China’s military modernization has allowed it to take a more assertive position on the territorial disputes it currently has with Japan and its Southeast Asian neighbors. The South China Sea (SCS) dispute is a clear example. Meanwhile, Japan is normalizing its military status to play a more proactive security role in the region. Japan’s normalization process has been greatly influenced by China’s growing military capabilities as it fears that China could pose a threat to its sea lanes of communications. The apparent success of Singapore-styled industrial parks in attracting foreign investments into the emerging Asian economies to capitalize on cheap and abundant resources has led, pari passu, to a mushrooming of similarly-patterned competitor parks in close proximity to the flagship projects. Many of the competitor parks offer either similar or comparable facilities, lower rates, or, in some cases, both. The ensuing dynamic competitive interactions between the competitor parks and the Singapore-styled parks have forced a re-examination of the viability of the Singapore advantage in navigating the economics of competition, and in sustaining competitive advantage. Few rights that are guaranteed by constitutions and bills of rights are expressed to be absolute. In many jurisdictions, the legislature is permitted to impose restrictions on rights for specified reasons and under particular conditions. However, constitutional or bill of rights text often do not expressly indicate how the courts should determine that applicants’ rights have been legitimately restricted. To this end, courts in jurisdictions such as Canada and the United Kingdom have adopted the European doctrine of proportionality. From Subaltern To Free Worker: Exit, Voice, And Loyalty Among Indochina’S Subaltern Imperial Labor Camp Diaspora In Metropolitan France, 1939-1944, Tobias Frederik Rettig

The twentieth century has seen its share of Vietnamese diasporas and migratory flows. In France alone, one counts six different Vietnamese diasporas, each unique in its composition, motivation, politics, and length of stay in France. As in the First World War, the Vietnamese Second World War diaspora was unique in that its migration was meant to be temporary (for the duration of the war only), organized by the French imperial nation-state that largely requisitioned rather than attracted labor, and in that the migrants were exclusively male. The Long-Term Impact Of War On Health And Wellbeing In Northern Vietnam: Some Glimpses From A Recent Survey, Bussarawan Teerawichitchainan, Kim Korinek

War is considered one of the most intransigent obstacles to development; yet, the long-run effects of war on individual health have rarely been examined in the context of developing countries. Based on unique data recently collected as a pilot follow-up to the Vietnam Longitudinal Survey, this study examines health status of northern Vietnamese war cohorts (those who entered adulthood during the Vietnam War and now represent Vietnam’s older-adult population). To ascertain whether and how war impacts old-age physical and mental health, we compare multi-dimensional measures of health among war survivors, including civilians, combatants, noncombatants, and nonveterans involved in militia activities. …

Tradition And Change In Marriage Payments In Vietnam, 1963-2000, Bussarawan Teerawichitchainan, John Knodel

This study analyses data from the Vietnam Study of Family Change to document trends and determinants of marriage payments in Vietnam from 1963 to 2000. We investigate the extent to which structural and policy transformations influenced the practice of payments, and estimate how societal changes indirectly impacted payments via their effects on population characteristics. Results indicate that marriage payments surged following market reform, but also reveal nuanced trends during earlier years. While the socialist attempts to eradicate brideprice appear to have been successful in the North before economic renovation, they were unsuccessful in the South. The seven papers presented here constitute the first collective effort in a Western language to revisit the Nghe Tinh Soviets of 1930–31. The Nghe Tinh movement, its name a compound of two neighbouring provinces in the north-central part of the French protectorate of Annam, not only occupies a special place in the history of the early Vietnamese Communist Party (VCP) but also became a site for animated debate on the causes of agrarian unrest that produced two of the most influential books in South East Asian Studies: James Scott’s Moral Economy of the Peasant (1976); and Samuel Popkin’s The Rational …

Vietnam is undergoing economic transition from a command economy to an economy with greater market characteristics. Transition is fundamentally reshaping the country through economic liberalization and increased exposure to foreign markets. The Vietnamese are developing institutions necessary for market growth and international tourists are arriving in ever-larger numbers. This research project is a case study of businesses that provide guided motorbike tours and evaluates the businesses based on two criteria: as a study of institutional growth during economic transition and as an examination of tourism production through guide interpretation. Southeast Asia‘s rapid economic growth and demographic change have brought divergent fertility behaviors, particularly those of socially excluded groups, into sharper focus. In Vietnam, while the majority Vietnamese and ethnic Chinese, who together account for 85 percent of the country‘s population and benefit the most from the country‘s economic progress, have achieved replacement fertility, certain ethnic minority groups still have total fertility rates exceeding 4. This paper explores proximate determinants of fertility across ethnic groups using a new classification system for ethnicity in Vietnam based on poverty indicators, location, and degree of assimilation of ethnic groups. Trade liberalization is good for growth, and growth is good for the poor. This argument is simple but powerful. It has served as the departure point for discussion of the link between trade and poverty among economists and policy-makers, regardless of whether and to what extent they buy this argument. Krueger (1998) considers the inefficiencies that import substitution strategy creates and argues that trade liberalization undertaken at a period of low or negative growth rates can normally lead to a period of higher growth rates. Vietnam’s rapid economic growth has provided young Vietnamese new opportunities unheard of in their parents’ generation. This is, however, not the case for ethnic minority youth. Many of them are among the poorest, least healthy, and least educated. Ethnic minorities, who tend to live in remote mountainous areas, account for 15 percent of Vietnam’s 84 million total population and, according to a recent estimate, 61 percent of them are poor. To date, Singapore’s regionalization strategy has been applied in China, India, Indonesia and Vietnam through the establishment of industrial parks. The nexus between these ‘clones’ is the implantation of Singapore’s positive business ethos amidst more uncertain host environments. Leveraging on world-class infrastructure, efficiency and location-specific advantages, these industrial parks present themselves as low-cost investment enclaves. This paper focuses on the regional industrial development project assembled, administered and promoted by the sovereign national governments of Singapore and Vietnam. Three approaches seem to characterize the reception of Vietnamese Literature in French: socio-historical, "essentialist" and feminist discourses. This article proposes to analyse the lack of theoretical thought and pertinence in some of the works published on the subject, which appear to introduce and promote this literature rather than study it. Without denying contributions that are indeed interesting, this paper, however, emphasizes works that raise questions and oblige us to ask: is there a critical reception of Vietnamese Francophone Literature?

In her novel entitled "Calomnies", Linda Lê depicts a "mad uncle" and a young female writer fascinated with her uncle’s marginality. In this book, Lê presents a complex view of schizophrenia. Sometimes, the actions and thoughts of the uncle are reminiscent of Deleuze and Guattari’s concepts such as le corps sans organe and la machine célibataire. Some other times however, Lê pays attention to the past of the uncle and shows how, in Vietnam, he witnessed the hypocrisy of his family during the war. This paper provides a brief summary of the Yên Bay mutiny of 10 February 1930, before examining its links to a wider insurrectionary attempt by the Vietnamese Nationalist Party in parts of Tonkin and the reasons why the attempted insurrection was to begin at Yên Bay but not in other garrison towns. It then places the mutiny in a context in which the use of Vietnamese soldiers in French service was necessary in order to maintain French supremacy as a colonial and protectorate power in French Indo-China. This thesis addresses the question, why does U.S. foreign policy contribute to political instability in developing nations? To ascertain the answer, it analyzes the post-World War II administrations from Truman through Johnson. One mode of containment, cliency, a foreign policy relationship between a major power and a weaker state, is developed within the framework analyzing containment. The cliency model provides a theoretical basis for explaining how the domestic structure of the client state is systematically distorted by the patron's actions in pursuit of its global interests.
