The objective of this thesis is to establish a GIS that can be used to identify local human-services and special-needs transit resources in Louisiana’s 20 coastal parishes. The intention is that the system be used to identify and then call upon local transit services to assist in the evacuation of an area during an emergency. ArcGIS Online was selected as the platform on which to establish the GIS for this purpose. The importance of protecting water quality and aquatic resources are increasing because of harmful human impacts within and around waterways. Establishing or restoring functional riparian areas protect water quality and are a good mechanism to conserve aquatic systems, plants, and wildlife. Laser-based remote sensing technology offers a high resolution approach to both characterize and document changes in riparian buffer zones (RBZs). The efficient delivery of potable water for a community through its distribution system has historically been the backbone of nearly all metropolitan developments. Much of these systems are comprised of pipe networks made of various materials including concrete, iron, PVC, and even steel. As these communities expand and urbanize, water demand and population density simultaneously increase. This develops higher strains and stresses in the community‟s water distribution network causing pipes to corrode, crack, or rupture prematurely while in service. The extensive use of ground water only began with the advances in pumping technology at the early portion of 20th Century. Groundwater provides the majority of fresh water supply for municipal, agricultural and industrial uses, primarily because of little to no treatment it requires. Estimating the volume of groundwater available in a basin is a daunting task, and no accurate measurements can be made. Usually water budgets and simulation models are primarily used to estimate the volume of water in a basin.

Abstract
According to 2008 Federal Highway Administration (FHWA) statistics, there are 2,734,102 miles of paved public roads in the United Sates, with an additional 1,324,245 miles of unpaved public roads. Road conditions deteriorate with time as the result of weather effects, deicing salts, and vehicle loads. The most common pavement distress includes cracking, rutting, and potholes. These pavement defects must be repaired to restore the pavement to a satisfactory service level for road users. According to the FHWA, in 2006 approximately $54.2 billion dollars was spent on maintenance and expansion, just on U.S. highways alone.

This research aimed at establishing whether spatial data and Geographic Information Systems (GIS) can contribute to Strategic Environmental Assessment (SEA). To achieve this, an integrated GISEA approach was developed and applied to a number of spatial planning SEAs in the Republic of Ireland. The practical applicability of the approach was examined, evaluating the potential benefits derived from using spatial data and GIS in SEA and assessing the potential barriers to an effective GIS use. Understanding and improving the state of the nation's levees has become a national priority following the devastating events surrounding Hurricanes Katrina and Rita. Federal legislation passed in 2007 created a new national Committee on Levee Safety and spurred the development of the National Levee Database, a central repository of information relating to the location and state of levees across the United States (Water Resources Development Act, 2007). Urban and suburban roadways serve two distinct and sometimes conflicting purposes: providing mobility and allowing access to land and land developments. High-level urban roadways (e.g. arterials) should primarily serve mobility needs of travellers and goods. Low level, local roadways should primarily allow for land development access. Arterials that allow too much direct land access fail to function properly in terms of both traffic operations and safety. Such roadways are in need of access management. Design data collection involving the use of Lidar instrument, in conjunction with GPS proves to be very effective. Data required to model two bridges over the I-70 was collected on a single day, involving five and six sessions with Lidar equipment. Even though the data was collected on two bridges, it did not cause any disruption of the traffic, either on the Interstate or on the bridges. A major cause of concern during survey activities, particularly along interstates is safety, both for the motorists as well as the people involved in data collection.
