Ongoing professional development is an integral part of a child welfare agency's strategy toward the provision of services to children and families involved with a child welfare intervention. Research conducted over the past 100 years in Western nations support the adverse effects of orphanages on children’s emotional, developmental, and social well-being as well as economic costs to society (Save the Children UK, 2009; Bakermans-Kranenburg, Van IJzendoorn & Juffer, 2008; Williams & Greenberg, 2010). The purpose of the study was to examine the relationship between neglect in infancy and the child's ability to form attachments in an adoption context. Most of the current research assesses the effect of all forms of maltreatment on attachment behavior. However this study aimed to investigate one type of maltreatment, neglect, on attachment behavior.
