Software powers the modern urban planning department. However, the majority of academic attention on software in the planning profession has focused on highly specialized land use models, ignoring the importance of common applications that most planners rely upon throughout their workdays. This thesis asks how New York City’s rezoning process combine with the dynamics of real-estate sales to create displacement pressures for low-income communities of color. A case study of the recent rezoning of Inwood, a neighborhood in upper Manhattan, in August 2018, will help to illustrate these dynamics. Through an analysis of building sales and extreme rent inflation embedded in a historical and contemporary analysis of zoning and the influence of real-estate developers and owners on these processes, this thesis paints a dire picture of the risks faced by the mostly-Dominican-American renters in Inwood. If countries hosting refugees want to build resiliency and reduce dependency on foreign relief, humanitarian response and local development need to be addressed simultaneously, and collaboration at all levels of stakeholders needs to take place in planning and decision making. In recent years, industrial preservation policies, which aim to preserve urban industrial activity and industrial employment often through the preservation of industrial land, have emerged as a flashpoint in cities across the country that have implemented these policies. While critics contend that industrial preservation policies amount to smokestack chasing in “post-industrial” cities like New York City, industrial preservationists argue that such policies help to preserve well-paying, middle-class jobs and thus represent a tool to mitigate rising income inequalities in cities. Aesthetic perception is an important field of interest in many aspects of everyday human life. It affects individual and social unconscious behavior and is strongly related to the decision-making processes in the human mind. The current study can serve as an important prototype for planning purposes and social and environmental justice among the regional units of New York City. This project centers the multi-generational familial relationships between system-impacted Black women, mapping and uncovering the ways in which incarceration and practices of punishment impact, shape, hurt, and displace Black femme lineages. Through a qualitative lens and a specific focus on the current social and political landscape of Los Angeles, this dissertation examines the ways Black women are impacted by carceral ideology; from punitive definitions of Black womanhood, to the surveillance on Black femme familial intimacy and the rupture of Black women’s sense of home and place. This paper aims to explore why some suburbs adopt land use policies that encourage exclusivity and segregation, meanwhile others adopt land use policies that encourage inclusivity and integration. Specifically, I analyze the social, economic, and political factors that motivate the adoption of certain land use policies. This research extends Charles Tiebout’s public choice theory in conjunction with Michael Danielson’s theory on local government autonomy over land use regulation. These theories combine to explore the understudied relationship of median voter pressure on local government to explain how political actors adopt policies motivated by pressure from from residents, or median voters. The emergence and rapid growth of Transportation Network Companies (TNCs), such as Uber and Lyft, has challenged the transportation industry by offering a new mode of transportation to consumers. It is imperative that transit agencies and cities understand the effect of TNCs on public transit usage to make informed decisions. This study analyzes the impact of TNCs on Bay Area Rapid Transit (BART) ridership at the San Francisco International Airport (SFO) to measure the effect of TNCs on public transit. This dissertation explores social equity as it applies to public transportation. Transit has long been considered a tool to alleviate inequity by limiting the effects of spatial mismatch and providing access to opportunity to disadvantaged populations. This theory, however, has not been adequately proven empirically. The first chapter of this dissertation tests the theory that spatial mismatch is moderated by quality transit service. We do this by taking a cross section of the largest urban areas in the United States and applying structural equation modeling to identify relationships between exogenous and endogenous factors. After successfully organizing around preserving Cabrillo Park in Upland and feeling a lack of local political representation, Irmalinda Osuna ran for Upland City Council in the 2018 midterm elections. As one of the many female candidates in the 2018 elections, Irmalinda led a grassroots, community-led political campaign in which she advocated for environmental justice and the preservation of parks, a more inclusive community, increased civic participation, a more efficient use of technology in politics, and support for small businesses.
