This Tool Kit provides state and local policymakers with a range of resources and analyses for use during broadband planning. The Tool Kit focuses on the array of grant and other funding opportunities available to states and localities as a result of the Infrastructure Investment & Jobs Act, as well as other pandemic-era stimulus programs. However, the Tool Kit is also useful for broadband planning outside of these specific funding programs. Indeed, the Tool Kit offers foundational planning resources that can be used now and in the future by officials, ISPs, and other stakeholders in the broadband space.

Rural communities face issues with affordable housing just like urban communities, but these problems are not often associated with rurality. Using Pontotoc County, Mississippi, as a case study, this thesis seeks to understand the extent of the affordable homeownership issue in rural communities and identify possible policy solutions. This thesis used a qualitative research approach by conducting semi-structured interviews with a diverse group of stakeholders in the communities of interest within and surrounding Pontotoc County, Mississippi. This report details my 2017 summer internship experience; both the report and the internship being requirements of the GIS for Development and Environment Graduate Degree at Clark University. My internship was hosted by the World Resources Institute, an international non-profit organization in Washington D.C. Policy Analysis Of Rural Development Strategy In Mexico: Creation And Management Of Infrastructure Systems, Carlton J. Rueb

This thesis explores rural development strategy in Mexico within the context of infrastructure development. It finds that although the tenants of decentralization and neoliberalism on which the strategy is based are conducive to gains in productivity, equity, and environmental sustainability in rural Mexico, the current government apparatus creates a number of market failures which limit the beneficial potential of the development strategy. Lessons learned from the Mexican experience should be applied in other contexts for development strategies.
