Ict Aid Flows From China To African Countries: A Communication Network Perspective, Rong Wang, François Bar, Yu Hong

The challenge in evaluating China’s foreign aid has always been the unavailability of reliable data sets. This study constitutes the first analysis of the AidData data set from a communication network perspective. It examines China’s development aid to Africa in the ICT sector from 2000 to 2014. Combining data mapping, network modeling, and regression, it uncovers general trends of aid allocation, central players, and collaboration patterns among aid agencies. The results demonstrate the variability in the distribution of China’s foreign assistance to 44 African countries. In 2016, the University of Kentucky became embroiled in an open records debate with its student newspaper, The Kentucky Kernel. Following a professor’s resignation amid a sexual misconduct investigation, the Kernel asked for records pertaining to the case. The University refused, claiming the information would violate survivors’ privacy. The decision sparked public backlash, forcing the University to combat accusations that it was prioritizing reputation over student safety. This case study provides insight into the crisis management process by exploring how key actors in the case made decisions. The Chilling Effect Of Copyright Permissions On Academic Research: The Case Of Communication Researchers, Patricia Aufderheide

Communications researchers in the U.S., who routinely analyze copyrighted material, both qualitatively and quantitatively, face challenges from strict copyright. The doctrine of fair use permits some unpermissioned use of copyrighted works. Survey research shows that researchers routinely need access to copyrighted material; that they are often unsure or confused, even unknowing, about fair use; and that this lack of knowledge and/or familiarity leads to both failure to execute and failure to initiate, or “imagination foregone.” Creating a best practices code has improved knowledge but more institutional change is needed for knowledge to inform action.

Psychology in the United States (U.S.) is partially constituted by a cultural history of intellectual imperialism that undermines its altruistic intent and prevents disciplinary reflexivity. The scholarship and clinical application of Yoga exemplifies the way U.S. psychology continues to give lived authority to imperialism as part of the neoliberal agenda. Through a hermeneutic literature analysis of two source Yogic texts and peer-reviewed articles that exemplify the dominant discourse on Yoga in U.S. psychology, this dissertation identified themes that describe culturally embedded presentations of Yoga and their sociopolitical implications. Right-wing populism is on the rise worldwide, and political attacks against universities have increased in the United States since the election of Donald Trump. In 2017, an incident occurred at the University of Nebraska–Lincoln which resulted in accusations of hostility toward conservative students. Just over a year later, political forces again attempted to denigrate the university’s reputation, but this time they did not succeed. One of the most interesting and controversial episodes in the history of the Négritude literary and philosophical movement came when two white, French authors prefaced the texts of two of the movement’s most significant authors. Jean-Paul Sartre’s “Orphée noir” is one of these texts in question, and it served as the preface for Léopold Sédar Senghor’s Anthologie de le nouvelle poésie nègre et malgache de langue française. Conflicts can occur due to lack of information literacy. Political information disseminated through Whatsapp group often creates political conflicts. The purpose of this article is to examine the political conflict that causes members to leave a group on a whatsapp group, as well as other members' reactions in responding to it. The method used is quantitative descriptive analysis. Internet access in Iran is characterized by strong censorship, limited access, surveillance, and widespread state-sanctioned propaganda. The regime in Tehran views internet freedom as a critical threat to its national security (Henry, Pettyjohn, and York 2014). Using an index of variables such as obstacles to access, limits on content, and violations of user rights, the nongovernmental organization Freedom House rates Iran’s internet access as “not free” (Freedom House 2018). Designers need to consider not only perceptual effectiveness but also visual styles when creating an infographic. This process can be difficult and time consuming for professional designers, not to mention non-expert users, leading to the demand for automated infographics design. As a first step, we focus on timeline infographics, which have been widely used for centuries. We contribute an end-to-end approach that automatically extracts an extensible timeline template from a bitmap image. Our approach adopts a deconstruction and reconstruction paradigm.
