Does Household Food Insecurity Affect Parental Characteristics And Child Behavior?: Evidence From The Panel Study Of Income Dynamics (Psid), Jin Huang, Karen M. Matta Oshima, Youngmi Kim

This study examines the link between household food insecurity and child behavior problems mediated through parental characteristics (parenting stress, parental warmth, psychological distress, and parent’s self-esteem) using two waves of data from the Child Development Supplement in the Panel Study of Income Dynamics. Analyses of fixedeffects models are conducted on a low-income sample of 416 children from 249 households. This study finds that the effects of food insecurity on child behavior problems are mediated by parenting stress. However, two robustness tests show different results from those of the fixed-effects models. This inconsistency suggests that the complicated relationship between household food …

Examining the linkage between service provision and client outcomes is important in performance-based human service environments. Since most performance initiatives reward agencies for improving client outcomes rather than providing specific services, managers may have incentives to streamline workers’ efforts and reduce resources devoted to services considered nonessential. This article uses data from a performance-based child welfare initiative to examine the relationship between child permanency outcomes, the services provided by caseworkers, and the environment surrounding frontline service provision. The focus of this report is, across service delivery models, how front-line protection workers viewed their formal authority role and the extent to which they relied on legal measures in order to achieve protection goals. The analysis is guided by several overarching questions including (1) how does each model view the use of legal measures and formal authority? This report examines the differences in service accessibility across central, integrated, and school/community based child welfare service delivery models including geographic proximity to families, acceptability of the setting to families, and accessibility expectations of service providers. Results suggest that accessibility characteristics of the model can make a significant difference to front-line service delivery from the perspective of front-line protection workers.

This report examines the nature of first contacts in child welfare, the level of contact between families and service providers, and the quality of relationships over time across central, integrated, and accessible service delivery models.

First Contacts Clarity, consultation, use of power, and positive shifts in perception were central issues identified by parents when discussing their experiences of first contacts with child welfare. More parents in accessible sites had experiences with workers who were clear and provided a sense that they would be supported. This review explores the nature, scope and consequences of loss resulting from mental illness. Losses are described within four key themes: self and identity, work and employment opportunities, relationships, and future-oriented losses. In reflecting upon review findings, several assumptions about loss are illuminated. Findings are situated within the cornerstones of recent mental health reform, specifically a recovery-oriented approach and social inclusion. Particular attention is directed towards notions of risk and responsibility and tensions in realizing the impact of loss within an individualized recovery framework. Implications and recommendations for policy and practice are highlighted.

Job retention is an important psychosocial rehabilitation goal, but one that is not often achieved. We investigate facilitators of and barriers to employment retention among homeless individuals with psychiatric and substance abuse diagnoses who were re-interviewed eight or more years after participating in a traditional vocational rehabilitation program. Most program graduates who maintained employment had secured social support from a variety of sources; personal motivation was also a critical element in job retention and compensated in some cases for an absence of social support. The United States Department of Housing and Urban Development (HUD) requires federally-funded homeless service providers to participate in an homeless management information system (HMIS). While federally mandated, no one has examined how these technologies are being used. Theory and research suggest that the technology dissemination is contingent upon the organizational culture in which it is used. This study represents the first empirical analysis of HMIS use and explores the cross-level relationship between staff members’ HMIS use and organizational culture.

Persons who are deaf face a number of challenges with regard to vulnerability for substance use disorders. Moreover, accessible treatment for this condition can be difficult to establish and maintain. The Deaf community may be one of the most disenfranchised groups in America in regard to appropriate access to substance use disorder (SUD) prevention and treatment services. This article reviews findings related to substance use disorder and treatment for this condition among persons who are deaf. A secondary data analysis of the 2001 National Survey of Veterans (NSV) for 2075 Gulf War-era veterans was conducted to investigate whether the GI Bill (the Servicemen's Readjustment Act of 1944, most recent provisions of which have been entitled the Montgomery GI Bill and the Post 9/11 GI Bill), considered as a social welfare policy, demonstrated protective effects for veterans with disabilities in terms of successful re-entry and sustained enrollment in higher education. While much has been published about the American eugenics movement, few authors have considered the relative status of various disability populations as targets of eugenic control. While many writers focus on persons diagnosed as feeble-minded as the central focus of control, little has been written regarding the status of additional disability groups. This is important since, as described here, a central component of coming to understand past social injustices against marginalized groups and the contemporary relevance of such injustices is gaining an awareness of why specific populations were accepted by control authorities as appropriate or viable targets for control measures.
