In this paper, we present a Non-Bayesian conditioning rule for belief revision. This rule is truly Non-Bayesian in the sense that it doesn’t satisfy the common adopted principle that when a prior belief is Bayesian, after conditioning by X, Bel(X|X) must be equal to one. Our new conditioning rule for belief revision is based on the proportional conflict redistribution rule of combination developed in DSmT (Dezert-Smarandache Theory) which abandons Bayes’ conditioning principle. Such Non-Bayesian conditioning allows to take into account judiciously the level of conflict between the prior belief available and the conditional evidence. Water soluble platinum complexes are a recent area of emphasis of cisplatin chemistry. The water soluble complexes could have a reduced toxicity compared with cisplatin. Oxaliplatin, which has an oxalate leaving group, has previously been shown to have less nephro-toxicity and higher water solubility than cisplatin. [Pt(en)(oxalate)] (en = ethylenediamine) has been prepared from Pt(en)Cl2 and silver oxalate. This complex has been reacted with methionine and N-acetylmethionine at different molar ratios. At high Pt: methionine ratios, chelates with the sulfur and nitrogen atoms of the methionine are dominant; at lower Pt: methionine ratios, a bis-methionine product is formed. The en …

The Kentucky Mesonet is a high-density, mesoscale network of automated meteorological and climatological sensing platforms being developed across the commonwealth. The once densely forested dry sclerophyll landscapes of the Midlands of Tasmania are now characterized by vast spans of agricultural pasture with intermittent dead and ailing eucalypt trees. This landscape changing phenomenon, rural tree dieback, has come into the focus of a collaborative research team at the University of Tasmania sponsored by the nonprofit organization, Greening Australia. Through the efforts of this team of scientists of diverse backgrounds, Greening Australia aims to create an ecologically viable reforestation plan for the Midlands.

Mnemba Island’s house reef was surveyed to assess impacts of public use and efficacy of current protection measures. The effectiveness of woodland conservation in Rhode Island is increasingly important as economic development pressures sacrifice critical forestland for commercial, residential and infrastructure purposes. This study looks to determine components of forest conservation practices that could be better suited to best protect this important land. Through the content analysis of interviews and citizen surveys, the most critical areas in need of improved efforts were revealed. It was discovered that the various lenses used by entities prevented the most beneficial cooperative efforts and further sharing of limited resources would increase efficiency. Fossil materials record ancient life and their adapted environment. Arctic plant fossils are critical for our understanding of the Earth’s paleoenvironment when high latitudes were under ice-free conditions. All Arctic plant fossils in this research are conifers, plants conducive for morphological and molecular study because of their incredible genetic stability. Miocene (15 million year old) and Pliocene (5 million year old) conifer leaves were collected from Banks Island, Canada (Williams et al., 2008). In recent years quantum dots (QD) have attracted increasing interest because of their wide variety of revolutionary applications. Such applications include high speed optical communication lasers, infrared photodetectors, and single photon emitters. One promising immediate application is QD solar cells. Proper analysis of the optical absorption characteristics in these solar cells requires a rigorous modeling of the electronic structure and optical properties of semiconductor heterostructures. In September 2008, Hurricane Ike hit South Caicos, Turks and Caicos Islands as a Category 4 hurricane. This study examines the differential damages caused to varying common growth forms, size, locations, and depths of coral by Hurricane Ike on South Caicos reefs. Belt transect techniques as well as line intercept techniques were conducted at nine sites, looking at 14 common species of coral, representing four different growth forms. A total of 9,011 coral colonies were surveyed. 2,832 colonies (31.4%) were found to have at least one type of damage. It was expected that branching and digitate growth forms as well …

Applications of compressed sensing motivate the possibility of using different operators to encode and decode a signal of interest. Since it is clear that the operators cannot be too different, we can view the discrepancy between the two matrices as a perturbation. The stability of L1-minimization and greedy algorithms to recover the signal in the presence of additive noise is by now well-known. Recently however, work has been done to analyze these methods with noise in the measurement matrix, which generates a multiplicative noise term. Eight thousand three hundred thirty-nine intensity observations have been evaluated for earthquakes that occurred on the Indian subcontinent and surrounding plate boundaries from the seventeenth century to the present. They characterize 570 earthquakes, more than 90% of which occurred in the past two centuries. The electronic supplement to this article lists these data using European Macroseismic Scale (EMS-98) intensities with their geographic coordinates. We summarize these data graphically in the form of a spatially averaged intensity map for the subcontinent, a map that emphasizes the features of many previously published earthquake hazard maps for the Indian plate, but which more …

A comprehensive, consistently interpreted new catalog of felt intensities for India (Martin and Szeliga, 2010, this issue) includes intensities for 570 earthquakes; instrumental magnitudes and locations are available for 100 of these events. We use the intensity values for 29 of the instrumentally recorded events to develop new intensity versus attenuation relations for the Indian subcontinent and the Himalayan region. We then use these relations to determine the locations and magnitudes of 234 historical events, using the method of Bakun and Wentworth (1997). For the remaining 336 events, intensity distributions are too sparse to determine magnitude or location. We evaluate …
