Editor’s Note: This article, first published in print and online in 2016, has been republished by The Foundation Review with minor updates.

This article argues that a foundation’s internal culture is critical to achieving large-scale social change, but that efforts to build a changemaking culture too often are left out of strategy conversations.

While there is no one culture that suits every foundation, a particular set of characteristics must be present in those that seek largescale social change: a focus on outcomes, transparency, authenticity, collaboration, racial equity and inclusion, continuous learning, and openness to risk.

Annually, close to 1,000 Canadian workers die due to work-related injuries, exposures and disease. A lack of training and skills can contribute to this loss of life for many. Employers of all kinds, including municipalities, have a responsibility to protect workers and reduce risk to the organization through training activities. This study aims to describe village governance based on the principles of good governance and to reconstruct a more effective capacity building model based on local wisdom values. Ontario has seen significant changes across the municipal landscape, including the realignment of service responsibilities. One of the products of this realignment was the introduction of the CMSM program in 1998, which saw local municipalities take on the responsibilities for many services, including land ambulance. Land ambulance is an important life-saving service (Aringhieri et al. 2017). Decision-makers must ensure that such services must be delivered with optimal performance. The expected benefits of transparency in government, such as increased public engagement and trust, are well established. Transparency also enables a better accounting of elected officials by the public, but this accounting depends on having rules in place and someone responsible for enforcing those rules. The Ontario government took steps to provide this for local governments in Ontario when it permitted municipalities to create codes of conduct and to hire a municipal Integrity Commissioner to enforce those codes. NGOs work towards achieving their social purpose and yet, they are perceived to be accountable only to their donors but not to citizens. The purpose of this qualitative case study was to explore perspectives of citizens in three districts: Bongo, Wa, and Sagnarigu in Northern Ghana on how NGOs demonstrate accountability in fulfilling their commitments in drinking water provision. Anti-corruption, transparency and accountability measures are often missing from efforts to promote universal health coverage. Yet, if unchecked, corruption represents a significant drain on domestic health resource and a major barrier to achieving universal health coverage and the sustainable development goals. The World Health Organization is promoting a coordinated public health approach to anti-corruption, transparency and accountability, working with global partners to create new internal control and assurance models, increase monitoring and evaluation; develop capacity for multiple stakeholders to address corruption; and strengthen normative guidance to integrate anti-corruption, transparency and accountability into WHO’s work on health systems strengthening. Law enforcement executives have created and implemented department policies and procedures to mitigate misconduct within their agencies, yet there is currently no method to quantify the effectiveness of these measures. The purpose of this exploratory study was to understand whether written directives, policies, and procedures of nationally accredited or state-certified law enforcement agencies impact reports of police misconduct. Data were collected from 8 Georgia law enforcement agencies: 4 that were nationally accredited or state-certified and 4 that did not hold such status. This article investigates understandings of publicness in the context of public foundations in Australia by examining how perceptions of publicness inform and influence the practice and conduct of those grantmaking foundations. As part of a broader study on perceptions of accountability and identity in Australian foundations, the article provides empirical evidence from interviews with managers and trustees from a diverse group of public foundations suggesting that understandings and applications of two dimensions of publicness were significant: donations, or public money; and grantmaking, or public benefit. This paper is intended to restate the case for the development of an "ethical theory of accountability" as an alternative to current theoretical frames being applied by students of accountable governance. I would emphasize the word "alternative" at this juncture, noting that an ethical theory should not be regarded as replacement for current models; rather it is offered as a reframing of accountability that can provide a significantly different perspective -- one rooted in (and built upon) ontologically distinct presuppositions about the nature of account-giving/receiving.

This paper seeks to deepen our understanding of performance measurement in the nonprofit human services sector by investigating issues related to funder and provider motivations for collecting and analyzing program level performance information. Using survey and interview data from nonprofit human service organizations and their funders (nonprofit and local government), we analyze this study’s research questions through the lens of multiple constituency theory. Consistent with multiple constituency theory, the study found similarities and differences in funder and provider motivations for collecting performance information. However, the migration of public decision-making responsibility away from elected representatives and toward new governance models may alter accountability relationships. A demand for nonprofit management training and organizational capacity building exists in Latin America. However, few nonprofit management education (NME) programs in Latin America exist, and there is limited content related to ethics, transparency, and accountability. Using the case of Ecuador, we identify three strategies implemented by nonprofit leaders to cope with limited NME. We find that first, organizations engage in a process of collectivity that seeks to explore and give meaning to civil society in Ecuador. This article looks at the subject of accountability in the administration of the human services. The history of accountability over the last four decades is chronicled and discussed. The point is made that during this period, funders have largely determined the nature of accountability. Because funders have been primarily concerned with funding, accountability has tended to be financial in nature. Changes in nonprofit accounting standards and practices have spearheaded a quiet revolution in financial management practice in social agencies and the delivery of human services during the past three decades. These changes have gone hand-in-glove with other changes in the political arena to dramatically transform the ways in which human services are organized and delivered. The new public management (NPM) philosophy and move towards a governance approach places emphasis on the accountability of individuals, supervisors and managers relative to practice, processes and designated outcome - conformance and performance. This paper examines how community accountability is exercised by the governing boards of hospitals based on case studies of six hospitals in Ontario – London Health Sciences Centre (LHSC), Hamilton Health Sciences Corporation (HHS), The Ottawa Hospital (TOH), University Health Network (UHN), Sunnybrook and Women’s College Health Sciences Centre (S&W), and Toronto East General Hospital (TEGH). The findings reveal that hospital boards face a number of issues and tensions that stem from directing their accountability efforts towards the organization, the government, and the community in which they serve.
