This paper examines the participation of Latinos in the electoral process in New York State. It describes key features of the demographic and political context in which Latino participation takes place and provides an analysis of the Latino presence and role during the 2004 campaign. The paper also includes an analysis of Latino registration and turn-out patterns in the presidential race. Most of the literature on Latinos in New York quite sensibly focuses on activities in New York City. This paper for the first time analyses Latino registration, turnout, and voting patterns in the state as a whole. The patterns …

He will couch his requests in a way that seeks to persuade his audiences he has the legislative solution to a problem he details. Rethinking Symbolic Racism: Evidence Of Attribution Bias, Brad T. Gomez, J. Matthew Wilson

Political Science Research

This paper demonstrates that cognitive tendencies related to political sophistication produce an attribution bias in the widely accepted symbolic racism scale. When this bias is controlled statistically, the effect of symbolic racism on racial policy attitudes is greatly diminished. Our theory posits that high sophisticates tend to make global/distal attributions, allowing them to associate racial inequality with broader sociopolitical causes. Less sophisticated individuals, conversely, tend to make local/proximal attributions, thus biasing them against ascribing responsibility systemically. Consequently, less sophisticated individuals tend to be classified as intolerant by the symbolic racism scale, even when controlling for factors such as ideology and …

The implementation of term limits on state legislators has provided a wealth of data for study. Florida, the second largest state in the Union with term limits, has not been comprehensively studied. This research examines the effects of term limits on electoral competition, member composition, legislator career paths, legislative leadership, and intra- and inter-governmental influences on Florida's legislature. This study looks at the Florida legislature from 1992 when term limits were enacted through 2004, three electoral cycles in which term limits have been in effect. This study uses both quantitative and qualitative data where appropriate. Electoral data is used to …

Reconstruction following the American Civil War led to conditions in the South that caused upwards of 20,000 Americans to go into exile. Of these, approximately 2,500 to 3,500 made the trip to Brazil and established settlements of varying success. One hundred forty one years later descendents of the original settlers, known as the Confederados, still populate the areas of Americana and Santa Barbara D’Oeste, Brazil. Extensive studies have been conducted on the history of the migration and the resulting settlements, yet conflicting perspectives of the Confederados exist within American society. To ensure that that such polling places in the November 8, 2005 New York City Mayoral Election were accessible to all voters, the National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund in partnership with the New York Latino Research and Resources Network (NYLARNet) at the University at Albany, State University of New York, conducted an Election Day project to observe the accessibility of poll sites. The reasonable possibility of the situation getting worse [in Iraq] rather than better should have given humanitarian advocates for war, like myself, greater pause. For me at that time, this humanitarian motive bolstered what was weak in the weapons argument, and vice versa. But now I realize that a partial case for war because of the weapons risk and a partial case for war under humanitarian reasons don't add up to an air-tight case for just war. For more than a century, the federal government has constructed water resource projects for a variety of purposes, including flood control, navigation, power generation, and irrigation. While most municipal and industrial water supplies have been built by non-federal entities, most of the large, federal water supply projects in the West, including Hoover and Grand Coulee dams, were constructed by the Bureau of Reclamation (Department of the Interior) to provide water for irrigation.

In December 2005, an investigation by Seoul National University, South Korea, found that scientist Hwang Woo Suk had fabricated results on deriving patientmatched stem cells from cloned embryos — a major setback for the field. In May 2005 Hwang had announced a significant advance in creating human embryos using cloning methods and in isolating human stem cells from cloned embryos. These developments have contributed to the debate in the 109th Congress on the moral and ethical implications of human cloning.
