Congregations of the Evangelical Lutheran Church in America have struggled over the last generation to reach out effectively to new members. This struggle is the byproduct of a changing ministry context leaders are trying to address. By the 1980s, those elements that had fueled the growth of the Lutheran Church the United States throughout the previous century had largely faded. An awareness of these changes and the corresponding decline in membership and contributions has prompted leaders to examine how to reach out more effectively to those outside traditional ethnic and cultural Lutheran enclaves. This is the story of the ways in which the Western Shoshone have articulated identities amidst the ever-changing structures of governance that have defined U.S.-Native intergovernmental relations since the early days of U.S. efforts to colonize the American continent. However, the story focuses on nuclear colonialism. At issue is the specific nature of tribal participation in nuclear waste policy under emergent conditions of possibility as defined by U.S.-Native intergovernmental interactions (or a lack thereof). Introduction and Aims. With the headline 'Ecstasy Over The Counter' in a popular daily newspaper, the debate on drug policy officially entered the arena of the 2003 New South Wales (Australia) State Election. The debate resurfaced in the lead-up to the 2004 Australian Federal Election. This paper analyses the pre-election coverage of drug policy issues in four Australian newspapers. Design and Methods. Four high-circulation daily newspapers were monitored for a one-month period prior to both elections and analysed for their coverage of drug policy, particularly with respect to the policy of the Greens. As with other emerging technologies, advanced robotics brings with it new ethical and policy challenges. This paper will describe the flourishing role of robots in society—from security to sex—and survey the numerous ethical and social issues, which we locate in three broad categories: safety & errors, law & ethics, and social impact. We discuss many of these issues in greater detail in our forthcoming edited volume on robot ethics from MIT Press.

Indigenous Women, The State, And Policy Change: Evidence From Bolivia, 1994-2012, Melissa Camille Buice

In Bolivia, indigenous women have contributed to President Morales’ and MAS (Movement Toward Socialism) electoral victories and are exercising an emerging influence on the government’s decisions on policy. This contrasts with their experiences with failed policy efforts prior to the early 2000s, which presents an interesting puzzle for social movement theories. These theories argue that the language of repertoires and framing processes, resources of social movements, along with structural opportunities are important causes of social movement success.
