major point. Rural districts and schools not only differ from those in urban areas but also differ from one another. This is perhaps not surprising given the heterogeneity of school size, community size, demographics, and the degree of rurality of schools across the United States. This qualitative research study describes how a Midwest community college’s implementation of an Scholarships in Science, Technology, Engineering, and Mathematics (SSTEM) program influences engineering identity development for its students with financial need. Using a phenomenological approach, the study finds that the program enables community college students to have greater financial freedom and an ability to focus on engineering identity. In addition, the SSTEM program enhances student connections with STEM faculty, program staff, and peers. The study highlights the need for creating spaces for engineering identity development, developing connections between faculty, staff, and students, and enhancing transfer connections through different experiences. …

In an environment in which new policy entrepreneurs and networks are influencing policy and public opinion, many university faculty are increasingly seeking ways to mobilize knowledge beyond academic conferences and journals. Using New York state as a case, we searched Access World News to compare the level of media access of academics with other knowledge brokering organizations (KBOs; e.g. think tanks, teachers’ unions, advocacy organizations, etc.). The paper explores the inclusion of sustainability and legislation related coverage in Engineering programmes in Ireland in the context of increasing calls for integrating ethics across the curriculum. It is part of a broader study examining engineering ethics education conducted in cooperation with the national accrediting body, Engineers Ireland. The study includes 23 Engineering programmes from 6 institutions in Ireland that underwent accreditation between 2017-2019. Qualitative research methods have been employed, such as documentary analysis of module descriptors and of materials submitted for accreditation, as well as interviews with evaluators serving on accreditation panels and lecturers within the participant programmes. …

Employability of students has risen as a key indicator of success of institutions, alongside an increased focus on policy for skills development in Canada. In Ontario, a hub for Canada’s economy, the issue of the “skills gap” has sustained interest as a significant but contested policy issue in public post-secondary education (Viczko, Lorusso, & McKechnie, 2019). Directed by policy and by public demand, significant resources at universities are invested into efforts to increase students’ skills capacities, career prospects, and overall employability. In this special issue exploring parents’ responses to neoliberal policy changes, especially shifting notions of risk and responsibility, this article provides a historical account of local and national policy initiatives in the contemporary United States that have increased risk and placed responsibility for this risk on the shoulders of parents (as well as educators). The opening section of the paper reviews major recent policy documents and initiatives in the United States, from the landmark 1983 report ‘A Nation at Risk’ to the current age of test-based accountability. We are five early childhood researchers, from across Canada, thrown together amongst a series of alarming discourses, where developmental, economic, and neuroscientific rationales for ECEC drown out alternative theoretical perspectives, as well as personal experience, values, subjective knowledges, and the fierce passion we feel for our work.
