This chapter is concerned with developing a two-country model, a large country and a small country, with the objective of identifying the circumstances under which it would be conducive to conduct coordinated macroeconomic policy with the objective of minimizing volatility in terms of key macroeconomic varibles usch as domestic prices, the exchange rate, the domestic interest rate and domestic output.

Rationalism's Irrationality - An Example From Australian Mental Health Policy, Ciorstan J. Smark

This article reflects on the way in which accounting-related thinking influenced one particular historical event: the process of deinstitutionalisation from mental hospitals in New South Wales. The article suggests that accounting (via economic rationalism and other allied philosophical lenses ) led to the under funding of the deinstitutionalisation process to the detriment of society as a whole. Some of the societal difficulties inherent in using such rationalist calculus (biased towards quantified, monetary, accounting entity assumptions) as a means of evaluating social policies are then considered.

Regional policy instruments are typically driven by economic rationales, from either a firm or industrial perspective. Yet too often, these rationales are taken as ex ante to the contexts within which firms and industries compete. Recent regional development research has urged a better link be developed between the individual, the firm, and their context, so as to understand the role of regions in supporting effective competitiveness of organizations. The development office accepts a gift of a house from a prestigious donor. The faculty has developed and approved a new core curriculum. The institution recently constructed a new campus center. While these circumstances sound no alarms, all involve elements of risk. The welcome gift of the house, later discovered to be contaminated with mold, will involve a costly clean up. A revised curriculum cannot guarantee that the changes will yield the expected results. The construction of a new building has significant implications for maintenance of the physical plant. Regional Technology Assets And Opportunities: The Geographic Clustering Of High-Tech Industry, Science And Innovation In Appalachia, Edward Feser, Harvey Goldstein, Henry Renski, Catherine Renault

This study constitutes a systematic location analysis of the technology assets of Appalachia. The report identifies and documents sub-regional concentrations of technology-related employment, R&D, and applied innovation within and immediately adjacent to the 406-county service area of the Appalachian Regional Commission. By assembling and analyzing an extensive set of data at high levels of functional and spatial detail, the study reveals localized technology strengths that might be nurtured through focused economic development policy.

This paper evaluates the contribution of housing policy in Singapore to financial sector development, housing wealth formation and macro-economic performance, both retrospectively and prospectively. It provides an overview of past housing policies and traces the linkages to the financial sector. Housing policy as effected through the Housing and Development Board and the Central Provident Fund (CPF) hampered the development of the commercial housing loans sector and domestic financial markets, but contributed to the overall growth and stability of the housing loans market and associated financial institutions. Personal Income Taxes And The Growth Of Small Firms, Robert Carroll, Douglas Holtz-Eakin, Mark Rider, Harvey S. Rosen

This paper investigates the effect of entrepreneurs’ personal income tax situations on the growth rates of their enterprises. We analyze the personal income tax returns of a large number of sole proprietors before and after the Tax Reform Act of 1986 and determine how the substantial reductions in marginal tax rates associated with that law affected the growth of their firms as measured by gross receipts. We find that individual income taxes exert a statistically and quantitatively significant influence on firm growth rates. Raising the sole proprietor’s tax price (one minus the marginal tax rate) by 10 percent increases receipts …

A Human Resource Planning Approach For Reducing The Cost Of Absenteeism, Dow Scott

Although absenteeism rates can be reduced significantly in most organizations, it must be recognized that absenteeism is a legitimate employee benefit and will occur at some level despite control efforts. The author proposes that a human resource planning approach can substantially reduce the cost of absenteeism by staffing for predicted levels of absenteeism. There are three preconditions for such an approach: (1) absenteeism measures must be developed and attendance data collected: (2) the probability that jobs will be vacant must be calculated; and (3) a cost analysis for alternative strategies of filling job vacancies must be completed.
