Presently alcohol policy in India takes a moral stand rather than a scientific approach towards understanding and dealing with the problem of alcoholism. To effectively address this social problem in India, public policy must take into account the nature, extent of the problem and the context in which it occurs. This literature review examines the nature, prevalence and impact of alcohol use and misuse in India, within its historical and cultural contexts, as a beginning step to inform policy. Recommendations for practice and future research directions are suggested.

The number of Milwaukee County residents receiving unemployment insurance because of layoffs has tripled over the last three years, as workers remain on UI while seeking out retraining and searching for new employment. As of March 2010 over 50,000 workers were receiving UI payments instead of pay checks. Serving workers who have been laid off from their jobs and are trying to find new employment and to upgrade their skills is one of the most challenging tasks facing the Milwaukee Area Workforce Investment Board (MAWIB). On first of October 2006 the Ministry of Justice in Iceland launch a restorative justice pilot project. Building on the pilot project data, this thesis evaluates the implementation of restorative justice into the criminal justice system in Iceland by asking victims, offenders and other participants in police- and expert-led conferencing to answer questionnaires' relating to these two types of restorative justice practices to crime. The thesis compares its results with findings from a review conducted by Paul McCold (1998) who more than a decade ago challenged concerns on police facilitated conferencing. The security and social inequality approaches to public health present distinct answers to policy objectives relative to a pandemic. However, each approach leaves us with tough choices between the most valued objectives. I demonstrate how the networked approach, which Kettl's Rocket Science Model (RSM) exemplifies, does not leave us with such choices. Furthermore, I connect the epidemiological concepts public health practitioners apply toward communicable disease pandemics to RSM concepts. Finally, drawing on the disease parameters of a worst-case scenario influenza pandemic, I demonstrate how the networked approach helps public health practitioners expand capacity such that tough choices are unnecessary.

In this commentary the authors highlight the challenges Maine faces. They suggest areas where the state could spend less, based on national comparative figures. They discuss what they call the “three ticking time bombs” in the state: the aging workforce, unfunded pension liabilities, and escalating costs of healthcare, and review what they consider to be inefficient structures in government at all levels. They argue that new thinking and new approaches are needed, and make a number of recommendations for “reinventing government” in Maine.

Kenneth Palmer’s article, based on his 2009 University of Maine College of Liberal Arts and Sciences Maine Heritage Lecture, discusses the paradoxes of Maine’s politics that often draw national attention. He notes how these paradoxes have contributed to the state’s having a “creative and effective political system.” Maine politics are dynamic in nature, with parties loosely hung together, governors winning by pluralities rather than majorities, and significant turnover both in members and parties in legislative districts. Palmer suggests that Maine’s political leaders find themselves as centrists, primarily because they want to find practical solutions to difficult problems.

In reverse mortgages, individuals who may be “house rich but cash poor” can use their home’s equity to receive regular income or get money through a credit line.
