As new and developing technologies impact public and private life, rhetoricians would be remiss to overlook the deliberative rhetorics that justify their development, implementation, use-value, and impact. Using the 2013 joint congressional hearing “Next Generation Computing and Big Data Analytics” as an example, I argue that justificatory rhetorics about technology intersect with rhetoric from technology, obscuring information vital to critical deliberation. I demonstrate that the expert witnesses at this hearing draw upon rhetoric traditionally associated with American industrialization. This study leverages a high dimensional manifold learning design to explore the latent structure of the pandemic policymaking space only based on bill-level characteristics of pandemic-focused bills from 1973 to 2020. Results indicate the COVID-19 era of policymaking maps extremely closely onto prior periods of related policymaking. This suggests that there is striking uniformity in Congressional policymaking related to these types of large-scale crises over time, despite currently operating in a unique era of hyperpolarization, division, and ineffective governance.

If so, then we might expect partisan disagreements to continue becoming more emotional, tribal, and intractable. This study investigates the effects of task demonstrability and replacing a human advisor with a machine advisor. Outcome measures include advice-utilization (trust), the perception of advisors, and decision-maker emotions. Participants were randomly assigned to make a series of forecasts dealing with either humanitarian planning (low demonstrability) or management (high demonstrability). Participants received advice from either a machine advisor only, a human advisor only, or their advisor was replaced with the other type of advisor (human/machine) midway through the experiment. This essay examines the impact of new stockpiles of low-yield nuclear weapons in various countries (specifically Russia and the United States) on the current international balance of peace, which is commonly held to be based on mutually assured destruction due to major powers' possession of nuclear weapons.
