On average, US citizens have experienced approximately 400,000 sexual assaults per year, which results in enormous immediate and long-term consequences for individuals, as well as society in general.

In the U.S., the principal method of combatting this crime has been the creation of Sex Offender Registries used to notify the public of the identity and location of convicted sex offenders who may be living in proximity to their residence. In addition to the Registry, laws have been passed forbidding convicted sex offenders from residing within buffer zones around areas of high child concentration [schools/parks/etc.].

Most juvenile justice-involved youth are boys, youth of color, low-income, LGBTQIA2S+, disabled, and traumatized. This literature review explores the history of the juvenile justice system, issues with the present-day model, and trauma-informed and transformative justice approaches to practice. Moral injury is a recently developed psychological construct used to explain trauma that cannot be adequately explained by post-traumatic stress disorder (PTSD). This thesis is a case study of the emergence and framing of “the school shooter” as one part of the larger problem of American youth violence during the 1990s. This decade forever changed the way school safety is viewed. Although the annual number of school shootings largely remained the same from the 1970s to the early 1990s, a spike in fatalities in 1993 occurred during a fraught historical moment. Purpose: This study explored mental health workers perspectives on alternative approaches in responding to mental health crises.

The study was carried out in Southern California, in collaboration with mental health workers who currently work or previously have worked in mental health crisis. It adopted a post-positivists paradigm and data was gathered through individual interviews with mental health workers who have direct experience with mental health crisis response in the community and with the police. The twenty participants in the study were men and women working in the mental health field, and of various backgrounds, licensures, and ages.

To gauge participant perception, a carefully crafted vignette was presented to participants accompanied by questions asking participants to what extent eight variables (conformation to labels, hostile attribution bias, rational choice based on circumstances, poor attachments, mental illness, upbringing, insufficient deterrence, and learned behavior through observation) contributed to the perpetrator’s criminal behavior and for participants to rank-order these same variables from the largest contributors to the least. This study compared empathy among police officers undergoing mental health crisis de-escalation training in virtual reality and live action training modalities. The study included police officers across different police services in Ontario (N=63) and evaluated the efficacy of the Mental Health Crisis Response Training (MHCRT, Lavoie et al., 2020) program delivered across virtual reality and live action modalities against a control group that did not receive the training program. This study tests the relationship between IPV perpetration and victimization with BPO. Results indicate that, as predicted, BPO is positively associated with both IPV perpetration and victimization and is more prevalent in female perpetrators and victims than in male perpetrators and victims. However, contrary to what previous literature says, self-control does not show enough significance to state that it is one of the leading causes of IPV perpetrated by those who present traits of BPO. This dissertation examines how stories shape both the perpetration of sexual harassment and the experiences of victims during and after sexual harassment. During and after the experience of sexual harassment, a narrative contest transpires between the harasser, victim, and others who contribute to the contest by engaging in the formal and informal conversations that follow known experiences of harassment in the workplace. Some youths committed to juvenile justice residential facilities struggle to adjust and may exhibit institutional rule violations that necessitate an intensive supervision placement (ISP). ISPs require substantial institutional resources and may result in additional negative outcomes for these committed youths (e.g., additional charges, longer commitment).
