CMS contracted with RTI International to monitor the implementation of all State demonstrations under the Financial Alignment Initiative, and to evaluate their impact on beneficiary experience, quality, utilization, and cost. The evaluation includes an aggregate evaluation and State-specific evaluations. This report describes the State-specific Evaluation Plan for the Massachusetts demonstration as of December 16, 2013. The evaluation activities may be revised if modifications are made to either the Massachusetts demonstration or to the activities described in the Aggregate Evaluation Plan (Walsh et al., 2013). Frontiers in Public Health Services and Systems Research

This seventh issue of Frontiers reflects the variety of PHSSR. One emerging theme, however, is the notion of public health and its role in policy and policy development. PHSSR focuses on several potential users, researchers, practitioners and policy makers. As it concerns policy makers, PHSSR delivers research that allows them to make decisions about policy change that not only influences public health status, but creates healthy conditions. In this way, PHSSR essentially influences decisions about support for public health services.

Mortgage Resolution Partners, a venture capitalist firm based out of San Francisco, has been visiting with state and local governments across the country. Mortgage Resolution Partners proposes that eminent domain can, and should, be used to seize mortgages and refinance them in an attempt to correct the United States' foreclosure crisis. This article identifies and analyzes the policy issues and constitutional concerns that are inherent in the plan. The most critical constitutional concerns with the plan implicate the Takings Clause, the Contracts Clause, and the Dormant Commerce Clause of the United States Constitution.

The term social capital has been used to describe the networks and other forces that build social cohesion, personal investment, reciprocity, civic engagement, and interpersonal trust among residents in a community. With the exception of three Australian reports describing positive associations between companion animal ownership and social capital, the literature has neglected to include the presence or absence of companion animal residents of communities as factors that could potentially affect social capital and serve as protective factors for community well-being. In comparative political economy, nations whose governing institutions direct economic behavior towards the market are classified as liberal market economies, whereas those nations that direct economic behavior toward coordinated efforts between stakeholders, often amongst business, labor and the government, are categorized as coordinated market economies (Amberg 2008; Hall and Soskice 2001). As this special issue of the journal well reflects, much progress has been made in homelessness research. That progress has been matched with advances in homelessness policy and programming, nearly all of it informed by the contributions of the research community. While the imperatives of policy-making have required decisions to be made with imperfect knowledge, a substantial enough convergence of theory and evidence has enabled policymakers to shift homelessness policy and practice in important ways. Those shifts have also prefigured some of policymakers’ needs from the research community in the future.

Tobacco smoking harms health. Taxes and regulations can reduce that harm. But evasion reduces the efficacy of taxes and regulations and creates harms of its own in the form of illicit markets. Enforcement can reduce evasion but creates additional harms, including incarceration and violence. Peter Reu-ter has pointed out that a flat ban on cigarettes would be likely to generate illicit-market harms similar to the harms of existing illicit drug markets. Taxes and regulations can be thought of as “lesser prohibitions,” subject to the same sorts of risks. Minimizing total harm means minimizing the sum of abuse harms and control …

The University of Tasmania established a project in 2009 to investigate the particular needs of casual teaching staff, identify strategies to improve access to information, and facilitate a consistent approach to employment, induction, development and recognition. The project was managed by the university learning and teaching centre, and co-ordinated by a Reference Group. A preliminary survey in 2010 explored casual teaching staff information and resource needs and a mapping exercise was undertaken to establish institutional practices. Several studies have examined the land use and economic consequences of national and multi-national biofuel policies. They explored the impacts of biofuels mandates mainly based on the quantitative biofuel targets. However, the recently updated renewable policies of the United States and the European Union, which are the US Renewable Fuel Standard (RFS) and EU Directive 2009/28 of the Renewable Energy Directive (RED) both place restrictions on land that can be used to produce biofuel, and these restrictions are generally known as sustainability criteria. Becoming trauma informed entails becoming more astutely aware of the ways in which people who are traumatized have their life trajectories shaped by the experience and its effects, and developing policies and practices which reflect this understanding. The idea that lawand, in particular the criminaljustice system, should be trauma informed is novel, and, as a result, quite underdeveloped. Why Are So Many Americans On Food Stamps? The Role Of The Economy, Policy, And Demographics, James P. Ziliak

1 in 7 Americans received assistance from SNAP in FY2012, which is a rate 141 percent higher than in FY2000, but only 59 percent higher than in FY1980. In this chapter I describe the socioeconomic and policy climate in recent decades that had bearing on SNAP participation, along with a formal empirical analysis of those determinants and detailed simulations of the relative contributions of the economy, policy, and demographics to changes in SNAP participation over time. The results suggest that SNAP is operating effectively as an automatic fiscal stabilizer—nearly 50 percent of the increase in participation from 2007-2011 is due …

This research aimed to investigate parents’ perspectives on early childhood care and education (ECEC) policy in Ireland and the associated funding programmes available to them. A qualitative research approach was adopted, using semi-structured interviews and a focus group as a research tool to gain an insight into the experiences of families regarding ECEC. Parents availing of current ECEC funding programmes and grandparents who care for their grandchildren were identified as a representative sub group of the research population.

Key findings suggest families are invisible in ECEC funding policy despite their fundamental role as co-educators in their child’s learning. Another key …

Penelitian ini bertujuan untuk mengetahui perkembangan jumlah kasus dan kebijakan penanggulangan HIV/AIDS di Denpasar. Penelitian ini menggunakan metode kualitatif yang dilakukan di Denpasar pada tanggal 11-17 September 2011. Sampel penelitian ini menggunakan informan terpilih yaitu kepala bappeda, pejabat Dinas Kesehatan Kabupaten Denpasar, direktur rumah sakit, puskesmas, ketua komisi penanggulangan AIDS di kabupaten/kota dan pemerhati HIV/AIDS termasuk ODHA. Frontiers in Public Health Services and Systems Research

The network that local health officials use to communicate about professional issues is sparsely connected, which may limit the spread of innovative practices. We used agent-based simulation modeling to find out if a policy to promote more connections improved the network’s capability to diffuse innovation. We found that unanticipated effects could result, depending on the requirements of the policy and the proportion of health officials involved. With carefully crafted assumptions and reliable data it is possible to untangle complex processes using simulation modeling. Background: Physical inactivity is a recognized public health concern. Inadequate proportions of children in the U.S, including those of preschool age, are meeting physical activity recommendations. In response to low numbers of preschool children attaining appropriate physical activity levels, combined with the large number of young children who attend preschool, researchers have identified the need to devise interventions to increase physical activity at preschools. The aid-growth relationship has been reviewed under various macroeconomic policy environments. This paper analyzes similarities and differences in the sources of data, types of data, and various types of methodologies used in some of the most recent and widely debated literature regarding the relationship between foreign aid and economic growth under various fiscal, monetary, and trade policies. Different studies have ended up with different outcomes. Some studies find positive aid-growth relationship under good policy environment; some find non-existent aid-growth relationship whereas some others find positive aid-growth relationship without being conditional on any kind of policy.

This is the story of the ways in which the Western Shoshone have articulated identities amidst the ever-changing structures of governance that have defined U.S.-Native intergovernmental relations since the early days of U.S. efforts to colonize the American continent. However, the story focuses on nuclear colonialism. At issue is the specific nature of tribal participation in nuclear waste policy under emergent conditions of possibility as defined by U.S.-Native intergovernmental interactions (or a lack thereof). Discourse in the United States characterized health disparities' as the disproportionate burden of morbidity and mortality suffered by racial, ethnic and other disadvantaged populations. This dissertation contributes a theory of social construction that transformed health inequalities and inequities into 'health disparities,' a hegemonic (dominant) concept that prevented structural analysis of root causes and effective solutions. Consequently health disparities remain. The purpose of this study was to determine whether the location of hospitality venues considering; rurality, presence of local ordinances, and socioeconomic status, influenced the quantity of tobacco smoke pollution in a predominantly rural state. The study built on current scientific literature in four aspects. First, it was the first U.S. statewide study on tobacco smoke pollution levels in hospitality venues. Second, it quantified indoor tobacco smoke pollution specifically in rural areas. Third, it used random sampling, a method rarely used in studying indoor tobacco smoke pollution.
